not on the agenda. Speakers are requested to fill out a “Request To Speak” card located on the table by the
door and hand it to staff. The provision of a name, address or other identifying information is optional.
Speakers are limited to three minutes each. The Commission Chair may adjust the time limit in light of the
number of anticipated speakers.

Subject: Item 6.a –Floribunda Ave nue Traffic/Pedestrian Update
RECOMMENDATION: That the Commission reviews the staff report regarding the Floribunda
Avenue Traffic/Pedestrian Update, and provide feedback to staff.
BACKGROUND: At the February Traffic Safety and Parking Commission meeting, there was
discussion about possible traffic circulation and impacts created with a conversion from a two-
way to one-way on Floribunda Avenue. This discussion brought about comments regarding the
City’s traffic calming and pedestrian access efforts along Floribunda. This staff report will
provide a summary of staff efforts, as well as layout the next steps.
DISCUSSION: In early 2014, the residents along Floribunda contacted staff regarding speeding
and pedestrian concerns along the roadway. From those brief meetings with individual
residents, staff then met with more of the residents February of 2014 along Floribunda, and
again in May of 2014. The meetings were an opportunity to gather additional information from
residents, explain the process that staff would undertake, and then report back to the residents.
In addition to the speeding and pedestrian access issues, residents stated that there were
several “yield” signs which were faded which contributed to their speeding concerns. The
process outlined by staff included collecting volume and speed data at three locations along
Floribunda, having another meeting to review the data with the residents, and then discuss next
steps.
Traffic data was collected at three locations along roadway. These three midblock locations
were: a) ECR to Almer, b) Almer to Ansel, and Primrose to California. The 85% speeds at these
locations were 32.5 mph, 28.3 mph, and 26.6 mph respectively. The data was shared with the
neighborhood at the meeting last May. Staff then used the data to isolate times of the day that
more vehicles were above the posted speed limit. This data was shared with Burlingame Police
to target enforcement. BPD provided enforcement, but indicated they were only able to issue a
few warnings. Last July staff installed driver feedback signs for the westbound and eastbound
directions, near Primrose and Almer respectively. Additionally, staff replaced the yield signs in
the area, as well reviewed the associated striping.
In addition to the neighborhood’s speeding concerns, residents were interested on how to
improve pedestrian access through the neighborhood. Along Floribunda from El Camino Real

to California Drive, there exists a single crosswalk at Primrose. There are mostly residential
land uses through most of Floribunda, the lone exception being the gas station and the daycare
facility at California Drive. The serpentine roadway and the abundance of driveways along
Floribunda provide challenges to installing new pedestrian facilities. Staff has shared with the
residents some conceptual layouts which show using the existing median islands as pedestrian
refuges. This concept was developed to improve pedestrian safety by shortening crossing
distances, providing a refuge area so a pedestrian may only cross one lane of travel, as well as
defining locations to cross Floribunda. This concept also tried to address resident’s comments
about maintaining on-street parking. This layout also differs from a traditional roundabout as it
places the crossings in the roundabout rather than outside of it. A traditional roundabout
minimizes conflicts not only by eliminating two-way traffic, but in relocating the pedestrian
crossings outside of the roundabout which is one of arguments to install roundabouts.
Alternative options include the installation of chokers (mid-block bulbouts), roundabouts, while
including and include pedestrian ramps and crosswalks. However each of these options would
remove on-street parking.
Public Works has obtained funds from next fiscal year to assess and design improvements in
the area surrounding City Hall, including Floribunda. These improvements would include traffic
calming devices, as well as new pedestrian facilities. The locations where improvements would
be targeted include: El Camino Real/Floribunda Avenue, Floribunda Avenue, Primrose Road,
Bellevue Avenue, and Douglas Avenue. Staff would select a consultant this Fall, conduct
outreach meetings with the residents, incorporate public comments, select an alternative,
develop cost estimates and designs, and then determine where these projects would fall in
terms costs, and scheduling.
Prior to any of the above being implemented, staff and BPD will continue their current efforts.
Public Works’ will relocate install new sign pole in the landscaped islands at Almer and Ansel,
relocate the driver feedback sign to those poles, and reinstall the 25 MPH speed limit signs.
Burlingame Police will continue periodic enforcement during the peak periods of the day.

Subject: Item 8.a - Engineering Division Reports/Public Works Update
The following is a status update on various Public Works – Engineering projects and activities.
Some of these items may have been originally presented to City staff and/or the Traffic Safety
and Parking Commission as public requests or comments. Items on this list are matters that
would typically be addressed by City staff on an administrative level, or are City capital
improvement projects. Matters that require broad public input or have a wide-spread impact are
addressed as Commission “Study Items” (TSPC Agenda Item 6).
• 2015 Street Resurfacing Program – Staff currently working on plans and specifications
for project.
• Speeding on Broadway (Near Roosevelt Elementary) – Data collectors have been
deployed by staff. Awaiting results of data collection. Speed limit and school zones
signs to be reviewed.
• Stop Sign Requests – Data collection underway at 11 intersections.
• Carolan Complete Streets Project – Public outreach meeting to present and discuss
the three potential design options is tentatively scheduled for March 26.
• US101/Broadway Interchange Project – Pile driving for overpass foundations 60% to
70% complete. Concrete pouring for foundation bases continuing concurrently with pile
driving work. Little to no complaints regarding pile driving noise. Project is on schedule.
• Broadway Grade Separation PSR – Initial public outreach meeting held on March 11.
The public was invited to discuss their concerns over traffic conditions at Broadway
crossing and California Drive/Carolan Avenue traffic. Broadway BID and auto
dealerships not only invited to this meeting, but were also met separately by the design
team to discuss their specific concerns.
• Downtown Parking Strategies Update – Signs currently being refreshed by Corp Yard
staff. Due to Corp Yard staff’s current workload, all installation work will be done by
outside contractors. Process of obtaining contractors underway.

• California Drive Roundabout – Interviews held with perspective design teams. Staff to
complete selection process.
• Floribunda/El Camino Real Left-turn Safety (Caltrans) – Still awaiting Caltrans
response to City suggestions regarding additional signal timing modifications and no left
turn restrictions.
• Joint Council/Commission Meeting – Joint meeting between Council and TSPC set
for Monday, April 20, at 6PM, Conference Room A.
