6. DISCUSSION/STUDY ITEMS
a. California Roundabout Update
Mr. Wong made a presentation which highlighted information presented at the first of
three public meetings held on October 6, 2015. He went over the current layout and
movements of the intersection, the multiple points of conflict, and the biggest concern,
which is the crosswalk that runs parallel to California Drive.
Mr. Wong then proceeded to share the preliminary concept of the roundabout that was
created by the City's consultant, Kimley-Horn and shared the safety and traffic calming
benefits that will be a result of the roundabout.
At the close of Mr. Wong's presentation, a resident, Jennifer Pfaff, shared her thoughts
regarding the preliminary concept. She is not keen on the gateway feature and asked if
the City would consider trees as the gateway feature. In addition, she felt that there is
too much signage that traditionally comes with a roundabout.
Some questions were raised by the Commission, in which Mr. Wong and Mr. Chou
clarified the following:
• The roundabout will not have stop signs, only yield signs;
• The project schedule is broad at this time, the second public meeting has not
been scheduled yet;
• Parking Lot O belongs to Caltrain, we cannot cut into the lot; and
• In order to reach a final design concept, there will be two more public meetings,
and one Council meeting—not necessarily in that order. The Commission can get
involved by attending the public meetings and staff can also follow up directly
with the Commissioners to obtain feedback. Residents can also voice their
opinions regarding the California Drive Roundabout directly to the Commission.
b. TSPC Chair and Vice -Chair Discussion
Vice -Chair Londer indicated that he is considering taking over as Chair. Commissioner
Wettan would like to continue serving on the Commission. Commissioner Akers noted
that he felt the rotation approach has been working well. Commissioner Noworolski
agreed that the rotation scheme has worked well for the most part but acknowledged the
short-term for Chair Martos.

Mr. Wong went over the staff report and provided updates on the following projects:

Commissioner Wettan was reassured by Mr. Chou that bike lanes and pedestrian access is
included in the project scope for the Broadway Grade Separation.
Commissioner Wettan brought up his suggestion from the previous meeting to go directly to
businesses to seek feedback for the parking strategies survey instead of having a table at
the Farmer's Market.
Vice -Chair Londer suggested mailing a survey reminder and is supportive of Commissioner
Wettan's proposal to gather data by directly reaching out to businesses.
Mr. Wong will provide a list of those that have already completed the survey to the
Commission to aid in the outreach efforts.
Commissioner Akers was happy to receive a copy of the RFP's for City Hall/Floribunda
Traffic Calming and the California Drive Bicycle Facility but feels it would be more helpful if
the Commission received copies when in draft form in order to have the opportunity to
provide feedback.
Chair Martos requested a copy of the Hoover School Report generated by the Engineering
Department.
b) Police Department Reports
There have been 29 accidents between October 9 — November 12, 2015. Unsafe turning
movements were the primary factor in many of the accidents. There were no accidents
at the Floribunda/EI Camino Real intersection; there hasn't been an accident at that
location since September 9, 2015.
The two motor officers passed motor school and are currently in the Burlingame Police
Department's field training program.
The California Highway Patrol presented the California Law Enforcement Challenge to
the Burlingame Police Department, which is a traffic safety evaluation. Burlingame PD
placed second in the state and third nationally.
December 18, 2015 — January 2, 2016 is the Office of Traffic Safety mobilization period
for increased DUI enforcement. The Burlingame Police Department will have a presence
throughout the City, which will include check -points. The PD will be escorting the band of
Burlingame High School to San Mateo High School on Saturday, November 14, 2015 for
the Little Big Game. They will also have a presence at the upcoming tree lighting event.
c) Farmer's Market
Commissioner Wettan agreed to walk to businesses to discuss the parking strategies
survey, rather than work at a table during the Farmer's Market.

d) TSPC Chair/Commissioners Communications
Commissioner Akers continues to get complaints regarding the unsafe conditions that
have been a result of the US101/Broadway Interchange Project.
Vice -Chair Londer used this opportunity to thank Commissioner Noworolski for his nine
years of service to the TSP Commission.
Vice -Chair Londer also updated the group regarding B/PAC. The citizen's group has
been meeting over the last two months and has generated a list of possible projects
which will eventually be presented to the Commission. The people involved are working
to reinstate the B/PAC.

10. FUTURE AGENDA ITEMS
a) California Drive Bike Route
Commission Wettan expressed his concerns related to this project, more specifically
the possible loss of parking along California Drive. He feels that we should start noticing
two months prior in order to provide bicyclists who use the route an opportunity to
provide input, as well as the local residents, about the proposed work.
b) General Plan Update by Commissioners
Vice -Chair Londer stated that the next General Plan meeting is scheduled for
December 9, 2015.
c) Nomination and Selection of New TSPS Chair and Vice -Chair
Commissioner Noworolski suggested that once the rotation of Chair and Vice -Chair is
complete for 2016, it might be a good time to review and redo the Commission's priority
list.
Prior to adjournment, Chair Martos presented Commissioner Noworolski with a Proclamation
and thanked him for his service.

Subject: Item 6.a — San Mateo County Transportation Authority Measure A Grant
Application
Staff recommends that the Commission support the proposed California Drive Bicycle Facility
Project which staff will be submitting to the San Mateo County Transportation Authority as part
of the City's Measure A Grant Application. After public discussion, staff recommends that the
Commission move this item immediately to an action item to provide a letter in support of the
project.
BACKGROUND
The San Mateo County Transportation Authority (TA) has released their Measure A "Call for
Projects" (CFP) application. This CFP is for pedestrian and bicycle related projects where
approximately $4.9 million in funding is available, with a cap of $1 million per sponsor.
Historically this program has been oversubscribed, so there will be minimum funding match of
10 percent which is a change from previous grant cycles. The application due date is
December 18, 2015.
DISCUSSION
For the TA's CFP, staff will be submitting a proposal to design and construct bicycle facilities
along California Drive between Murchison and Oak Grove. For the purpose of this grant
application, this project is envisioned to have two segments. The first segment would be a new
Class II or better facility from Oak Grove to Broadway, while the remaining segment from
Broadway to Murchison is yet to be determined, however it too will be a minimum Class II or
better facility. The California Drive Bike Facility Project will determine the bicycle facility along
this segment, with the potential options including but not limited to: 1) Class I facility between
the Caltrain tracks and California Drive, 2) Class II facility along California Drive using the
existing roadway width, or 3) Class II facility with civil improvements including widening to the
east. Staff expects to be extremely competitive in this CFP due to the need for safety
improvements along this corridor, and ability to provide in excess of the minimum matching
funding.

Item 6.a— SMCTA Measure A Grant Application
December 10, 2015
In addition to requesting the letter of support from the Commission, staff has contacted the
Silicon Valley Bicycle Coalition, individual bicycle commuters, San Mateo Unified High School
District, both business improvement districts, and involved individuals with the City's Bicycle and
Pedestrian Committee seeking letters of support as well.
Commission should discuss the need for the above project, as well as obtain the consensus of
the community. The discussion should be limited to the need for improved bicycle facilities
along California Drive. Any questions regarding the design specifics for either segment will be
addressed during the community outreach meetings for the California Drive Bike Facility Project.

RECOMMENDATION
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works — Engineering projects and activities.
BACKGROUND
• 2015 Street Resurfacing Program — Project is about 95% complete. Only items
remaining are punch list items.
• US101/13roadway Interchange Project — Stage 2 of construction continues. The new
overpass concrete decking has been poured. New southbound US101 off ramp and
new Broadway overpass approaches have been grades and ready for asphalt paving in
January. PG&E transmission tower replacement to be completed over the course of the
entire weekend of December 11-13.
• Broadway Grade Separation PSR — Design team and city staff continues detailed
analysis of specific preferred design concepts. PSR document production almost
complete. Update presentation to Council planned for late January/early February 2016.
• California Drive Roundabout — Staff to review concept layouts in January.
• TSPC Email Communications — One communication on 11/23/15 (Exhibit A)
• Downtown Parking Strategies — Parking lot inventory to resume in January. Staff has
forwarded the names of the Downtown businesses which have responded to survey to
the Commission for their use.
• Hoover School Update — City Council subcommittee to report back in January to
Council and provide direction or action for staff.
• Caltrain Striping Improvements — On the weekend prior to Thanksgiving, Caltrain

Subject: Update Regarding Railroad Safety Improvements at Broadway and
Bayswater Avenue Crossings
RECOMMENDATION
Staff recommends that the City Council receive an update regarding railroad safety improvements
at Broadway and Bayswater Avenue in response to the Council discussion relative to railroad
safety concerns at the October 7, 2015 City Council meeting. No City Council action is requested
at this time.
BACKGROUND
The Broadway corridor between US 101 and EI Camino Real experiences a high volume of
vehicular traffic and associated traffic congestion on a daily basis. The traffic congestion problem
is exacerbated by the operation of pre-emption of railroad crossing signals between California
Drive and Carolan Avenue. The train pre-emption occurs every time a train crosses the
intersection. The Broadway interchange construction detour nearby is also affecting the traffic
circulation along the corridor and contributing to the traffic congestion problem. Signage is
posted at the railroad tracks to warn the traffic not to stop in the crossing area. Despite warning
signage, motorists have been observed ignoring the signage and encroaching into the tracks
area, risking their lives. On September 25, 2015 two vehicles were struck by a train at the
Broadway crossing, and a similar train accident occurred on October 1, 2015 at the same
location. Similarly there was a train/vehicle accident at the Bayswater Avenue railroad crossing
on October 7, 2015. Fortunately, there were no injuries reported in these accidents.
DISCUSSION
At the October 7, 2015 City Council meeting, the Council discussed the public health and safety
issues related to the railroad crossings and requested that staff follow up with the Peninsula
Corridor Joint Powers Board (PCJPB). As a result, staff has met with the PCJPB several times to
review the safety of railroad crossings at Broadway and Bayswater Avenue and identify solutions
to address the problems. The PCJPB, in consultation with California Public Utilities Commission
and City staff, has identified the following near-term and long-term solutions:

Broadway Crossing
Near -Term Plans:
November 16, 2015
o Increase enforcement and education for drivers. Transit Police increased their
presence at the Broadway crossing to a minimum of twice a week (alternating
between the morning and evening commutes) since two vehicles were struck by a
train on September 25, 2015. Burlingame Police have also been conducting education
and enforcement activities at the grade crossing when assignment levels allow.
Since then, several citations have been issued for drivers stopping on the tracks or
making unsafe turning movements at the crossing.
o Install "Keep Clear" pavement markings that mark the train travel envelope and clearly
show where drivers should not stop. Installation of the pavement markings requires
concurrence from Burlingame and CPUC approval. The City of Burlingame sent the
PCJPB a letter of concurrence on October 22, and the PCJPB submitted its request
for approval to the CPUC on October 23. The CPUC expects to approve the request
by early November, and the pavement markings should be installed by mid-
November.
o City staff will replace the "DO NOT STOP ON TRACKS" signage with a larger and
more visible sign by mid-November.
o After the traffic markings and revised signage are in place for a month, the PCJPB will
assess the effectiveness of the markings, signage, and the education and
enforcement campaign.
Long -Term Plans:
o City staff is working with Caltrans to coordinate Burlingame traffic signal systems with
the Caltrans signal system at Rollins Road. At the request of Burlingame, Caltrans is
performing a traffic study that would determine whether re-routing traffic from
southbound Hwy 101 to southbound Rollins Road would help reduce traffic congestion
at the crossing.
o City staff is working with Caltrans to minimize crossing impacts that could result from
future traffic modifications caused by the Broadway Interchange Construction Project.
The PCJPB, Burlingame, and the CPUC have agreed to observe traffic at the grade
crossing after each phase of the Broadway Interchange Construction Project to
evaluate whether the signal system designs have to be modified.
o At the request of City staff, PCJPB is evaluating the feasibility of installing quad -gates
at the crossings if appropriate, and also concurrently working with the CPUC to
identify other means of alerting drivers that they have entered and exited the railroad
crossing.

o City staff is in the process of performing a Project Study Report for constructing a
future grade separation project which would permanently address the railroad safety
concerns and traffic congestion problems at the Broadway crossing.
Bayswater Crossing
Near -Term Plans:
o The PCJPB will refresh the existing pavement markings that indicate the presence of
a railroad crossing to prevent the crossing from being mistaken for a roadway
intersection. This work is scheduled to be performed in mid-November.
Long -Term Plans:
o The PCJPB will investigate and implement illumination improvements at the railroad
crossing as appropriate.
