Minutes
August 17, 2004
I. Call to Order
Secretary Carr called the meeting to order at 4:30pm.
II. Roll Call
Trustees Present: Catherine McCormack, Dave Carr, Carol
Rossi,
Trustees Absent: Mary Herman, Pat Toft
Staff Present: Al Escoffier, City Librarian

III. Warrants and Special Funds
The Trustees unanimously agreed to approve the warrants. M/S/C

IV. Minutes
The Trustees unanimously approved the minutes of the July 20,
2004 meeting. M/S/C (McCormack/Rossi)
V. 'Correspondence and Attachments
A. Monthly Statistics The Trustees noted the success of the
4 "Family Night" Programs held during the summer. Total
attendance for the 4 evenings was 740. Trustee Rossi mentioned
that the schools will be having a "Turn off TV" week and suggested
that the library host an evening children's program during this
time.
B. Easton Press Release - The City Librarian will prepare a
press release on the Easton Opening for the local papers which will
include Easton's new hours. Magnets and bookmarks listing open
hours for both Easton and the Main Library will be given to
patrons as Easton opens.

VIII. Reports
A. City Librarian's Report - Highlights of Report
1. Summer Reading Program - 800 children
participated this year. The Children's Librarian, Sue
Reiterman, visited local schools and had a notice placed in
the schools newsletters which helped to make the program
such a success.
2. Easton Renovation Status - The exterior of the
building is nearing completion. Railings need to be installed
on the ramps. Preparation for landscaping will begin shortly.
The interior walls need the final coat of paint. The floor
should be refinished in the next few weeks. The contractor
expects to turn the building over to the City August 21 st.
3. Express Check - New selfchecks will be installed in
October at both the main and branch libraries.
4. Easton Opening Day Celebration - The Celebration
will be held October 2nd from 2 PM - 5 PM. Mayor Rosalie M.
O'Mahony will cut the ribbon signifying the official opening
of the Easton Library.
5. Children's Mural - The City Librarian has placed the
proposed mural for the children's room on hold until the
Easton Library opens.
B. Foundation Report - The next meeting will be held
Thursday, September 16th
1. Easton Donor Reception - Honorary Members of the
Easton Branch Campaign and donors who contributed
$1,000 or more through the 2002 Newsletter will be invited
to a reception and tour of the Easton Branch on the evening
of September 30th. Carr, McClellan, Ingersoll, Thompson and
Horn, Professional Law Corporation, of Burlingame have
graciously offered to sponsor the reception.

X. New Business
A. Public Art Project - The City Manager has proposed that
that an art committee composed of one or two representatives from
the Library Trustees and the Beautification Commission be
created. He has requested that the City Librarian, Al Escoffier, and
Park and Recreations Director, Randy Schwartz, oversee the
committee whose goal would be to formulate a policy for public art
on City property. The policy would provide guidelines for art works
purchased by the City, as well as donations of art by a group,
individual or an artist.

�.- B. Art Donation to Library - Friends of the late Mayor and
Councilwoman, Gloria Baron, would like to donate a bronze statue
of a young boy reading a book to the Library in her memory. The
Trustees present were pleased with the statue but wanted input
from the two absent Trustees. Those Trustees present agreed that
the decision to accept the gift should be determined by the Library
Board. Trustee Carr noted that he would be happy to accept the
statue but would prefer that that it be placed inside the Main
library rather than at an outside site.
C. Easton Budget - The Trustees unanimously approved the
motion of Trustee McCormack to approve unrestricted
expenditures from the Trustees' accounts to non-budgeted costs
that may still occur in the Easton renovation project. M/S/C

XI. Announcements
A. Employee Appreciation Dinner - Trustee Rossi and
McCormack will Chair the event with a Foundation member.
B. Easton Lunch - Trustee Rossi suggested that the Trustees
and Foundation members determine alternate dates to bring lunch
to staff who are preparing Easton for its opening.
C. Trustee Dinner - The Trustees discussed possibilities of
dates and locations for the dinner honoring Cecile Coar for her
years of service as a Library Trustee and welcoming Pat Toft, as the
new board member.
XII. Adjournment -
The meeting was adjourned at 5:30PM. M/S/C (Rossi/McCormack)
The next meeting of the Library Board of Trustees will be held
September 21, 2004 in the Library Conference Room.

RECOMMENDATION: Consider accepting and encouraging donations of Public Art.
BACKGROUND:
Recently friends of former Mayor and Council member Gloria Barton approached staff about a possible
donation of public art in memory of Gloria and her many years of service to the City of Buringame. It brought
to mind the possibility that such a donation could serve as the first of hopefully many future donations of
public art that the Council may want to encourage.
Although some cities have created"a percent for the arts" ordinances that require developers to incorporate art
into their developments, staff is suggesting that the Council consider the possibility of creating an art in public
-es program that would encourage organizations, individuals and businesses to purchase art for display in
acs, downtown, libraries and other public property. We believe that Burlingame is the kind of community
whose reputation and image is consistent with an appreciation of art that could be featured in various public
places in the community.
If the Council were inclined to support such a program, staff recommends as a first step the formation of a
joint committee of representatives of the Beautification, Parks and Recreation Commissions and the Library
Board. Their mission would be to develop an Art in Public Places program that would include (among other
topics).
- Potential locations for art placement
- Art&artist selection process
- Financial factors (obtaining art, installation, on-going maintenance,vandalism, etc.)
- Acquisition of art(jurying,purchasing, shipping, etc.)
After a program is developed, the committee would consider the donation of art in former Mayor Barton's
memory as the first piece of art. Subject to the development of the program and the placement list, staff
recommends the acceptance of the donation of the child-reading statue for placement at the Library.
BUDGET IMPACT:
The intent would be to create an art in public places program that would not require any City funds, although
it would most probably result in some future maintenance costs.

Easton Branch Library set to Reopen!
After years of planning and a year of construction, the Easton Branch Library is poised to
reopen to the public on October 2, 2004. The newly renovated facility will feature
popular books and media for children and adult users. Children now have their own
separate section in the library. A new "Lions Den" features thousands of picture books
for children who are beginning to read.
Special features include window seats in the children's area as well as a"Secret Garden"
just outside the doors from the "Lions Den."
The Library will open with a new and refreshed collection of books and media. Over
3,000 new titles have been added to the collection, along with media for children and
adults. For flexibility in use of the space, portable "gondola" shelving will house the new
books and media.
Finishes include a Craftsman style interior with rich wood trim and comfortable seating.
The original maple floor from 1927 was restored and refinished and creates a warm
backdrop for the many activities which will take place there. Story hours can be held on
the carpeted children's area, or in the much larger adult area around the fireplace.
Opening activities include a Major Donor Reception on Thursday, September 30, 2004,
7 PM- 9 PM, hosted by the Burlingame Library Foundation. Invited guests include:
Architect Hal Brandes; Interior Designer, Michelle Nelson; and Dave Falk, the General
Contractor.
The grand opening will include a ribbon cutting ceremony by Mayor Rosalie O'Mahony
and Council, at 2 PM, Saturday, October 2"d. The afternoon will include Carolyn Power,
storyteller, and the music of Jim Stevens.
Open hours for Easton will be: Monday—Thursday, 2 PM- 8 PM; Friday and Saturday,
2 PM- 5 PM, Sunday closed. This is an expansion of 7 hours over the previous afternoon-
only hours. It is our hope to attract additional users to the facility with longer hours and
some evening story times.
New Library Brochures, Bookmarks, Magnets
Maryam Refahi and the library PR committee have completed a series of revised
brochures for the library. The new brochure will consist of a folder with separate inserts
for: library account information; children's services; branch services; donor options;
�- library foundation, etc.

The magnets will have hours and phone numbers for each of the libraries and will be
available at service desks for patron pick up.
Vendor Cataloging and Processing
Vendor cataloging and processing has begun in earnest for adult fiction and media titles
added to the collection. With the reduction of staff,we have not been able to keep up
with the cataloging and processing of materials. This outsourcing opportunity allows us
to have books cataloged and processed according to our specifications for less than it
would cost us to do the work in-house. The work is done through our primary vender,
Baker and Taylor, Reno, Nevada.
The Opening Day Collection, a gift of the Burlingame Library Foundation, was entirely
cataloged and processed using this new service.
Public Art Project
The Burlingame City Council approved the formation of a task force to work on a policy
for public art in the community.
