PUBLIC COMMENTS – NON-AGENDA Members of the public may speak on any item not on the agenda. Members of the public wishing to suggest an item for a future Commission agenda may do so during this public comment period. The Ralph M. Brown Act (the State-Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a “Request To Speak” card located on the table by the door and hand it to staff. The provision of a name, address or other identifying information is optional. NEXT REGULAR TRAFFIC SAFETY AND PARKING COMMISSION MEETING: Thursday, September 11, 2014 TRAFFIC SAFETY AND PARKING COMMISSION Unapproved Minutes Regular Meeting of Thursday, July 10, 2014 1. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ROLL CALL. MEMBER PRESENT: Wettan, Akers, Londer, Martos MEMBERS ABSENT: Noworolski 4. APPROVAL OF MINUTES a) Motion: To accept the minutes of June 12, 2014 as submitted M/S/C: Londer/Akers; 4/0/0 5. PUBLIC COMMENTS – NON-AGENDA None. 6. DISCUSSION/STUDY ITEMS 6.1 Cypress Avenue 2-Hour Parking Limit & Residential Parking Permit Program (1500- 1541 block) Mr. Chou presented a staff report recommending the Commission determine whether or not the majority of the residents on portions of Cypress Avenue and Central Avenue wish to establish a 2-hour parking time limit in preparation for the Residential Parking permit Program. Chair Wettan opened the floor for public comment. Diane Condon-Wirgler had specific issues with the definitions for the Residential Parking Permits Program, as defined and per discussion with the Traffic Sergeant. Ms. Condon-Wirgler questioned why renters were allowed to vote since there was a permanent impact on the neighborhood. She stated that only the property owners should be allowed to vote. Ms. Condon-Wirgler also mentioned that the definition of a street was inconsistent with the definition used in the Sidewalk Program, especially in the case of corner lots. Laszlo Gyulassy, owner and veterinarian of Camino Real Pet Clinic, expressed his concern regarding the impact the restriction might have on his practice since this was where his employees park. He also expressed concern over what expenses his employees might have to incur. Dr. Gyulassy also relayed his concerns regarding the cost for enforcement and questioned whether the benefits outweighed the costs. Bruce Wirgler said the neighborhood had been deluged with outsiders parking since 2- hour parking was implemented on Newlands Avenue. He also said that there was parking impacts because of St. Catherine’s rec hall construction and Streetscape construction. Mr. Wirgler stated that he felt the residents were over reacting and suggested to table this request for 4 months, when the parking lots are re-opened. Kerbey Altmann said that he somewhat agreed with Mr. Wirgler, and was lukewarm to the 2-hour parking restriction. He said that he was okay with waiting. Mr. Altmann also mentioned that Thursday mornings were the most acute period when trash and recycle bins are along the curbs. Mr. Chou reported that there were 14 residences on the block and 11 signed in favor (78%) of 2-hour parking restriction in preparation for participating in the Residential Parking Permit Program. Commissioner Londer was in favor to moving this item to an action item on next month’s agenda since more than 2/3rds were in favor of this request. Commissioner Akers noted that due to aforementioned temporary nature of some of the issues, this request could be revisited in four months. He requested that staff consider outreach by noticing the remainder of the block and Central Avenue as well and moving this item as an action item next month. Mr. Chou explained that the entire block, along with Central Avenue had been notified, and that staff would do so again. Commissioner Martos said that he would like to see another opportunity for public comment. Motion: Move this item to an Action Item for next month. M/S/C: Akers/Londer; 4/0/0 7. INFORMATION ITEMS 8.1 Engineering Division Reports Mr. Chou and Mr. Wong gave updates on various Public Works and Engineering projects and activities which included: - Burlingame Avenue Downtown Parking Strategies - Floribunda Traffic Calming review - Oak Grove Ave/Neuchatel Ave Parking and Red Curbs - Burlingame Avenue Streetscape Project - Linden/Larkspur Intersection Temporary Traffic Circle - US 101/Broadway Interchange Project 8.2 Police Department Reports Corporal Murphy reported that speeding was a big issue with complaints in both residential areas and the El Camino Real corridor. He reported that during the period from March 1st and July 1st, there were 93 speed violations on the 1700 block of El Camino Real, which was basically in front of the Mills Peninsula Hospital. During this same time period, on the El Camino corridor from the Millbrae city limit to the San Mateo city limit, there were 246 safety violations. Corporal Murphy reported that during the period from April 1st to July 1st, there were 463 violations issued for distracted driving. 9. ADJOURNMENT Chair Wettan adjourned the meeting at 8:27 p.m. STAFF REPORT AGENDA ITEM NO: 7.a – Cypress Avenue 2-Hr Parking Limit & RPPP (1500) MEETING DATE: August 14, 2014 To: Traffic Safety and Parking Commission Date: August 14, 2014 From: Augustine Chou, Engineering Program Manager – (650) 558-7230 Subject: Item 7.a – Cypress Avenue 2-hr Parking Limit & Residential Permit Parking Program (1500-1541 block) RECOMMENDATION: That the Commission vote on one of the following actions based on residential input.  Support the installation of 2-hr parking limits on the 1500-1541 block of Cypress Avenue;  Not support the installation of 2-hr parking limits on the subject block of Cypress Avenue;  Support the installation but delay the implementation schedule until after certain downtown parking mitigation has been put into action. BACKGROUND: In April of this year, staff received a neighborhood petition to consider implementing a 2-hour parking limit on Cypress Avenue, between 1500 and 1541, which only affects the homes between El Camino Real and Central Avenue. Of the 14 homes on this block, 11 signatures were on the petition. This reflects a 78% support rate. The residents of this portion of Cypress Avenue would like the City to consider having 2-hour parking restrictions implemented because of concerns over increased daytime on-street parking by employees from businesses around the Burlingame Avenue downtown area. They have also witnessed neighbors from surrounding streets resolve similar concerns and problems through implementation of 2-hour parking and the Residential Parking Permit Program (RPPP). At the July 10 TSPC meeting, residents from outside the petition area (1543-1585 Cypress Avenue and the 100 block of Central Avenue) were in attendance and voiced concerns and opposition to the spreading of the 2-hr limit restriction beyond the petition area and onto their streets. A counter petition was subsequently submitted by these residents, stating their desire for the City to not consider expansion of the parking restriction beyond 1541 Cypress Avenue or on Central Avenue if the original petition is implemented. DISCUSSION: Over the past few years, the on-street parking situation in the Burlingame Park neighborhood has become increasingly congested with long-term and employee parking from businesses on the southern end of the Burlingame Avenue Downtown District. The Burlingame Park subdivision is identified by the homes on the following streets:  Occidental Avenue  Chapin Avenue & Chapin Lane  Burlingame Avenue  Ralston Avenue  Pepper Avenue  Howard Avenue  Crescent Avenue  Newlands Avenue  Costa Rica Avenue  Carol Avenue  East Carol Avenue  Central Avenue  Cypress Avenue Staff is currently working to modify parking plans in the Downtown District to improve the parking experience for both shoppers and employees. Part of this effort includes finding ways to address the parking needs of the business employees who currently choose to park in the Burlingame Park neighborhood. The City is currently working on alternatives to help make City Parking Lot H more appealing to employees so that they will choose to use the parking lot rather than the neighborhood streets. The issue for the TSPC is whether or not to support implementation of the 2-hr parking limit. And, if the Commission does reach a decision for support, whether or not to program the work on a regular schedule or to postpone the implementation until other downtown parking measures are enacted. The Commission will need to make the following determinations before taking action:  Determine if the majority of the residents of Cypress Avenue, between El Camino Real and Central Avenue (1500-1541), wish to establish 2-hour parking time limit in preparation for the Residential Parking Permit Program; and  Determine if the petitioning neighborhood agrees for it to be more advantageous and beneficial to proceed with implementing the parking restriction or wait until after certain downtown parking mitigations are implemented.
