PUBLIC COMMENTS —NON -AGENDA Members of the public may speak on any item not on the agenda. Members of the public wishing to suggest an item for a future Commission agenda may do so during this public comment period. The Ralph M. Brown Act (the State -Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a "Request To Speak" card located on the table by the door and hand it to staff. The provision of a name, address or other identifying information is optional. NEXT REGULAR TRAFFIC SAFETY AND PARKING COMMISSION MEETING: Thursday, November 13, 2014 TRAFFIC, SAFETY AND PARKING COMMISSION Unapproved Minutes Regular Meeting of Thursday, September 11, 2014 1. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. MEMBER PRESENT: Wettan, Noworolski, Akers, Londer, Martos MEMBERS ABSENT: None 4. APPROVAL OF MINUTES a) Motion: To accept the minutes of August 14, 2014 with the correction of a last name in Public Comments. M/S/C: Martos/Akers; 5/0/0 5. PUBLIC COMMENTS —NON -AGENDA Joe Kavalaris spoke regarding his frustration of speeding and site visibility on 1500 block of Floribunda Avenue. It KavalGil is said he did not believe the data collected to be an accurate representation of the conditions. He also stated his concern for pedestrian safety, and the need for a crosswalk on Floribunda. Jennifer Pfaff wanted the Commission to be aware that Caltrans would be releasing a draft EIR concerning the EI Camino Real/Floribunda Avenue Left -turn issue. Ms. Pfaff was concerned that Caltrans would remove up to 15 trees in order to widen EI Camino Real to accommodate left -turn lanes. Ms. Pfaff was concerned that Caltrans was moving forward and acting on this project due to their concern that funding would be lost if not used — "use it or lose it". 6. INFORMATION ITEMS a) Engineering Division Reports Mr. Wong provided status updates on the following: - Floribunda Traffic Calming Review: staff has developed "conceptual crosswalks" which would use the existing landscape islands as pedestrian refuges. - Burlingame Avenue Streetscape Project: major construction work completed, and the entire street was to be opened for the first time in a year and a half. - Linden/Larkspur Intersection Temporary Traffic Circle: staff is in the process of approving the construction contract. - ECR/Ray/Rosedale: staff to meet with Caltrans to review signal options. - 2014 Street Resurfacing Program: project started in September and going through contract document processing. - Oak Grove Traffic Concerns: mitigation work to be completed by next meeting, in October. Mr. Chou provided an update on the Floribunda/EI Camino Intersection and informed the Commission that Caltrans was planning to hold a meeting for public input in November. Discussion occurred regarding responding to Caltrans' Draft Environmental document when available. Chair Wettan said that he might check with the Mayor to coordinate with Council on a response to Caltrans. This item could be a Discussion Item for October's regular meeting, with a Special Meeting called if necessary due to the timing of the release of the draft EIR and the date of the next scheduled TSPC meeting. The Commission also thought it might be good to have background information, including accident information along the ECR corridor, and ECR/Floribunda vs. ECR/Ray/Rosedale collision data for comparison at the October Commission meeting. Mr. Chou cautioned making any comments specific to the draft EIR until after it is made available to the City and the public. b) Police Department Reports Sergeant Kiely informed the Commission on how to access the crime and collision data online. He said that starting next month, a new OTS grant cycle would begin based on a federal fiscal year. Sgt. Kiely also reported that EI Camino Real, near Mills/Peninsula Hospital, continued to be a speeding "hot spot" and that is was being continually monitored. 9. COMMISSION & COMMITTEE REPORTS aI Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC) No report. b) Traffic &Safety Brochures Sub -committee Commissioner Marcos provided the first draft on three of the six traffic and safety brochures for the Commissioners to review. The Commissioners were asked to provide comments to Mr. Chou within the next two weeks. These three brochures would then be an Action Item on the October agenda, at which time the Commission would also take public comments. Commissioner Louder reminded the Commissioners that space was still available for the Commission to be represented at Farmers Market this coming Sunday. Commissioner Louder also reminded the Commission that the groundbreaking event for the Broadway Interchange would be occurring on Tuesday, September 16th at 1:00 p.m. c) Downtown Parking Strategy Sub -committee Mr. Chou gave a summary on some of the actions being taken on this matter. - A staff report and resolution for a rate reduction for Lot H going to Council on October 20, 2014. Discussion about the need for new way -finding signage on the "entry points" to the downtown, such as EI Camino Real and California Drive. The plans to modify the existing directional parking signs for downtown. Council approval for staff to investigate the use of the Streetline sensor system; and, to look at implementing approximately 600 sensor units. Discussion about gathering fluid information about downtown parking using the parking sensors to be meshed with the static information on the City website. Update of the City parking maps; and, improved placement on the City website, posting maps on Burlingame Avenue, and distribution of maps by pay boxes in City lots. Increasing the number of available employee parking permits. Encouragement of businesses to inform their employees to park outside of the downtown core area. 10. ADJOURNMENT 8:53 p.m. To: Traffic Safety and Parking Commission Date: October 9, 2014 AGENDA ITEM NO: MEETING DATE From: Augustine Chou, Engineering Program Manager — (650) 558-7230 Subject: Item 6.a —Floribunda Avenue/EI Camino Real Area Traffic Safety 6.a — Floribunda and ECR Area Traffic Safety October 9, 2014 RECOMMENDATION: That the Commission hold public discussion regarding possible traffic circulation and safety mitigations to address concerns in the vicinity of the Floribunda/EI Camino Real intersection. Discussions should be constrained to analyses of possible safety mitigations within the City's jurisdiction and area of responsibility. BACKGROUND: In 2008, the Town of Hillsborough contacted Caltrans and the City of Burlingame to relay the town's concern regarding left -turn collisions at the intersection of Floribunda/EI Camino Real, Between 2008 and 2014, several meetings were held between the staff of all the three agencies to discuss the issues and concerns in greater details. Because the EI Camino Real corridor falls within the jurisdiction of Caltrans, it is the State's responsibility to evaluate the collision data and examine ways to address any safety concerns. Caltrans initially drafted some preliminary ideas regarding the feasibility of adding dedicated left - turn lanes to this portion of EI Camino Real (ECR). This concept would require consideration to widening ECR, which would mean removal of the existing trees along the corridor. This concept was objected to by both the City and Town. Caltrans was also informed that such a project would also be greeted with high public resistance. Caltrans determined that it would hosts a public scoping meeting to take in public comments. On November 19, 2013, Caltrans held that public meeting. As predicted, a major public concern revolved around the preservation of trees along the ECR corridor. Caltrans gathered the comments and concerns, and informed the public that they would include and addressed them as their analyses progressed. Caltrans programmed a project to improve the traffic and safety situation. As part of that process, Caltrans began work on a Draft Environmental Impact Report (DEIR). Caltrans has announced that they will have the DEIR ready for public review on October 10, 2014. A Caltrans open -house public event is scheduled for November 13, 2014 at the Burlingame Recreation Center, 850 Burlingame Avenue. This open -house event will be an opportunity for the public to ask Caltrans personnel specific questions about the project, the evaluation process, reiterate concerns, and provide additional written and verbal comments regarding the Item 6.a - Floribunda/ECR Area Traffic Safety October 9, 2014 DEIR. Caltrans will continue to accept public comments for the DEIR until November 30, 2014. Comments will be compiled and included in final Caltrans document. DISCUSSION: This discussion issue before the Commission stems from a general public concern regarding the traffic safety measures at the intersection of Floribunda Avenue and EI Camino Real; and, the upcoming publication of the Draft Environmental Impact Report (DEIR) by Caltrans for the intersection and ECR corridor. Since the project DEIR has not yet been released and the Council, the Commission, or the public have also not seen the document, the City should avoid addressing or focusing on DEIR- specific design issues that are assumed to be in the document. Furthermore, before any determination or comments are set forth officially, the Commission will need Council direction to respond on behalf of the City. Given these constraints, the Commission discussions at this point, should be limited to possible alternatives within the City right-of-way and areas of influence/responsibilities, such as: • Turning movement restrictions (permanent or time limited) onto or from city streets • One-way traffic designation of Floribunda Avenue • Comparison of traffic queuing due to signal split -phasing at other intersections along the ECR corridor • Examination of collisions along the entire ECR corridor City of Burlingame all Report To: Traffic Safety and Parking Commission Date. These items may have been originally presented to City staff and/or the Traffic Safety and Parking Commission as public requests or comments. Items on this list are matters that would typically be addressed by City staff on an administrative level, or are City capital improvement projects. BACKGROUND 1) Floribunda Traffic Calming review -Driver feedback signs active along Floribunda as well as on Cypress. 2) Burlingame Avenue Streetscape Project -Mostly complete. Completing punchlist items. 3) Linden/Larkspur Intersection Temporary Traffic Circle -Finalizing contractor agreement. Work to be comVleted by end of October. 4) ECR/Ray/Rosedale -Staff has met with Caltrans. Reviewing countdown pedestrian signals as well as driver feedback signs on Ray and Rosedale. 5) 2014 Street Resurfacing Program - Project underway, subdrain and concrete work completed. Repaving operations have started (Rivera, Hunt, Granada, Toledo, Rio). Project completed anticipated for end of October 6) Howard/Victoria Traffic Concerns -Data collection in queue for stop sign warrant analysis. Crosswalks installed on Howard at Bloomfield, Howard and Channing, and Channing at Bayswater. 7) Floribunda/EI Camino Real Intersection Update -Staff to respond after Caltrans' Draft Environmental document (DED) has been released. 8) Carolan Complete Street Project -Under contract with Kimley-Horn. next steps setup public outreach meetings.
