Brown Act (the State -Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested but not required to fill out a "Request To Speak" card located on the table by the door and hand it to staff. MINUTES -ITEM 5 The City of Burlingame CALIFORNIA 94010-3997 www.burlingame.org TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, April 10, 2014 Commissioners Present: Commissioners Absent: Howard Wettan, Chair Mark Noworolski, Vice -Chair Nick Akers Jeff Londer John Martos None. Staff Present: Augustine Chou, Engineering Programs Manager, Public Works Corporal Brett Murphy, Police Department Joanne Louie, Administrative Secretary Visitors: Abigail Akers Rosalie McCloud Manito Velasco Rita Prodger 1. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 5 of 5 Commissioners present. 4. ACKNOWLEDGEMENT Chair Wettan acknowledged the presence of Rosalie McCloud and thanked her for her participation at last month's meeting. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of March 13, 2014 with the following corrections: - Item 7.1 paragraph 2 correcting the word negating to gating Item 8.1 .1 paragraph 5 rewording "would make better sense" to "makes sense" M/S/C: Wettan/Noworolski; 5/0/0 l� 6W PUBLIC COMMENTS Rita Prodger spoke regarding her safety concerns at the intersection of Floribunda Avenue and EI Camino Real due to vehicle speeding, cars running traffic lights, and the amount of traffic. Manito Velasco spoke regarding bicyclist safety issues on California Drive and felt that there was a big disconnect based on the feedback he was getting on these issues. Mr. Velasco said measures taken have been ineffective and made the following suggestions: - Staff or Commissioners should bike on California Drive. Include California Drive Bicyclist and Pedestrian Safety on Item 8.1.1. Make a bike lane on northbound California Drive because the width of the lane could accommodate it. 7. CURRENT BUSINESS 7.1 Downtown Parking Strategies Mr. Chou explained the background and process needed to develop strategies to address downtown parking needs. He recommended that the Commission establish a sub -committee of two Commissioners to work with engineering and police staff regarding the potential strategies pertaining to parking around the Burlingame Avenue downtown area. He explained that staff would take the lead in the effort and have the sub -committee members report back to the entire Commission on any progress. Chair Wettan opened the floor for public comment. Mr. Velasco suggested making Chapin Avenue 90° parking with the idea that such a design would gain 20-25% parking. Chair Wettan suggested making two sub -committees or a sub -committee with alternating members for the process to help define downtown parking strategies. Motion: To form a sub -committee of two Commissioners who would work with engineering staff and the Police Department on development of downtown parking strategies. M/S/C: Londer/Noworolski; 5/0/0 Motion: To appoint Commissioner Martos and Chair Wettan to the sub -committ ee to work with Staff and the Police Department for an unspecified term. M/S/C: Londer/Akers; 5/0/0 L•' 7.2 TSPC Areas of Emphasis for 2014 Chair Wettan sought input from the Commissioners on this matter. The Commissioners came up with the following priorities: - Downtown parking structure Commuter, pedestrian, bicyclist strategies and issues on California Drive Downtown parking strategies Traffic safety and informational brochures Continuation of the municipal code review for Chapter 13 Motion: To accept the following areas of emphasis for 2014: - Addressing the issues of making downtown parking more accessible. Addressing the issues of safety and better routes for bicyclists, pedestrians and commuters in the City of Burlingame. Emphasis on completing the review of the Municipal Code — Chapter 13. Emphasis on completing the traffic safety and information brochures review. M/S/C: Akers/Conder; 5/0/0 Motion: To form asub-committee to continue the municipal code review of Chapter 13. M/S/C: Akers/Noworolski; 5/0/0 Motion: To form asub-committee to complete the traffic brochures review/update. M/S/C: Akers/Conder; 5/0/0 Motion: To appoint Commissioners Akers and Noworolski for the Municipal Code Review sub -committee. M/S/C: Noworolski/Wettan; 5/0/0 Motion: To appoint Commissioners Martos and Conder for the sub -committee to complete the traffic safety and information brochures review/update. M/S/C: Mart os/Akers; 5/0/0 Chair Wettan also took public comment from Mr. Commission be guided by the "Complete Streets Policy" Information/Discussion Items from Commission and Staff 8.1 Engineering activities Velasco, who asked that the Division Reports —Reports and/or updates on Public Works project and 3 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) Non-standard stop signs along Trousdale Drive Mr. Chou reported that staff was still re-evaluating the issue and, if necessary, would meet with the previously established TSPC sub -committee regarding any course of action. - Floribunda Traffic Calming review Mr. Chou reported that Mr. Wong has met with the residents. There will be further reporting pending the return of Mr. Wong. - EI Camino Real parking south of Mills/Peninsula Hospital Mr. Chou reported that the recently installed No Parking signs were modified to make it very clear about the parking restriction. - Highland/Howard Avenues request for stop signs Mr. Chou reported that staff is currently working on conducting stop sign warrant studies. Commissioner Londer brought up that the Post Office will be moving to that corner location, and that this might affect the volume count. - EI Camino Real/Cypress Avenue pedestrian signal timing Mr. Chou reported staff has been in communication with Caltrans representatives regarding the crosswalk signaling, and that they are aware of the public concerns. - EI Camino Real/Ray Drive crossing guards Mr. Chou reported there were several emails from various members of the community regarding this matter, and that the Burlingame School District staff is working on the feasibility of how to include this location for additional crossing guards. Commissioner Londer report ed that he has also received several emails and has directed them to the school district staff. Construction and Design projects - Burlingame Avenue Streetscape Project D Mr. Chou reported the 1400 block of Burlingame Avenue should be completed at the end of this month. He added that the target date for overall project completion at this time is for the end of August. Linden/Larkspur Intersection Temporary Traffic Circle Mr. Chou reported that competitive quotes for materials and installation would be completed by the end of April or beginning of May, and that installation would follow directly after that. He added that the test period for this temporary installation would be about six months. - US101/Broadway Interchange Project Mr. Chou reported that Caltrans delayed the bid opening to May 13, 2014. - Electric Charging Station Mr. Chou reported that the Director of Public Works and the City Manager have been looking into this and have met with vendors. He added that they are now trying to put together a Request for Proposals. Mr. Chou said that he would provide updates as necessary. 8.1.3 School Traffic Issues Mr. Chou reported that a preliminary meeting between Burlingame city staff, Hillsborough town staff, and Burlingame School District representatives will be held on May 10, 2014 to discuss finding some common ground regarding the Hoover School construction. 8.2 Police Department Reports —Reports and/or updates on Police Department program and actives 8.2.1 General/Selective Traffic Enforcement Report Corporal Murphy reported that selective enforcement continued at the intersection of Howard Avenue and Lorton Avenue for pedestrian and stop sign violations. He reported that this follow-up enforcement showed great improvement at this intersection. Corporal Murphy reported that the Police Depart ment received on-going complaints regarding speeding on Floribunda Avenue. He said that the data collected did not show a significant speeding problem. Corporal Murphy stated that April was "National Distracted Drivers Month", and that there would be Police enforcement emphasis placed on this violation for the month. 8.3 Commissioners' Comments and Concerns Commissioner Londer mentioned that Mike Harvey attended last Monday night's Council meeting, and that he was very concerned and very opposed to the California Drive Roundabout as well as the Carolan Avenue Road Diet projects. Commissioner Londer brought up TSPC representation at upcoming Fresh Markets, which is available for TSPC the second Sunday of every month. It was agreed that, for the May meeting, the Commission would review the dates and schedule volunteers. Commissioner Londer also mentioned "Bike to Work Day", which would be on May Stn He asked that any Commissioner available to volunteer that morning to contact him. The Commissioners discussed some of the general content to be included in the Staff Report to Council regarding the Parking Structure recommendation. 9.
