President McCormack called the meeting to order at 5:45pm

The Trustees unanimously approved the minutes of the October 17,

V. Correspondence and Attachments
Correspondence and Attachments were noted.
A. Peninsula Community Foundation - The PCF has been
working with other community foundations in the Gulf Coast to
determine how to effectively distribute contributions of
approximately $600,000 to rebuild the area. The Trustees
suggested that Mr. Veech might be interested in making his
contribution through PCF since we have not heard from the Library
Director of our adopted library, St. Tammany. The City Librarian
will contact Mr. Veech.
B. Librarian's Wish List 2006 - The City Librarian reviewed his
Wish List for the coming year which he has submitted to the
Foundation Board of Directors. Funding requests include
is for children and adult programs, collection enhancement,.
City/Library Centennial Celebration, and additional story times on
Saturday morning. The total amount of the request is $55,200.00.

VII. Reports
A. City Librarian's Report - Highlights of Report
1. National Awards - The American Library Association
presented the Library with 4 national awards for public
relations. The awards were given for 2 brochures, a poster
notifying patrons of a Persian children's program, and the
Foundation Newsletter entitled "Library Lines". Maryam
Refahi, library staff artist, created the designs for these items.
2. Personnel Issues
Jim Kaufman our building maintenance worker, has returned
to work on a part time basis until December when he will move
to full time status. Tracy Hammond remains on disability
sick leave. Vacation hours given by City and Library staff will
provide Tracy with an additional 6 months on the city payroll.
Linda Santo, who has been out on a workman's comp surgery
is scheduled to return to work the first part of December. Jan
Eustis, will be out on disability sick leave for a period of 6 to 8
weeks.
3. Burlingame City Centennial
The City has begun making plans for the Burlingame
Centennial which will be continuous from July 2007 until July
2008. Committee chairpersons will be looking for volunteers.
The official centennial for the library is October 18, 2009.
_ 4. Milllennium Online System,-' A new "holds" module is
being added which should make placing holds more user
friendly. The City Librarian is working independently with an
IT professional to ascertain how to better work with our vendor
to get the information we need from the new system.
B. Foundation Report
1. Book Sale - The book sale netted $1,500. Jim Cannon
and Stephen Hamilton, who co-chaired the sale, are
researching new ways to market the next event which will be
held in April of 2006.
C. CALTAC Workshop
Trustee Brock reported that the workshop was technically
informative. Usage of various electronic tools used in libraries
today such us radio frequency identification, e-books and
wireless access to the internet were discussed.

VIII. Unfinished Business
A. Employee Award Status - Trustees Toft, Griffith, and
McCormack will review the nominations after today's meeting.
B. Employee Recognition Dinner Status - Trustees Katie
McCormack, Pat Toft and Foundation Board member Heidi Kenney
will meet with the Doubletree Catering Manager to confirm the final
details for the dinner.
IX. New Business
A. Statistics Comparison Requested by Trustee Carlton
In the absence of Trustee Carlton, the Trustees present passed a
motion to table the discussion on this issue until Trustee Carlton
could be present. M/S/C (Griffith/Toft)
B. Library Hours Budget Figures - The Trustees reviewed the
financial information on the loss of service hours prepared by the
City Librarian. The City Librarian noted that the Trustees could also
consider opening different hours rather than the specific hours that
were lost due to the cuts. One option could be to open more hours
on Sunday. The City Librarian and Library managers will explore
this option with regard to staffing before the next Trustee meeting.
Trustee Griffith made a motion to table this matter until the January

C. Cancellation of December 20, 2005 Meeting - The Trustees
unanimously passed a motion to cancel,their December 20, 2005

Librarian's request to fund the awards given to staff for their years of,

X. Announcements

The meeting was adjourned at 6:30pm. The next meeting will be held

for people in need in our community!

The money and food we collect this time of year is used to feed people all year long. We

I. INFRASTRUCTURE BOND DISCUSSIONS ABOUND
Recently, you may have read various news reports about talks of a so-called "mega infrastructure bond"that the Governor
and the legislative leaders may be considering in 2006. In November, the Los Angeles Times reported that the Governor
had highlighted some of the needs that could be incorporated into a State General Obligation bond package to be placed
before the voters next year. While most people are of the of the impression that one huge mega-bond will appear on the
June or November ballot, we are informed that the Governor's proposal ultimately, with support from the Legislature, will
likely call for a long-term funding plan, i.e. infrastructure needs for the next 30 years might be established, and bonds let
accordingly. In an article in Wednesday's Sacramento Bee, Governor Schwarzenegger's Department of Finance
spokesman "said the $50 billion estimate for(the Governor's) bond measure has 'taken on a life of its own' and insisted
that the Republican governor hasn't decided the amount or the 'financing mix'for his proposal."
The Governor is expected to unveil his long-term bond proposal in his January Budget, which he is required to present to
the legislature by January 10th, 2006.
Senate President pro Tem Don Perata has also been very vocal in his strong support for a large infrastructure bond. The
Senator held a press conference several weeks ago, at which time he outlined his priorities for a June 2006 bond --
primarily for transportation, housing and infrastructure, in the amount of$10.3 billion (proposal is contained in his SB
1024). Senator Perata also acknowledged that he has been having discussions with the Governor on other infrastructure
needs. On Tuesday of this week, Senator Alan Lowenthal "took the bond show on the road" by holding a hearing of his
Senate Housing and Transportation Committee, which he Chairs, in Los Angeles. The hearing, entitled, "SB 1024 -What
the Infrastructure Bond Would Mean For Southern California,"was intended to address four specific
areas: 1) Southern California's Transportation and Housing Needs, 2)What the Bond Will Mean For Southern California's
Transportation System, 3) What Will The Bond Mean For Housing Affordability and Infill Development in Southern
California, and 4) What The Bond Will Mean For Southern California's Water Supply and Flood Control."The background
paper for the hearing focused on areas such as "Stuck in Traffic: California's Current Transportation Situation" and "At
Risk for Major Levee Failure." In addition to Senator Lowenthal, present at the hearing were key figures Senators Tom
Torlakson (representing Senator Perata)who previously served as the former Chair of the Transportation committee, and
Senator Kevin Murray who was recently named as the new Chair of the Senate Appropriations Committee. Last week,we
met with the top staff director for Senator Murray. He informed us that Senator Murray is compiling information regarding
the state's infrastructure needs and he wanted to know what the total bond need was statewide for the library community.
However, after meeting with the Senator's representative, we got the impression that any proposals coming forward
relative to any General Obligation bonds this year will be receiving great scrutiny and will be significantly smaller than
originally anticipated. In fact, in Wednesday's Sacramento Bee article, they note that Senator Murray, at the Los Angeles
Senate Transportation Committee hearing, "warned local officials against considering the (transportation) bond proposal
as a 'Christmas tree'to pay for unworthy projects. 'We are hundreds of billions of dollars behind, so we are not on a gravy
train here."'
It should be noted that Assembly Speaker Fabian Nunez has indicated that he too will likely be pushing an Assembly bond
package to address transportation needs, and perhaps other critical infrastructure components.
During the coming weeks and months, there will likely be significant debate on the State's debt limit, the use of other
sources to repay the bonds, i.e.
sales tax increases or gas tax increases for transportation, etc.
II. WHAT DOES THE BOND DISCUSSION MEAN FOR THE LIBRARIES?
As the bond discussions began heating up, we received a few calls from those in the library community saying, "Mike and
Christina, what does this mean for our library bond bill which is currently on the June 2006 ballot?" In fact, a hard working
group of library leaders within CLA, which we have affectionately titled the"Library Bond Task Force,"were peppered with
inquiries from outsiders who wondered: "Should we consider collapsing our June bond into this new mega bond effort?"Or
"Are we going to be swallowed up by this larger mega bond and will the legislature try to run a bill to move our bond to
November like they did with the high speed rail bond?"
While we felt these scenarios would be long-shots, we immediately set out to talk to high-ranking senior staff in the Capitol
- representatives for the Senate President pro Tem, Assembly Speaker, Republican Caucus, etc. Based on our
information, it was our feeling that if a mega bond is to be developed, the likelihood of it making it to the ballot prior to Jun-
2006 is slim.
More than likely, the voters will be contemplating a mega-bond on the November 2006 ballot. Many Capitol insiders tell us
there is still a great deal of disagreement between the two houses regarding Northern California versus Southern
California needs, dollar amount, the type of infrastructure that would be financed (e.g. transportation and flood control only
or more expansive and long-term, such as the Governor's larger plan?), and the problematic financing angle. Thus, at this
current time, the only item that is currently slated for the June 2006 ballot is the library bond. When we asked high-ranking
legislative staff if they thought there was any chance that leadership would attempt to move the library bond from the June
ballot to another date, they all agreed that they felt this was highly unlikely and that the "library bond should be safe."They
also believed that there was minimal threat that anyone would try to"collapse the library bond into a larger mega bond
effort."Lastly, we tried to get a sense as to whether or not we could get additional library bonds included in any new
"mega-bond."
While we have"put in a plug"with the Governor's Office and other key legislative leaders, our sense is that resolution of
the whole bond scheme is a long way off. We're just happy that, at this time, the library bond is on the June ballot!
III. SENATOR PERATA MAKES NEW COMMITTEE ASSIGNMENTS
In a move that surprised most Capitol insiders and outsiders, Senate President pro Tem Don Perata recently named
Senator Kevin Murray as Chair of the powerful Senate Appropriations Committee, replacing Senator Carole Migden. The
change was a tightly-guarded secret, and we were told about the story only hours before the story broke in the press.
While there have been conflicting rumors as to why the change was made, Senator Migden issued a press release stating
that she was asking for a "leave from her responsibilities as Chair so she can help Controller Steve Westly win the
2006 Democratic nomination as Governor." Senator Perata also made a number of other changes at the same time:
Senator Tom Torlakson, who has been a strong supporter of libraries throughout his time in the legislature, will serve as
the new Democratic Caucus Chair, replacing Senator Kevin Murray.
Senator Carole Migden will replace Senator Elaine Alquist as the Chair of the Senate Public Safety Committee. In past
years, bills pertaining to "obscene matter"or"harmful matter"that are monitored by the CLA Legislative Committee, have
been heard by the Public Safety Committee.

about the Burlingame Public Library. Until that time,
the Burlingame Public Library existed only as an
ephemeral fancy in my mind.
I never got over what a wonderful gift those
books were. My late wife was the Children's Librarian
at the Mt. Lebanon (PA) Public Library, so I know now
that Librarians are, in fact, very special people.
I can see, too, that your Library continues to grow
in service and outreach to your community and to your
sister Libraries.
I will be pleased to use the post cards in writing to
some of our special friends.

Happy New Year!
The end of 2005 brought good news on the PATRIOT Act front. On
December 16 the Senate voted down cloture (to close debate) and
was able to sustain a filibuster that blocked passage of the
flawed Conference Report. On the evening of December 21 st, the
Senate voted to extend the PATRIOT Act for six months to ensure a
more comprehensive debate. But Representative Sensenbrenner in
the House objected to such a long extension, so both Houses of
Congress agreed to extend the PATRIOT Act until February 3, 2006
to allow further debate on the Conference Report.
The Congress now has five more weeks in which to debate
controversial PATRIOT provisions. This good news is in large
measure a result of YOUR work. Thank you! A strong grassroots push
from the library community and other concerned constituents helped
Senators stand firm in their conviction that the conference report
did not do enough to secure reader privacy. Your efforts sent a
strong message to Congress that the American people will not
accept passage of important legislation like the PATRIOT reauthorization
without a full and open debate.

When the Congress re-convenes this month, debate on PATRIOT Act legislation
vill continue. Please keep up the pressure on members of Congress
by encouraging them to continue to fight for the following:
1. The ability for a Section 215 recipient to pose a meaningful
challenge of a FISA Court order.
2. The ability for a Section 505 recipient to pose a meaningful
challenge to a National Security Letter(administrative subpoena).
3. Language requiring that records sought under a Section 215
order be described with "sufficient particularity"to prevent
government fishing expeditions.

City Librarian's Report

Easton Branch Library Featured in National Magazines.
The Easton Drive Branch was featured in two national magazines in
December: American Libraries and Librarti Journal. While these are
professional magazines, it is an honor for our renovated branch to be
featured. We will also likely be featured in the April issue of American
Libraries in their architectural issue. Maryam has made a poster with the
images presented in the magazines. The article refers to the "sensitive"
renovation of the branch as especially appealing. In talking to Kathy
Page, of Page 8v Moris, who assisted us early on in the project, she felt
there was an increasing need for libraries to be restored and renovated,
rather than building new, both due to cost constraints and a renewed
interest in preservation. We also thank Michelle Nelson of Craftsman
Home in Berkeley for her wonderful work on this project.
Easton Branch Usage
As we talk about the Easton building, it is important to note that our
service levels are higher than ever. Our user traffic is up by 140% over
the pre-renovation days. We estimate circulation up 300% over pre-
renovation days. The Burlingame community has found the Branch and
we are glad they have!
Popular Materials Room
I offer a big THANK YOU to the Library Foundation for making the main
library's Popular Materials Room so much more accessible! The Popular
materials room enhancements have been a wonderful addition to the
main library. We have received a number of positive comments. In
addition, the Foundation seed gift of$ 10,000 to begin the "Quick Picks"
collection has been very positive. We are now able to have these
attractive trade paperbacks featured in the room and in our database for
ease of access.
Anonymous Gift of$ 25,000
The anonymous gift of$ 25K to the Burlingame Library Foundation was
a welcome gift at the end of 2005! I know the Trustees are proud of the
kind of service we offer that warrants such an important and timely gift.
Burlingame City Centennial
The Library is actively involved in the City Centennial planning. The City
Librarian is one of 4 city staff on the various committees. The Marketing
committee for the 2007-2008 events is chaired by Dan Anderson. Jeffrey
Griffith will be Treasurer of the committee. Trustees Deborah Griffith and
Pat Toft are also on the committee. Incoming Foundation President,
Stephen Hamilton, and Foundation Advisory Board members, Mary
Herman and Dale Perkins will also be involved.
Library Hours
At the last meeting, the Trustees asked the City Librarian to make a
recommendation on what hours should be restored to the main library
service hours, should there be sufficient funds to do so.
The City Librarian, along with the management team, felt that
restoration of the Friday evening hours would be the most useful for the
community. While opening longer hours on Sunday is'a second attractive
option, but finding staff to work these Sunday hours would be very
difficult. The cost for the restoration of hours on Friday evening would be
approximately $ 50,000 per year. These costs would be in addition to the
regular library budget for part time staff to work the four evening hours
on Friday.
Our current staffing levels are very low and we could not take on these
hours without hiring additional staff.
Personnel Issues
We are down 120 librarian staff hours per week. Our Building
Maintenance Worker has returned to work full time. We have one
reference librarian out for a worker's compensation claim. We have
another worker's compensation claim from a Library Assistant who
should be returning to work part time next week. Reference Librarian,
Tracy Hammond, is not expected to return. She is in hospice care at
home.
We have begun recruitment for a professional librarian for 16-18 hours
per week for the next 6 months to assist us with covering public service
desks.
Lane Community Room Use Fee
I will be asking the Board of Trustees to review the Community Room
Policy and consider increasing the use fee from $ 50.00 to $ 75.00 per
meeting. We are still the least expensive place to meet in the city, and
the use of the room has increased dramatically, taking a great deal of
administrative and custodial time. Exempt from payment are city
groups, school groups and library groups. --�
Net Library Subscription Begins
You may have noticed some new items in our database. We have
purchased a system wide subscription to downloadable e-Books. Benefits
include no waiting list, a better selection of bestselling fiction and non-
fiction titles, and link from our catalog for easier searching. This is an
exciting addition to our collections.
Holiday Programs
Holiday programs were well attended, including the Peninsula Girls
Chorus and the Jim Stevens Sing-a-long at Easton Branch. These have
become staples of our holiday program offerings.
Library Key Indicators
I am including a revised edition of the library's key indicators for your
review. I know the Trustees wanted to discuss the statistics at your
January meeting. Unfortunately, I am unable to offer you circulation
statistics for the new system. We are working with PLAN staff to obtain
these statistics for the past 6 months.

Library Board of Trustees Meeting

Item VIII. B. Increase in Library Service Hours
Recommendation: It is recommended that the Board of Trustees discuss
the possibility of increasing library service hours to the public for fiscal
year 2006-2007.
Background: The main library lost a total of 11 hours during the fiscal
crisis that affected the city during the past 3 years.
The previous schedule was:
Monday-Friday, 9 AM- 9 PM
Saturday, 9 AM-6 PM
Sunday, 1 PM-5 PM
The current schedule is:
Monday-Thursday, 10 AM - 9 PM
Friday 8s Saturday, 10 AM- 5 PM
Sunday, 1 PM-5 PM
At the requests of the Trustees, the library management team met and
recommended that should the Trustees request additional hours to the
City Council during the budget process that the Friday evening hours be
restored. It would not be possible to increase these hours with existing
staff and resources.
Budget Impact: $ 501000.00

Item IX. A. Increase in Lane Room fees
Recommendation: It is recommended that the Board of Trustees discuss
the possibility and make a recommendation regarding increasing the
Lane Community Room fees effective February 1, 2006, from $ 50.00 per
meeting to $ 75.00 per meeting.
Background: The Lane Room is in use most weekdays by various civic
groups. We are the least expensive venue in the community for meeting
space. The added staff time for scheduling and set up in no way makes
up for the costs. I would recommend that we increase the fee from
$ 50.00 per meeting to $ 75.00 per meeting.
We would continue to not charge: library groups, city groups, school
groups.
Budget Impact: There would be an increase in revenues to the City for
this change, perhaps an additional $ 3,000.00 annually.

We invite membership from those who are or have been involved in library governance, in either
advisory or administrative roles. CALTAC is an organization dedicated to developing more
effective library service; it offers the opportunity for-us to become more knowledgeable
advocates for local libraries, literacy, and the California library system by educating ourselves,
sharing expertise, and staying up-to-date concerning legislation of interest to libraries.
In addition to the highly successful workshops, our comprehensive Trustee Toolkit for Library
Leadership, and the informative quarterly newsletter, we continue to offer on-site Board
Effectiveness Training, which has been very much in demand by boards and commissions
throughout the state.
We hope to include your library board or commission in our list of"Honor Boards" for calendar
year 2006, taking advantage of our special group rate for five or more persons on a board who
join together at one time. Another advantage of our Honor Board designation is that
membership for individual members of an Honor Board goes with the position on the library
board or commission; Honor Boards do not need to pay additional dues for incoming members
who replace outgoing members of your board or commission. A change in the composition of a
library board or commission during our membership year requires that our Membership
Committee be notified in order for the incoming members to receive our mailings. Of course,
individual memberships are welcome, and if your Board is not in a position to join, please
consider individual memberships so that your library is represented on our roils.
Membership applications can be copied and should be filled out for each member. If preferred,
the navies and addresses for all members may be listed on your library's letterhead. Please
use home addresses so that the members can receive mail quickly and directly.
