6. PUBLIC COMMENTS
Samantha MacPhail expressed her concern for safety on Balboa Avenue between Ray
Drive and Adeline Drive due to the speed and amount of vehicles which often use this street
as an alternate to EI Camino Real.
Pat Giorni expressed her concern that the 1400 and 1500 blocks of Balboa Avenue no
longer accommodates two-way traffic due to the number of parked vehicles, which are often
times large vehicles. Pat Giorni suggests that TSPC engage in a conversation to make a
recommendation to Council that compact parking spaces no longer be given as an incentive
to developers during plan review.
Mark Haberecht submitted a copy of another letter he had just submitted along with
additional photos regarding the traffic and parking difficulties on the 1500 block of Balboa
Avenue. Mr. Haberecht requested the City perform comprehensive neighborhood traffic and
parking study and examine ways to mitigate increasing parking problems along the 1500
block of Balboa Ave/Way, including permitted parking as one of the mitigations to parking,
traffic and safety issues.
Ann Wallace stated that the curbs and gutters are a mess on the 1500 block of Balboa
Avenue and that it is because the street sweepers cannot get access due to the number of
parked vehicles. Additionally, these parked vehicles make it inconvenient to put the trash
receptacles curbside. Ms. Wallace also submitted two more additional photos of the
situation.
Lauren Threadwell spoke on behalf of her neighbors on Newlands Avenue, who are
requesting to be part of the Residential Parking Permit Program, because of overflow
parking from the Downtown District.
7. CURRENT BUSINESS
7.1 Capuchino Ave &Paloma Ave — 1200 block 2 -hr Parking Limit
Mr. Chou provided background on this issue and recommended that the Commission
determine whether or not the majority of the residents of the 1200 blocks of both
Capuchino Avenue and Paloma Avenue want to establish a 2 -hour parking time limit.
He also stated that with the 2 -hour limit, these neighborhoods were eligible for the
Residential Parking Permit Program.
Vice -Chair Serrato opened the floor for public comment.
Nine residents spoke expressing their support to establish a 2 -hour parking time limit in
order to participate in the Residential Parking Permit Program. These residents also
provided input about the parking situation on their blocks. They also asked about more
information about the Residential Parking Permit Program.
One resident spoke against the 2 -hour parking time limit and the Residential Parking
Permit Program, stating that they did not perceive any parking problems.
Discussion amongst the Commissioners occurred and Mr. Chou addressed concerns
and questions raised by the residents. Mr. Chou informed the residents that the
Residential Parking Permit Program cost is $50 per year and includes two transferrable
hangtags.
Motion: Recommend to City Council that the City extend the 2 -hour parking time limit
for the entire 1200 blocks of Capuchino Avenue and Paloma Avenue; thus, making
those residents eligible for the Residential Parking Permit Program.
M/S/C: Londer/Wettan; 4/0/0
7.2 Ray Drive/EI Camino Real Intersection Safety -Discussion
Mr. Chou briefly spoke about the alignment and signal timing problems at this
intersection. Mr. Chou will be looking into signal detection and will be communicating
with Caltrans to see if there is interest in split phasing. This item will continue to be an
open discussion.

RRENT BUSINESS -ITEM 7.1
To: Traffic Safety and Parking Commission
Date: October 10, 2013
AGENDA ITEM NO:
MEETING DATE:
From: Augustine Chou, Engineering Program Manager — (650) 558-7230
Subject: Item 7.1 —Newlands Avenue 2 -hr Parking Limit (1500 block)
7.1 — Newlands
Avenue 2 -Hr
Parking Limits
October 10, 2013
RECOMMENDATION: That the Commission determine whether or not the majority of the
residents of the 1500 block of Newlands Avenue wish to establish 2 -hour parking time limit in
preparation for the Residential Permit Parking Program.
BACKGROUND: In September 2012, the Commission held a public discussion regarding a 2 -
hour parking limit on the 200 block of Crescent Avenue. As part of the public discussions,
residents of the 100 block of Crescent Avenue and the 1500 block of Newlands Avenue were
also notified. The notifications were done as a way to provide surrounding residents information
on the potential for parking overflow onto their streets from the impending implementation of 2 -
hour parking on the 200 block of Crescent. At that time, some Newlands Avenue residents
expressed support to expand the parking limit onto their street. However, a clear decision and
definitive support by those residents was not available at that meeting.
Since the implementation of 2 -hour parking and the Residential Permit Parking Program (RPPP)
on the 200 block of Crescent Avenue, the residents of Newlands Avenue have determined that
there are long-term parking impacts developing on their street. A neighborhood petition has
since been submitted by the residents of the 1500 block of Newlands Avertue for 2 -hour parking
on their street. It is the goal of the petition to have 2 -hour parking restrictions implemented in
order to make way for the residents to also use the RPPP.
DISCUSSION: The 1500 block of Newlands Avenue is located between EI Camino Real and
Crescent Avenue. There are currently no on -street parking restrictions for the entire block.
Along with residential homes, the western end of the 1500 block also has Pershing Park.
While field analyses verified that there are some long-term, on -street parking issues on
Newlands close to EI Camino Real, the impact is less severe towards the end of the block by
Crescent Avenue and Pershing Park, Regarding Pershing Park, it is located at the corner of
Newlands Avenue and the 100 block of Crescent Avenue.
For the curb area at Pershing Park, consideration should be given regarding availability of public
parking for general park use. This request and petition will affect the parking situation along the
Item 7.1— Newlands Ave 2 -hr Parking (1500 block) October 10, 2013
Newlands side of Pershing Park, but no parking restrictions or requests for parking restrictions
current exist for the Crescent side of Pershing Park. If a 2 -hour parking limit is implemented on
the entire 1500 block of Newlands, there could be a shift in parking impact from the Newlands
side of Pershing Park to the Crescent side.
Overall, the implementation of a 2 -hour parking limit on the 1500 block of Newlands would make
the street and all the residents eligible for the RPPP. Should the Commission confirm that there
is majority support for a 2 -hour parking limit on the 1500 block of Newlands, staff will present the
preferred action before City Council for modification and inclusion into the Burlingame Municipal
Code. Upon implementation of the new parking restriction, follow-up implementation of the
RPPP would occur.

Ref: 2 -Hour Parking Limit along
1500 Newlands Avenue
Dear Mr. Chou:
To Whom It May Concern? We have been the Resident
Manager of 1500 Newlands apt. for the last twenty four (24)
years. We found that lately since the Safeway opened, many of
their employees come and park all day as well as the Nurses at
The Retirement Home which is a block or so from the
1500 Newlands. We have many residents who have two
(2) cars and are having problems finding parking.
I have spoken to one of the Safeways employee who is parking
here on a daily basis and asked why aren't they are parking
at Safeway's parking. She stated that certain people in different
shifts cannot park at Safeway because will be fired if they did.
Many of our tenants including my husband and I are really
frustrated because of Safeways rules including the people
(Nurses) who come here to park from the Retirement home have a
free parking and the tenants who live on the premises are unable to
and parking because of this situation. We found this matter is very
unfair.
We are hoping that if you have a 2 -hour parking implemented, that
you give the people who live on this block the permission to park
all day with a permit purchased at your place even though the
parking stated 2 -hour parking. Unfortunately we have never
experienced such a parking problem and we are hoping that
you find the resolution to please all the tenants including other
people who live on this block. We thank you in advance for your
concern and a final resolution to this matter.
Sincerely Yours,
Mr. & Mrs. Louis Jean & Sara Marsaa
