Comments on other items should be made under agenda item #5. Provision of identifying information is optional but assists in preparation of the minutes. PUBLIC COMMENTS – NON-AGENDA Members of the public may speak on any item not on the agenda. Members of the public wishing to suggest an item for a future Commission agenda may do so during this public comment period. The Ralph M. Brown Act (the State-Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a “Request To Speak” card located on the table by the door and hand it to staff. The provision of a name, address or other identifying information is optional. NEXT REGULAR TRAFFIC SAFETY AND PARKING COMMISSION MEETING: Thursday, October 9, 2014 1 TRAFFIC, SAFETY AND PARKING COMMISSION Unapproved Minutes Regular Meeting of Thursday, August 14, 2014 1. CALL TO ORDER. 7:03 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. MEMBER PRESENT: Wettan, Londer, Martos (Noworolski - 7:06 p.m.) MEMBERS ABSENT: Akers 4. APPROVAL OF MINUTES a) Motion: To accept the minutes of July 10, 2014 as submitted M/S/C: Wettan/Londer; 3/0/0 5. PUBLIC COMMENTS – NON-AGENDA Todd Welle spoke as a follow up to his email in May 2014 regarding his concerns for pedestrian safety at the intersection of Howard Avenue and Victoria Road. Manito Velasco expressed his concern for safety on California Drive at Rosedale and Dufferin Avenues. He said that his concerns were especially about to vehicles crossing the centerline into oncoming traffic at the left-turn lanes in order to get around bicyclists. 6. DISCUSSION/STUDY ITEMS a. None. 7. ACTION ITEMS a) Cypress Avenue 2-Hour Parking Limit & Residential Parking Permit Program (RPPP) (1500-1541 block) Mr. Chou presented a staff report with a recommendation for the Commission to vote 2 on whether or not to support the Cypress Avenue 2-hour parking limit and residential permit parking program, based on residential input. Mr. Wong provided city parking lot occupancy data and parked vehicle counts on Newlands, Crescent and Cypress Avenues. Chair Wettan opened the floor for public comment. Michael Ginn spoke in favor of the parking limit and RPPP. Anne Harrington spoke in favor of the parking limit and RPPP. Kasey Schuh said she submitted a petition opposing the parking limit and the RPPP. Dan Diehl inquired about how the RPPP worked, and felt the RPPP was a band-aid solution for the situation. He also said that the RPPP area would just keep expanding. Jeffrey Hessekiel expressed the following concerns: 1) Fairness – disequilibrium - other nearby streets did not have to wait on their requests 2) Safety – level of traffic and speed of vehicles from Barroilhet 3) Process – will of the people Bill Schultz stated that he was sympathetic to the issue, but was opposed to the parking limit and RPPP. Mr. Schultz thought this might be a temporary issue and recommends a delay of three to six months. Kerbey Altmann inquired about the process to rescind the program. Noah Cohen said that the signs were aesthetically ugly. Jenny Diehl stated that she was not in agreement with the parking limit and RPPP. Diane Condon-Wirgler stated that she was not in agreement about the parking limit and RPPP. She said this was the third time that the City had issued permits and then rescinded them. Ms. Condon-Wirgler expressed her frustration and felt that the City, as well as the Commission, failed to provide adequate parking for employees. Bob Nafziger asked about parking fee collection for construction trailers and Safeway employee parking. Mr. Nafziger stated that he was opposed to residents having to pay $50 to park by their residences. Public comment period was closed and there was discussion amongst the Commissioners. 3 Motion: Move to approve the petition and support the installation of 2-hour parking limits on the 1500-1541 block of Cypress Avenue. M/S/C: Londer/Noworolski; 3/1/0 (Martos – opposed) 8. INFORMATION ITEMS a) Engineering Division Reports Mr. Wong presented a staff report which provided updates on various Engineering projects and activities which included: - Burlingame Avenue Downtown Parking Strategies - Floribunda Traffic Calming - Burlingame Avenue Streetscape - Linden/Larkspur Intersection Temporary Traffic Circle - US 101/Broadway Interchange - Hoover School/Other schools - 2014 Street Resurfacing b) Police Department Reports Sergeant Kiely reported that there would be heavy police presence at the beginning of the school year; and, that the School Resources Officer would also be working with the schools. Sergeant Kiely also reported that the new records management system would have all collision reports available online very shortly. Sergeant Kiely reported on selective enforcement efforts that occurred over the past month. 9. COMMISSION & COMMITTEE REPORTS a) Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC) Commissioner Londer reported that B/PAC met earlier in the evening. He stated that B/PAC discussed the Floribunda/El Camino Real intersection and pedestrian improvements on Ansel & Floribunda. Chair Wettan asked that consideration of making Floribunda Avenue a one-way street be put on next month’s agenda. There was also discussion regarding having B/PAC meetings every other month. 4 b) Traffic & Safety Brochures Sub-committee Commissioner Martos reported that he and Commissioner Londer met and reviewed and edited draft copies of the six brochures. He commented that the revised versions would be presented to the Commission later for final approval. c) Downtown Parking Strategy Sub-committee Mr. Chou reported that the sub-committee met on August 6th and discussed the downtown parking issues that also affected surrounding residential neighborhoods. He stated that a current occupancy survey verified that Lot H was consistently underutilized; and, that a rate reduction to $1/day should be pursued. Mr. Chou stated that a rate change would need Council approval. He also stated that staff and sub- committee members would continue to update the Commission on next month’s agenda. Mr. Chou reported that staff and the sub-committee would be meeting regularly from this point on every first Wednesday of the month. Commissioner Martos added that the group would be looking at how to optimize the other lots, optimize the parking on Burlingame Avenue, making peripheral lots less expensive, and making parking lot payments easier (credit cards). 10. FUTURE AGENDA ITEMS Commissioner Martos reported on the various comments and concerns he received at the Farmers Market: - Lighted crosswalk at Broadway & Paloma doesn’t work - Speeding issues on Easton – Sergeant Kiley responded that it was namely one individual - Corner handicap ramp at Bayswater & Humboldt - Oak Grove crossing issues – lighted crosswalk - Farrington & Oak Grove – add more red curb for visibility Toyon Avenue Neighborhood – Residential parking concerns Downtown Parking Strategy Updates Floribunda Avenue – One-way traffic consideration 11. These items may have been originally presented to City staff and/or the Traffic Safety and Parking Commission as public requests or comments. Items on this list are matters that would typically be addressed by City staff on an administrative level, or are City capital improvement projects. BACKGROUND 1) Floribunda Traffic Calming review - Driver feedback signs have been operational for the past week. Sign also installed along Cypress, west of ECR. 2) Burlingame Avenue Streetscape Project - Intersection of Burlingame Avenue/California Drive to be back online next week. Project completion date by anticipated for mid-September. 3) Linden/Larkspur Intersection Temporary Traffic Circle - Finalizing contractor agreement. Work to be completed by end of month. 4) ECR/Ray/Rosedale - Staff to have field meeting with Caltrans. 5) 2014 Street Resurfacing Program - Project underway, beginning with Rivera. 6) Howard/Victoria Traffic Concerns - Data collection in queue for stop sign warrant analysis. Work order submitted for installation of crosswalks across Howard at Bloomfield, Howard and Channing, and Channing at Bayswater. 7) Oak Grove Traffic Concerns - Work order submitted for installation of red-curbing along NE corner of Oak Grove/Neuchantel, with the addition of one on-street parking space along south side of Oak Grove near California. Red-curbing to be extended along north side of Oak Grove near Almer. 8) Floribunda/El Camino Real Intersection Update - Staff to respond after Caltrans’ Draft Environmental document (DED) has been released.
