CURRENT BUSINESS 7.1 TSPC Areas of Emphasis for 2013 7.1.1 Municipal Code Review and Update 7.1.1.1 BMC Chapters 13.32 — Discussion The Commission commented %J the following sections of Chapter 13.32. 13.32.010 Application of Regulations 13.32.020 Extended parking permits 13.32.040 No parking areas 13.32.060 Parking for demonstration 13.32.070 Parking adjacent to schools 13.32.120 Taxicab stands 13.32.130 Parking on city property 13.32.170 Vehicles of excessive length - 13.32.180 Overnight parking of recreation vehicles and trailers Chair Akers asked that the Commissioners review Chapter 13.36 and to be prepared to provide comments next month. 7.1.2 Parking Policy Review No report. 7.1.3 Traffic Studies and Collision date 7.1.3.1 Accident and Citation Data — Discussion Corporal Murphy said Sergeant Kiely would be .returning to attend the November TSPC meeting, and planned to make a presentation on a ccident/citation data and mapping at that time. Pedestrian Corridors Mr. Chou reported that staff was preparing to apply for an upcoming TDA grant for two potential locations to enhance pedestrian and bicyclist usage. He added that he would provide a more detailed explanation later in Item. :10.1 of the agenda. 7.2 Outreach Events —Discussion Commissioner Londer reported that the second Sunday of September was still available for the Commission to use a table for the Fresh Market. Commissioner Wettan and Vice -chair Serrato stated that they would attend and represent the TSPC. Discussion occurred under the presumption that the second Sunday would be September 15th, during which time there would also be the Green Street Fair. It was later clarified that the second Sunday of September is the 8th, which is when the Commission would be using the table. 7.3 Public Works Safety Brochures Mr. Chou reported that all existing brochures have been reviewed by this Commission and that there were no new brochures to be reviewed at this time. Mr. Chou stated that he expects that the revisions would be completed by the end of September. 7.4 Ray Drive/EI Camino Real Intersection Safety -Discussion A brief discussion occurred regarding the short signal timing of the left -turn signal. Chair Akers requested that staff return in a couple of months with thoughts and ideas for this intersection. 8. Staff Reports 8.1 Traffic Engineer's Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) - Adeline/Balboa Obscured STOP Sign Mr. Chou reported that the Paint and Signs Division would go out and check the westbound and eastbound signs for sight -visibility and relocate them, if necessary. - Channing/Howard Missing Crosswalks Mr. Chou reported that the missing crosswalks were replaced by the Paint and Signs Division maintenance crew. 8.1.2 Construction and Design projects - Burlingame Avenue Streetscape Project Mr. Chou reported that the 1200 block of Burlingame Avenue should be completed by the end of August. He added that the City was currently still waiting for the smart meters and poles. - 2013 Street Resurfacing Project Mr. Chou report ed that O'Grady Paving was selected as the contractor for this project; and, that staff was currently processing agreements so that the work could begin. Bike Route Improvement Project Mr. Chou reported that Chrisp Company was selected as the contractor; and, that staff was currently processing these agreements as well so as to be able to authorize start of this work. 1. 8. 1.3 School Traffic Issues - Hoover School site visit Mr. Chou stated that he would coordinate a meeting(s)with Assistant Superintendent Clark to accommodate individual Commissioners or groups of two Commissioners to attend. Mr. Chou stated that he would confirm with the City Attorney that this is appropriate, especially in light of the current litigation involving Hoover School. The Commission agreed that these visits would ideally be at the beginning or end of the work day, on three consecutive days. 8.2 Traffic Sergeant's Report 8.2.1 General/Selective Traffic Enforcement Report Corporal Murphy reported that PD was still receiving numerous complaints on pedestrian right-of-way violations in the Burlingame Avenue streetscape area. The Traffic unit and patrol has been working on educating and enforcing pedestrian awareness of the new signage and location for crosswalks. Corporal Murphy also reported that the Police Department has also been working on the Pet Parade, Tree Lighting Ceremony and the monthly STEP Program. He added that the Police Department would also be participating in the California Law Enforcement Challenge (CLEC). He explained that CLEC is a competition between similar sizes and types of law enforcement agencies. It recognizes and rewards the best overall traffic safety programs in California. The areas of concentration include efforts to enforce laws and educate the public about occupant protection, impaired driving and speeding. Corporal Murphy stated that the Police Depart ment has also been working on reducing speed on the major arterial roadways. They have received complaints regarding speeding on Carmelita Avenue, Ray Drive, and -Hillside Drive. Finally, Corporal Murphy report ed that the Police Department would be present during back -to -school times to do enforcement and education. 8.3 Commissioners' Comments and Concerns 8.3.1 July 14 Fresh Market Public Comments Commissioner Londer report ed that they spoke with many residents about their concerns regarding traffic, safety and parking. Commissioner Londer corrected the September date for the next Fresh Market, when the Commission would be participating — as September 8th and not the 15tH Mr. Chou said he would list any of the resident concerns provided by Commissioner Londer from last month's Fresh Market on his Engineer's Report if there was any follow-up action necessary. 9. COMMUNICATIONS 9.1 Manito Velasco —Bike Planning &Engineering Webinar Mr. Chou stated that he would schedule and host this webinar.. 9.2 John Root —Downtown Burlingame Ave. Ped/Traffic Safety Suggestions Mr. Chou stated that staff would look at the items on this request and present relevant information at the next meeting. 9.3 Joanne Yun —Obscure STOP sign at Adeline Dr./Balboa Ave. 9.4 Laura Hesselgren —Missing crosswalks at Channing Rd./Howard Ave. 9.5 Christine Buonpane —Residential parking on 1100-1300 Howard Ave. 9.6 Other Communications None. 10. COMMISSION &COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that the City recently received notification for Call for Projects by C/CAG regarding the upcoming TDA grant application cycle.. He stated that the City would be apply for funding to improve pedestrian and bicyclist access from Murchison Avenue southward; and, possibly incorporate a Class"I bike lane. He said that staff still needs to figure out costs and determine if this project is viable. Discussion occurred about various methods to garner support this project and Chair Akers stated that it would be a worthy project. 11. FUTURE AGENDA ITEMS 11.1 Howard Avenue long-term and Short-term Parking (1400 block) 11.2 Burlingame Downtown Parking Structure Discussion 11.3 Electric Charging Stations 12.ADJOURNMENT 8:45 p.m. CURRENT BU INESS - ITEM 7.1 To: Traffic Safety and Parking Commission Date: September 10, 2013 AGENDA ITEM NO: MEETING DATE: From: Augustine Chou, Engineering Program Manager — (650) 558-7230 7.1 — Capuchino & Paloma 2 -Hr Parking Limits Sept. 12, 2013 Subject: Item 7.1 —Capuchino Ave &Paloma Ave 2 -hr Parking Limit (1200 blocks) RECOMMENDATION: It is recommended that the Commission determine whether or not it is the majority desire of the residents of the 1200 blocks of both Capuchino Avenue and Paloma Avenue to establish 2 -hour parking time limits. DISCUSSION: The City received two individual, but separate, requests from residents of the 1200 blocks of Capuchino Avenue and Paloma Avenue requesting the designation of 2 -hour parking for the entire length of both streets. These requests are the result of residential concerns over increasing long-term, on -street parking. The 1200 blocks of both streets are located north of Broadway, between Broadway and Lincoln Avenue; and, currently have portions of on -street parking already designated as 2 -hour parking. • Capuchino Avenue —existing restriction effective from Broadway 495 feet north towards Lincoln Avenue. • Paloma Avenue —existing restriction effective from Broadway 130 feet north towards Lincoln Avenue. Field analyses verified the complaints that long-term, on -street parking is taking place on both streets where the existing 2 -hour limit stops. Parking enforcement is conducted for all the streets surrounding Broadway; however, enforcement activity may be irregular depending on demands elsewhere in the city. The extension of the existing 2 -hour parking limit to the entire 1200 blocks of both streets would mean the displacement of current long-term parking either to the City parking lots closer to Broadway, or parking onto residential streets past Lincoln Avenue to the north or Carmelita Avenue to the south. At this time, only the southern ends of both streets are eligible for the Residential Parking Permit Program (RPPP). If the entire 1200 blocks of either or both streets become 2 -hour parking, all residents will be eligible for the RPPP. 1 Item 7.1— Capuchino Ave & Paloma Ave 2 -hr Parking (1200 blocks) September 12, 2013 Should the Commission find that there is majority support for the extension of 2 -hour parking for the entire 1200 blocks of either or both streets, staff will present the preferred action before City Council for modification and inclusion into the Burlingame Municipal Code. Once the parking restrictions are in place, follow-up implementation of the RPPP for the 1200 blocks of the eligible street(s) would occur within approximately a week after the parking restrictions have been adopted by City Council and the new signs are posted. This request is being made in light of increasing illegal long-term overnight parking by transients, expansion of Ray Park sports and recreation activities, increasing Lincoln School enrollment, multi -family overflow parking from ECR apartments, difficulties in finding space for trash receptacles, and a proposed project on 1509 EI Camino Real which will likely exacerbate parking issues and potentially force increased traffic to cross 6 school crossings in lieu of left turns exiting the property heading north on EI Camino Real. These parking issues have been raised with respect to the proposed project at 1509 EI Camino Real as potentially significant environmental impacts identified per CEQA legal tests; the project is subject to review by the Planning Commission and is under consideration for various revisions by the developer to address several community concerns, including parking. Notwithstanding potential revisions to the 1509 ECR project, which will likely result in a scaled down proposal, the Balboa parking situation is already terrible, needs to be rectified as it currently stands (regardless of any additional development along ECR), and any further development in the area will likely worsen the situation. Attached please find the feedback concerning the 1509 EI Camino Real project submitted to the City of Burlingame, which contains several letters/pictures documenting the numerous parking problems that already exist and are likely to be exacerbated with any further neighborhood development. Among the discussion items at the TSPC meeting would include 11 Community concerns on parking/safety of existing situation brought to light in public comment period during CEQA review with respect to 1509 ECR. 2) Potential traffic/parking studies performed by the City of Burlingame/Consultants with respect to further anticipated revisions to 1509 ECR and/or further neighborhood development. .11 3) Congruence of neighborhood development, traffic alternations and associated impact on designated school traffic patterns and recreational usage. 4) Proposed solutions, including reinstating permitted parking, improving safety with additional school signs, traffic calming features, etc. ' 1 COMMUNICATIONS -ITEM 9.3. However, with few exceptions, and the commercial areas, little consideration appears to have been given to the fact that not all blocks are used in similar manner. This is dangerous, and also shortchanges citizens on certain blocks in terms of expected services. I live on the 1500 block of Balboa Avenue. It has myriad features which distinguish it from most other blocks in the city, which impact quality of life and safety on our street: o Lincoln School pedestrian and vehicular traffic o BIS students heading home or to Adeline Market for a snack • , o Ray Park and children's playground pedestrian and vehicular traffic o Girls' softball parking, pedestrian and vehicular traffic o Extensive day and night overflow parking from El Camino Real apartments and condominiums o Long term parking by out of town individuals looking to save airport taxicab fares. This is getting to be more prevalent as word appears to have gotten around that this is a smart, safe and economical thing to do. o Resistance by local residents to use garages and driveways for their vehicles o Use of Balboa, which parallels El Camino, to avoid traffic signals, especially the longer Adeline Avenue signal. Much of this traffic travels fast. As an example, a while ago adog —� on its leash —stepped out between two cars preparatory to crossing Balboa with its owner, and was hit by a car in front of Ray Park. Although I did not see the incident itself, I know the car had to be speeding because the dog, a German shepherd, was ripped out of its collar and thrown 50 feet to land at my curb. I heard the impact and its screams. It died there. It turned out the driver was non -local, and Late for work. For there to be serious injury or worse, all it would take is a momentary lapse of attentiveness on the part of a child or adult, because when not impeded by all the activities which take place on this street, most traffic speeds through. i Some Wednesdays, all the parked cars make it difficult to find a place to put out trash cans, except in front of our driveways. Then as we leave home in the morning, we have to first move the cans, back out the car, and look for our own place to park while we replace the cans. Somewhere in our tax bills, we are charged for by -weekly street sweeping. However, many of us either have to clean up our own gutters or just live with the dirt and debris. The street sweeper cannot get to the mess because of all the overnight parking. This is particularly bad during winter storms; when gutters and drains become clogged with leaves. Rainwater sheets across the street and onto our property. I have lost count of the number of times my neighbors and I have gone out in the middle of a storm to release the clogs. I respectfully request that the Commission take up this topic and begin to put in place remedies for these issues. For example: o Traffic calming features beyond signs (which so many people ignore) o Overnight parking restrictions which would give priority to citizens who actually live on the block o Street sweeping restrictions to ensure that our gutters are cleaned o Coordination with neighborhood schools and girls' softball league to encourage car-pooling by families.
