a. Commission Priority List — Hoover School Improvements
Mr. Chou presented the Commission with a final draft version of the TSPC
subcommittee's report on recommendations and priority list of improvements for
Council to consider regarding Hoover School.
Commissions Akers and Wettan gave a brief recap of the Commission
subcommittee's work resulting in the recommended priority list. The entire
commission reviewed each page of the priority list report. Additional minor changes
in language and graphics for clarification were discussed and agreed upon for
inclusion in the final version for Council subcommittee.
Commissioners Akers and Wettan also suggested the offer to meet with the Council
subcommittee to explain the findings and reasoning for priorities in this report. The
Commission agreed that this would be helpful for the Council. Mr. Chou said the
offer would be passed on to the Council subcommittee; and, that he would relay their
desire if they determined a need. Commissioner Wettan acknowledged that this
issue was complex and commended staff for their efforts in helping to get this
recommendation material together in a short amount of time.

Motion: To accept the priority list and recommendations regarding Hoover School,
including the modifications agreed upon this meeting; and, to include them as part of
staff's full report to Council subcommittee.

Commissioner Bush introduced himself and shared his excitement to serve on this
Commission.
6. DISCUSSION/STUDY ITEMS
a) San Mateo County Transit Authority Measure A, Call for Projects
Mr. Wong presented a Staff Report seeking a letter of support from this Commission to
the San Mateo County Transportation Authority as part of the City's Measure A Grant
Application for the proposed California Drive Bicycle Facility Project. Mr. Wong gave
background on this project and sought input and discussion on this matter.
Chair Martos sought comments from the Commissioners.
Vice Chair Londer inquired as to funding sources.
Mr. Wong said the project is $1.2M and that there is a $1 M grant cap per project. The
City match is 17% which is roughly $200K.
Commissioner Wettan felt it very important that the RFP includes a consultant to
consider the feasibility of a Class I bike lane. We would like to have some
confidence/insight that a Class I bike lane wouldn't be taken away. Commissioners
Wettan and Londer looked at this a couple of years ago and due to the amount of
residential parking, a Class II bike lane would need a consultant to come up with an
alternative design. Commissioner Wettan did not want to see proposed work (low
hanging fruit) delayed pending this project.
Mr. Chou added that in terms of potential easement issues, the City has on the
southern end a long standing agreement and permit with the SFPUC, the property
owner, to use part of their right of way currently for California Drive (southern end by
Oak Grove Avenue to Broadway) - the northbound side. There is actually more real
estate in this agreement which we have never used.
Commissioner Wettan expressed concerned that electrification could swipe this
easement back from us.
Mr. Chou said Electrification, Grade Separation and High Speed Rail project plans are
to be working to stay within the footprint of the railroad. No one plans to work outside of
the footprint so we're in good shape and our project is pretty safe.
Commissioner Akers sought clarification if SFPUC was the only sister agency we need
to work with.
Mr. Chou said initially discussions would be with SFPUC, and then eventually Caltrain
because they are also using land from SFPUC.
Commissioner Akers and Vice Chair Londer agreed it would make sense to have a
consultant hold conversations with the SFPUC regarding feasibility.
The grant application deadline is December 18th
Commissioner Londer said the letters of support is not so much about what it says but
the more letters submitted the better.

Commissioner Akers suggested that staff assist with drafting the letter.
Item 7a was advanced here.

appropriate letter of support for the proposed grant application.

8. INFORMATION ITEMS
a) Engineering Division Reports
• 2015 Street Resurfacing Program — Project is about 95% complete. Only items
remaining are punch list items.
• US101/Broadway Interchange Project — Stage 2 of construction continues. The
new overpass concrete decking has been poured. New southbound US101 off ramp
and new Broadway overpass approaches have been grades and ready for asphalt
paving in January. PG&E transmission tower replacement to be completed over the
course of the entire weekend of December 11-13. The current detour will end in the next

3-4 months.
• Broadway Grade Separation PSR — Design team and city staff continues detailed
analysis of specific preferred design concepts. PSR document production almost
complete. Update presentation to Council planned for late January/early February 2016.
Mr. Chou encouraged people to attend this meeting to view a very conceptual 3D
rendering flyover which is also available in the Engineering office. Mr. Chou said he
misspoke about the designs to come before this Commission. At the January 19`"
Council meeting there will be an abbreviated version of the public meeting.
• California Drive Roundabout — Staff to review concept layouts in January. A
public outreach meeting will occur in January — date yet to be determined.
• TSPC Email Communications — One communication on 11/23/15 (Exhibit A). It
was noted that the date column fell off the chart.
• Downtown Parking Strategies — Parking lot inventory to resume in January. Staff
has forwarded the names of the Downtown businesses which have responded to survey
to the Commission for their use.
• Hoover School Update — City Council subcommittee to report back in January to
Council and provide direction or action for staff. Council will give Public Works direction
on this matter at its January 4'" meeting. It was felt that this process worked and was
very effective and could serve as a model for future issues.
• Caltrain Striping Improvements — On the weekend prior to Thanksgiving, Caltrain
completed striping improvements at Broadway and Bayswater as part of their "near-
term" plans outlined in the November 16, 2015 staff report to the City Council (Exhibit B).

b) Police Department Reports
Sergeant Ford reported that since the last meeting there were 37 accidents of which
0
one occurred at Floribunda Avenue and EI Camino Real. Speed was the primary factor
in that rear -end collision and did not involve anyone turning.
Selective enforcement was done on the 1500 block of Floribunda Avenue on eight
different occasions. There were no tickets or warning issues. The highest speed found
was 31 mph.
In preparation for EI Nino, the Police Department has extra barricades and cones.
The Traffic Division also escorted the Holiday Tree Lighting Ceremony.
During the period from December 18`h — January 2ntl the Office of Traffic Safety will do a
media blitz and saturate the area with DUI checkpoints.
There is also continued enforcement at the Broadway Interchange.
c) Farmer's Market
No report. Farmer's Market on Sundays will resume sometime in January.
d) TSPC Chair/Commissioner's communications
Commissioner Akers expressed overwhelming joy of the presence of a 4 way stop at
Ray & Balboa Avenues.
Commissioner Akers said on many occasions residents have expressed concern about
the condition of EI Camino Real and its maintenance.
Commissioner Akers took this time to thank John Martos for serving as Chair and the
spectacular job he did leading TSPC this past year.
Vice Chair Londer said in regards to EI Camino Real, he proposed that we look at the
Priority List and maybe make it an Action Item next month.
Vice Chair Londer and Commissioner also thank Chair Martos for his leadership this
last year.
Chair Martos thanked the Commissioners for their comments and said it was a great
opportunity and a pleasure to serve.
9. COMMISSION & COMMITTEE REPORTS
Commissioner Wettan reported that B/PAC heard the proposal for the Measure A Grant
application and it was received positively. Commissioner Wettan said there is a need to

figure out the constituency of the group, the need for basic guidelines, a method for follow-
up, agenda planning and appointment of subcommittee TSPC members.

Subject: Item 7.a — Residential Parking Permit Program Application for Carol
Avenue and East Carol Avenue
RECOMMENDATION
That the Commission determine whether or not the majority of the residents of the 1500 block of
Carol Avenue and the 100 block of East Carol Avenue wish to establish a 2 -hour parking time
limit in preparation for the Residential Permit Parking Program (RPPP). After public discussion,
staff recommends that the Commission move this item immediately to an action item.
BACKGROUND
Over the previous three years, the Commission has recommended the implementation of 2 -hour
parking limits on the 200 block of Crescent Avenue, and the 1500 block of Newlands. This
parking restriction was implemented largely done due to the impacts created by an overflow of
employees parking in the neighborhood.
Since the implementation of 2 -hour parking and the Residential Permit Parking Program (RPPP)
on the 200 block of Crescent Avenue and the 1500 block of Newlands Avenue, the residents of
Carol Avenue, and East Carol Avenue have determined that there are long-term parking
impacts developing on their street. A neighborhood petition has since been submitted by the
residents of the 1500 block of Carol Avenue and the 100 block of East Carol Avenue for 2 -hour
parking on their streets. It is the goal of the petition to have 2 -hour parking restrictions
implemented in order to make way for the residents to also use the RPPP. As part of tonight's
public discussions, residents of the 1500 block of Carol Avenue and the 100 block of East Carol
Avenue were notified.
DISCUSSION
The 1500 block of Carol Avenue and the 100 block of East Carol Avenue are located between
EI Camino Real and Barroilhet Avenue. There are currently no on -street parking restrictions for
entire block.

While field analyses verified that there are some long-term, on -street parking issues on Carol
Avenue close to EI Camino Real, the impact is less severe towards the end of the block by
Barroilhet Avenue, and along East Carol Avenue.
In an attempt to reduce the number of vehicle parking along Carol Avenue and East Carol
Avenue, staff placed notices on parked vehicles. These notices described the parking impacts
on the neighborhoods, and provided information about the long-term parking lots in the vicinity.
Additionally, staff has also worked with some of the impacted businesses to relocate their
vehicles. Efforts by staff had a small impact in reducing the number of vehicles parking in the
area, but not to the level prior to the implementation of the 2 -hour parking time limit along
Newlands Avenue, and Crescent Avenue. This request and petition will affect the parking
situation along both sides Carol Avenue and East Carol Avenue.
Overall, the implementation of a 2 -hour parking limit on the 1500 block of Carol Avenue and the
100 block of East Carol Avenue would make both streets and all the residents eligible for the
RPPP. Should the Commission confirm that there is majority support for a 2 -hour parking limit
on the 1500 block of Carol Avenue and the 100 block of East Carol Avenue, staff will present
the preferred action before City Council for modification and inclusion into the Burlingame
Municipal Code. Upon implementation of the new parking restriction, follow-up implementation
of the RPPP would occur.

RECOMMENDATION
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works — Engineering projects and activities.
BACKGROUND
• 2015 Street Resurfacing Program — Project is about 95% complete. Only items
remaining are punch list items.
• US101/Broadway Interchange Project — Stage 2 of construction is in the last 3
months. The new overpass concrete deck has been poured, same for the asphalt for
the southbound off -ramp. PG&E transmission tower was replaced with minimal impacts
to surrounding traffic.
• Broadway Grade Separation PSR — Design team and city staff continues constraints
analysis of design concepts as well as alternatives analysis. Presentation to update
Council set for January 19 2016. Presentation to include a 3D fly over rendering of the
grade separation.
• California Drive Roundabout — Staff to review concept layouts in January.
• TSPC Email Communications —Two communications (Exhibit A)
• Downtown Parking Strategies — Parking lot inventory to resume this month. Survey
and data from downtown parking survey to be presented at upcoming meeting.
• Hoover School Update — City Council and Burlingame School District Board's
subcommittees reported back to respective in bodies on January 6. Council to provide
direction or action for staff.
• San Mateo County Measure A Application — Staff submitted application. Over 25 letters
