5. PUBLIC COMMENTS — NON -AGENDA
Vice Chair Bush opened the floor for public comment.
John Poritz spoke on the parking issue on the west side of Carolan Avenue between Toyon
and the south end of the Northpark Apartments. This portion of Carolan Avenue has a
parking restriction from 10:00 pm to 7:00 am. Per Mr. Poritz, Enterprise Rent a Car has been
dumping their cars overnight on this portion of Carolan Avenue and more recently in front of
the homes on Toyon and Larkspur. Not only is this a nuisance but it also encourages others
to park overnight. Mr. Poritz feels Enterprise Rent a Car is doing business on the city streets
and willing to pay for tickets and tows as opposed to providing a lot for their vehicles. Mr.
Poritz has been contacting the Police Department regarding this matter and wanted to thank
them for their assistance with enforcement and hopes for continued enforcement. Mr. Poritz
also expressed his desire for the City to provide an official placard to identify vehicles
belonging to residents so that neighbors will not think a vehicle is abandoned.
Leslie Beatty spoke as a representative of B/PAC and said that they met this evening and
discussed key items that B/PAC would like to focus on.
6. DISCUSSION/ACTION ITEMS
a) Gilbreth Road Parking Restriction Modification
Mr. Wong made a presentation on the parking issue for the Community Center located
at 1722 Gilbreth Road. Mr. Wong provided background on the matter and staff
recommends that the Commission seek and compile public input and provide
recommendations to City Council regarding modifying the parking restriction along
Gilbreth Road from Cowan Road to Mahler road from 10:00 pm to 6:00 am to 12:30 am
to 6:00 am. The request was generated due to their facility hosting evening events
which go past the current time restrictions.
Vice Chair Bush sought public comment of which there was none.
Vice Chair Bush sought input from the Commissioners.
Commissioner Londer sought confirmation that the Community Center was agreeable
with the revised 12:30 am restriction.
Commissioner Martos was concerned about changing an ordinance not knowing the
longevity of the Community Center being at this location. Mr. Wong said he would get
this answer prior to this going to City Council.
Vice Chair Bush was concerned about the cost implications of making this change
particularly if this Community Center does not plan on being there long term.
Motion: Move to support staffs recommendation to modify the parking restriction
along Gilbreth Road from Cowan Road to Mahler road from 10:00 pm to
6:00 am to 12:30 am to 6:00 am. provided the Community Center at 1722
Gilbreth Road remains viable for at least one calendar year.

b) Update Downtown Parking Sub -Committee
Vice Chair Bush opened the floor for public comment of which there were none.
Commissioner Martos gave some background information on the need for this sub-
committee and discussed some recommendations to address the lack of parking during
peak periods in the core area. Commissioner Martos brought up a couple of proposals
the he would like the Commission to consider.
The first proposal was to not have 10 hour parking in the lots within the core to
encourage turnover. This includes changing Lot W from ten hour to two or four hours;
and changing long term spaces in Lots C and A3 to two hour only.

The second proposal was to consider an app that motorists could use to utilize and park
in empty spaces in private parking lots. There are various apps that are designed to
allow for this — SpotHero, Parker and Cityfyd to name a few. Commissioner Martos said
Council liked this idea and felt it should be studied.
Both of these proposals would require public input and input from the app vendors.
Vice Chair Bush sought comments from the Commissioners.
Commissioner Londer thought both proposals were excellent ideas and worthwhile to
pursue.
Vice Chair Bush thought Proposal 1 of moving long term parking out of the core was an
excellent idea and from his early morning observations he would like to add the first
floor of Lot A be changed from long term parking to two or four hour parking. Vice Chair
Bush also felt there were also opportunities for parking turnover by looking at the free
parking spaces on portions of Park Road, Highland Avenue, Lorton Avenue and
Primrose Road, although they are on the fringe of the core.
Vice Chair Bush also brought up that the Municipal Code does not allow for landlords to
charge their tenants for parking separately and this would have to be investigated to
learn if utilizing parking apps could be implemented. Given the price for parking in
Burlingame, it might be challenging to get businesses to sign up for participation
because the alternative to paying for app parking is to park in a public space for as low
as .50 cents an hour to a max of $2.00 an hour. Pricing strategy needs to be looked at
with respect to parking in the downtown area. Another observation in the morning hours
is that many construction workers are parking in the downtown core and perhaps they
could utilize the empty parking spaces at Coyote Point. He also thought that the
Commission should look at valet parking in core lots. Vice Chair Bush felt that monetary
consideration is not a concern for him but rather having change for the meter is a
challenge. He also felt the downtown core could demand parking fees in the range of
$5-6. Vice Chair Bush questioned whether setting parking rates is under the purview of
this Commission.
Commissioner Martos recommended that this item be brought back as an agenda item
and to seek public input. He will coordinate with Chair Wettan as to when and how to
bring back this item. Commissioner Martos said they plan to meet with Cityfyd and will
also have another subcommittee meeting.
7. INFORMATION ITEMS
a) Engineering Division Reports
US101/13roadway Interchange Project — Ribbon Cutting event held on September 14 and
was well attended.
— 2018 Street Resurfacing Program — Staff has introduced the streets projected to be included
in the project to the community BPAC for their input.
— Carolan Avenue Complete Streets — Construction anticipated to start late -September. City's
project will overlap with portions of Summerhill's sewer construction operations currently
underway.
— Larkspur/Linden Traffic Circle — Once the landscaping has been installed by the Park and
Recreation staff, the traffic circle project will be completed
— Peninsula Avenue Overcrossing — Awaiting the date of the public meeting for the project. .
— Hoover School Update —The flashing beacon and no parking signs along Easton have been
installed. Staff worked with both residents to minimize the impacts of the sign installation.
— Roosevelt School Update —The turn restriction onto Vancouver Avenue have been installed.
— TSPC Email Communications —None for the month.
Mr. Wong also introduced Michael Tsai, staffs new Transportation Engineer, who was in the
audience.

b) Police Department Reports
Officer Garrett Pene reported that in the last month there were 25 collisions of which 16
were non -injury and 9 with injuries. The Police Department continues to have traffic
enforcement stops on Broadway between California Drive and Airport Boulevard due in
part to the interchange construction. They continue to provide education over
enforcement in this area. They also have been using this same strategy at Hoover
School and Roosevelt School. Officer Pene also mentioned that the Pet Parade is
coming up on September 23rd.
c) Farmers Market
Commissioner Londer reported that TSPC had presence last month at Farmers Market
and that they will also be there this coming Sunday. Commissioner Martos volunteered
to participate on Sunday from 9:00 to 11:00 am.
d) TSPC Chair/Commissioner's Communications
Commissioner Martos reported that he and Mr. Wong attended the Caltrain
Electrification meeting on August 23rd and that there were many comments and
concerns. There were discussions on loss of trees and the trimming back of trees. A
major concern of Commissioner Martos is the anticipated increase of trains per hour
going through Broadway and the problems that can create. Commissioner Martos said
there is a need to "put the gas' on Grade Separation.
Vice Chair Bush brought up that there was an item on the Burlingame Voice regarding
distracted pedestrians who are not being attentive. He also noted that with the start of
the school year he has observed the number of kids and parents bicycling to
Washington School have shot up dramatically.

Commissioners Londer and Martos attended the final meeting for Envision Burlingame.
Commissioner Martos mentioned that the draft is online and searchable. What might be
of interest to this Commission is that there will be a comprehensive bike plan in the
general plan. Also discussed is parking plan stipulations for better ways for finding lots,
accessing lots and public parking and the need for requirements for a comprehensive
downtown parking plan. This need is written in the draft general plan. The draft plan will
be viewable online and there is a public workshop on October 11, 2017 from 7:00 to 9:00
pm. There will be presentations every half hour from the consultants. The draft general
plan is to be brought to Council at the end of this year. Envision Burlingame was a very
long and informative process and it was nice to hear the visions and views of the future
of Burlingame. Commissioner Londer said the Citizens Advisory Committee portion of
developing the draft plan is complete and now the draft is open for comments, review,
EIR process and is an on-going process before City Council finalizes the plan.
e) EI Camino Real Task Force (Londer & Wettan)
Commissioner Londer reported that the ECR Task Force will be meeting next week after
a several month break. The citizen's advisory group has been on break the last couple of
months but the technical group has been meeting all along.
f) BPAC (Bush & Wettan)
Vice Chair Bush reported that B/PAC met this evening and discussed strategic priorities
and objectives this committee would like to achieve. Vice Chair welcomed and is excited
about the new momentum of this group. Vice Chair Bush acknowledged that Chair
Wettan would like to see organizational documents however they were not ready at this
point.

Subject: Item 6.a — Community Bicycle and Pedestrian Advisory Committee Charter
Staff recommends the Traffic Safety and Parking Commission (TSPC) review, discuss, and
support the charter submitted by the Community Bicycle and Pedestrian Advisory Committee
(BPAC).
BACKGROUND
The Bicycle Community Bicycle and Pedestrian Advisory Committee has recently reformed as a
community based BPAC and elected leadership. They have drafted a charter which they are
seeking the support of the TSPC.
Below is the BPAC internally approved charter:

a. Approved Mission Statement., Bicycle and Pedestrian Advisory Committee
Our mission is to improve the safety, health, and quality of life for the citizens of Burlingame by
advocating for the needs of pedestrians and bicyclists in order to ensure their interests are
included with regards to Burlingame's goals, policies, programs, infrastructure projects, studies,
related proposals, and events.
Our scope includes, but may not be limited to, providing guidance on planned infrastructure
projects, advocating for new infrastructure projects, working with city officials to apply for grants,
providing feedback on city projects and goals, raising public awareness for bicycle and
pedestrian issues, sponsoring events and educational programs, and working with partner
organizations to advance the needs of bicyclists and pedestrians. We do this by, among other
things, engaging city, county, and state officials and staff,- and by providing a forum for public
input on bicycle and pedestrian issues.

i. The committee should meet every month before the TSPC
ii. The committee should set its own agenda by the Chair or Vice -Chair

iv. BPAC agrees to send representative to TSPC on a regular basis.

Staff recommends that the Traffic Safety and Parking Commission (TSPC) recommend the
installation of multi -way stops at the six locations listed below:
1) Rollins Road/North Carolan Avenue (All -way)
2) Hillside Drive/Alvarado Avenue (All -way)
3) Trousdale Drive/Marco Polo Way (All -way)
4) Trousdale Drive/Ogden Drive (All -way)
5) Hillside Drive/Cortez Avenue (All -way)
6) Bayswater Avenue/Anita Road (All -way)
Staff typically receives several requests throughout the year to install multi -way stops at various
locations in the City. The decision to install multi -way stops are based on an engineering study that
takes into account factors such as vehicle, pedestrian and bike volumes, turning movement conflicts,
visibility issues and proximity to pedestrian generators. Temporary multi -way stops were installed at
the six locations above following a preliminary engineering study due to imminent safety concerns.
ANALYSIS
Data including traffic volumes from all approaches, reported collision reports were collected in the
Fall of 2017. In addition to completing the multi -stop analysis, staff has monitored all of the
locations and determined that the stop signs should be made permanent at all the above locations.
Other factors may be included into the engineering study included proximity to a high pedestrian
generator, traffic controls at adjacent intersections, and right-of-way assignment issues. The
minimum warrants considered were:
SECTION 1: Traffic Warrant - Traffic signal warranted urgent pending installation
of a traffic signal.

SECTION 2: Accident History Warrant - Three (3) or more reported accidents within a 12 -
month period of a type susceptible of correction by a multi -way
stop installation. Such accidents include right-angle, right and left -turn
collisions.
SECTION 3: Minimum Volume Warrant - (1) Total vehicular volume from both approaches
on the major street averages more than 300 vehicles per hour for any eight
(8) hours of an average day. AND (2) The combined vehicular and pedestrian
volume from the minor street must average at least 90 vehicles per hour for
the same for same eight (8) hours as Condition A, with an average delay to
minor street traffic of at least 30 seconds per vehicle during the maximum
hour.
DISCUSSION
All six of the intersections are recommended for multi -way stops following the City of Burlingame
Multi -Way Stop Analysis:
1) Hillside Drive/Alvarado Avenue (All -way)
2) Trousdale Drive/Marco Polo Way (All -way)
3) Trousdale Drive/Ogden Drive (All -way)
4) Hillside Drive/Cortez Avenue (All -way)
5) Bayswater Avenue/Anita Road (All -way)
The Traffic Safety and Parking Commission is being requested to review, and provide comments for
the six above intersections to make the pilot stop sign locations permanent. Based on input from the
Commission, staff will recommend that the City Council the revise the existing ordinance and
adopt the stop signs at the above six locations.

Subject: Item 7.a - Engineering Division Reports/Public Works Update
Staff recommends that the Commission receive a presentation by staff providing an update on
various Public Works — Engineering projects and activities.
BACKGROUND
• US101/Broadway Interchange Project— Contractor working through punch list items.
• Carolan Avenue Complete Streets — The project has started, with the work on the bulb
outs. Work progressing even with the overlap with Summerhill's sewer construction
operations.
• South Rollins Utility Improvement Project — Contractor has started work on this project.
Work includes sewer and water mainline improvements. For next two weeks, portions of
Rollins will be impacted with single lane traffic control during construction activities.
• Easton Addition, Ray Park, and Neighborhood Sewer Rehab Project — Ph 2 —
Contractor has been working on upgrading the sewer facilities along Benito, Montero,
Castillo, and Carlos between Hillside Drive and Easton Drive. During construction hours (8
am to 4 pm), roadways will be closed to through traffic. Project completion anticipated for
mid-November.
• Larkspur/Linden Traffic Circle — Project has been completed.
• Hoover School Update — Through our monitoring we have observed the effectiveness of
the new parking restriction in effect, as well as the flashing beacons along Easton.
• Roosevelt School Update — Staff has not observed vehicles heading northbound along
Vancouver Avenue during the restriction period.
• City Hall Traffic Calming — Staff along with CCFD have completed a demonstration of
circulation through a coned -off layout for the traffic circles. Observations made will be
incorporated into the designs. Neighborhood was invited to the demonstration, but were

unable to attend. No update from the neighborhood regarding their RPPP efforts.
• Bicycle/Pedestrian Plan Update — Staff presented our application to the San Mateo
County's BPAC on September 281" as well as responded to comments.
