Review the draft departmental goals (9:05) -Department Heads to answer any questions. IV. Review the list of suggested goals carried over from the last year's discussion and clarify those that should be combined and those that should remain on the list as potential future goals (9:30)—Council and City Manager V. Review new goals that were suggested by the City Council Members and the goals that were included in the Council Members first cut of their top five goals for next fiscal year. Work with Business Improvement Districts and volunteers to improve Sidewalk maintenance in the retail areas (Burlingame Avenue and Broadway) 2. Initiate an Historical Resources survey as a part of the Downtown Specific Plan 3. Encourage Safeway to submit plans for a new store in the Burlingame Avenue area 4. The goal for the new fiscal year is to have a total of 5,000 subscribers. 2. Oversee updating of the Burlingame Municipal Code on a quarterly basis. 3. Maintain Commissioner's Handbook and facilitate New Commissioner Workshop, 4. Continue to train Deputy City Clerk. 5. While some efforts will begin immediately,or may be on-going at this time,they are presented here because they represent the focus of our continuing efforts to follow our Mission Statement. 30. Emergency Medical Services(EMS) 31. Complete the San Mateo County EMS system's Pandemic Flu Response Plan. 32. Recertify all paramedics in ACLS,BLS,PALS,and BTLS treatment and care. 33. Participate in the EMS system redesign process to ensure that our community's interests are met. 34. Training 35. Develop a 2-year Training Calendar to address mandated training and in-service training needs. 36. Provide Defensive Driving Training to all first responders and other staff members. 37. Continue to develop current job breakdowns,how-to-guides,individual and company evolutions that are then incorporated into a web-based training manual. Operations 38. Receive State of California Office of Emergency Services(DES)certification as a Medium Duty Rescue resource in collaboration with the San Mateo Fire Department. 2 2007.2008 DRAFT DEPARTMENTAL GOALS 39. Plan for the replacement of USAR 33 that serves as our Medium Duty Rescue apparatus. 40. Replace Truck 34 and train all suppression personnel on the operations of the new aerial. Administration 41. Fill the Deputy Chief vacancy and begin his/her orientation to the Central County Fire Department. This may lead to subsequent vacancies that will need to be filled in a timely manner. 42. Complete the office consolidation/relocation project. 43. Develop a plan of action to administratively merge day-to-day office functions (move to one payroll system and accounting system). 44. Develop a plan for future growth and development of the Central County Fire Department. Prevention 45. Re-establish a Vegetation Management Plan for Burlingame and Hillsborough within the Wildland-Urban Interface (WUI) areas. 46. Complete a detailed analysis of all WUI areas and adopt maps, as mandated by State law, that designate High Fire Hazard Severity Zones (HFHSZ). 47. Adopt the International Wildland-Urban Interface Code for enforcement throughout the HFHSZ's in Burlingame and Hillsborough. 48. Develop and implement a permit program for High Piled Storage facilities. 49. Submit for a federally funded grant to support Environmental Spectral Collection and Analysis to support our efforts to address HFHSZ issues. 50. Work with Building and Planning Departments to adopt the State of California's adoption of the International Code Council's series of building standards. Disaster Preparedness 51. Provide and document all required National Incident Management System (NIMS) training for city personnel and key Emergency Operations Center(EOC) personnel. This includes 1-300 for all mid-managers and department heads. 52. Continue to work with the San Mateo County Office of Emergency Services (OES) on the development, testing, implementation, and promotion of the Community Alert Network. 53. Explore a shared program with neighboring cities and OES to present Citizens Emergency Response Team (CERT) training. 54. Explore ways to provide emergency preparedness information to businesses and residents that is easily accessible. 55. Work with other city departments to present a Citizens Academy on an annual basis. 3 2007.2008 DRAFT DEPARTMENTAL GOALS Human Resources 56. Complete Labor Negotiations with the following labor groups: o Teamsters (expires 11/30/07) o BAMM (expires 12/31/07) o IAFF (expires 12/31/07) o Fire Administration (expires 03/31/08) 57. Implement changes resulting from AFSCME 2190 and 829 negotiations (both contracts expire 6/30/07). 58. Continue to explore cost reduction options pertaining to retiree medical coverage through the negotiation process. 59. Complete implementation of revised Civil Service Rules and Administrative Procedures. 60. Continue to review workers' compensation program and procedures to identify opportunities for cost reductions and more timely case management. 61 . Review dental and vision plan design and claims administration structure to determine most cost- effective means of providing the benefits. 62. Work with Central County Fire to complete transition to separate organization, as appropriate. 63. Implement performance evaluation tracking system to insure managers have advance notice of due dates and evaluations are completed in a timely manner. 64. Facilitate hiring of new Public Works Director. 65. Continue to lead and facilitate Citywide safety committee and ensure compliance with OSHA. 66. Conduct two training courses from Citywide Training Program. 67. Continue to work with City departments as needed on employee relations issues. Library 68. Improve usability of the online catalog by implementation of third party software. PLS/PLAN libraries are exploring a new product from the premiere international library database OCLC. 69, Explore Open source software for library use, perhaps in a pilot program, lessening our dependency on proprietary software. 70. Explore and seek recommendations from PLAN (Peninsula Library Automated Network) to increase bandwidth for patrons using databases and the Internet. 71 . Increase professional librarian time at adult and children's service desks by adding hours to existing staff. (Subject to budget decisions) 4 2007.2008 DRAFT DEPARTMENTAL GOALS 72. Complete implementation of acquisitions module so that users can see what is ordered in the online system. 73. Implement serials module III software for check in of serials. 74. Partner with PLS in the One Book/One Community:Isabelle Allende.(City Librarian to chair),October 2007 75. Partner with PLS in the NEA grant"THE BIG READ:To Kill a Mockingbird,"April 2007. 76. Participate in the successful production of the Burlingame Centennial. 77. Restore collection monies and reallocate to more media and online products to better meet user needs. Increase Accessibility of Collection.Move main library non-fiction collections(Biography)to the lower level so that all non-fiction is shelved together;expand the area for fiction and mystery books on the Upper Level and create a more inviting reading area. 79. Increase Outsourcing by including children's picture books.Most of the collection will be outsourced by the end of the fiscal year except for non-fiction. 80. Review and plan for a reclassification of the Books on CD to a simpler program using the alphabet. 81. Create a new,online accessible graphic novel collection for younger readers. 82. Expand and complete the concept of the Adult Language Leaming Center. 83. Create a Children's Language Learning Center to feature materials in Spanish and Chinese.Items to be cataloged and circulating. 84. Lay the groundwork for a library strategic plan for at least the next 5 years.Begin with teamwork/strategic planning training by a professional trainer. 85. To work with the local youth sports groups to determine the feasibility of creating a fundraising campaign for new synthetic athletic fields at Bayside Park and Murray Field. 88. To assist with the Facilities Master Plan, with relation to the Parks and Recreation facilities. 90. To complete Tree Crew Standards document. 91. To continue to add to Safety Matrix for the Parks Division. 92. To complete selected playground upgrades. 93. To seek funds for reforestation projects through the annual budget process. 94. To develop a facility design plan and activity calendar in cooperation with the Youth Advisory Committee to better support teen programs at the Recreation Center. 95. To develop an after school enrichment program at Burlingame Middle School for the 2007-08 school year in cooperation with the Burlingame Intermediate school staff. 96. To further develop the Department website to include pages for each programming category that residents can access for up to date program information, online registration, etc. 97. To create a children's activity area as an annual program at the Art in the Park event. 98. To assist with the planning for the City's centennial celebration in 2008. 99.
