Members of the public wishing to suggest an item for a future Commission agenda may do so during this public comment period. The Ralph M. Brown Act (the State-Local Agency Open Meeting Law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are requested to fill out a “Request To Speak” card located on the table by the door and hand it to staff. The provision of a name, address or other identifying information is optional. Discussion Discussion Assembly B Assembly D Discussion Discussion Schedule May 16, 2016:Call for projects June 4, 2018:ATP Workshop July 31, 2018:State ATP Applications Due to CTC (Statewide) Regional ATP Applications Due to MTC (Regional) December 31, 2018:CTC releases staff recommendation for ATP Statewide Competitive Program January 2019:ATP Statewide Program Adoption: CTC scheduled to adopt statewide program and transmit unsuccessful projects to the Regional MPOs for consideration February 15, 2019:MTC releases staff recommendation for ATP Regional Program March 27, 2019:ATP Regional Program Adoption: MTC Commission scheduled approval of ATP regional program and transmittal to CTC for consideration June 2019:CTC Approval of ATP Regional Program Questions & Feedback SCHOOL SPEED LIMITS Traffic Safety and Parking Commission July 12, 2018 BACKGROUND SPEED LAWS AB 321 which amended California Vehicle Code (CVC)Section 22358.4 to grant the authority to local jurisdictions to establish a 15 or 20 mph speed zone around schools. A 15 miles per hour prima facie limit in a residence district,on a highway with a posted speed limit of 30 miles per hour or slower,when approaching,at a distance of less than 500 feet from,or passing,a school building or the grounds of a school building, contiguous to a highway and posted with a school warning sign that indicates a speed limit of 15 miles per hour,while children are going to or leaving the school,either during school hours or during the noon recess period.The prima facie limit shall also apply when approaching,at a distance of less than 500 feet from,or passing,school grounds that are not separated from the highway by a fence,gate,or other physical barrier while the grounds are in use by children and the highway is posted with a school warning sign that indicates a speed limit of 15 miles per hour. At the June meeting,the School Safety Subcommittee recommended street segments to implement the reduced 15 mph speed limit. DISCUSSION LOCATIONS (REVISED BY STAFF) School Streets 1)Roosevelt Elementary School Vancouver and Broadway 2)Our Lady of Angels Cabrillo and Cortez 3)Franklin Elementary School Quesada 4)Lincoln Elementary School Balboa and Devereux 5)Burlingame High School Carolan and Oak Grove 6)McKinley Elementary School Fairfield,Paloma,and Oak Grove 7)Washington Elementary School Howard,Arundel,and Anita 8)St.Catherine of Siena Primrose,Park,and Bayswater 9)Mercy High School Hoover,Alvarado,and Adeline 10)Burlingame Intermediate School Quesada 11)Hoover Elementary Easton ,Canyon,and Summit DISCUSSION RECOMMENDATIONS Staff recommends the following process in order proceed with reducing the speed limits at local schools: 1)Review and support staff’s reduced list of streets based on the criteria established in CVC Section 22358.4. 30 mile per hour or slower A distance of less than 500 from, or passing a school, or school grounds School or school grounds are not separated by a fence, gate, or other physical barrier A maximum of two traffic lanes 2)Continue the current pilot program. 3)Add these street segments to the pilot program. 4)The need to reduce a prima facie speed limit to 15 mph and/or extend a 25 mph school zone speed limit, as described above shall be documented in writing in an engineering study. 5)The CVC provides for a prima facie speed limit of 25 mph on local streets, without the need for an Engineering and Traffic Survey. Per the CA MUTCD, when speed limits are established based on Engineering and Traffic Surveys, they must be adopted by ordinance or resolution. 6)Staff to complete Engineering and Traffic Surveys (ET&S) in accordance with Section 627 of the Vehicle Code for the above street segments so that they can be included into the Burlingame Municipal Code (BMC). QUESTIONS AND COMMENTS EASTON ADDITION HALLOWEEN TRAFFIC Traffic Safety and Parking Commission July 12, 2018 Goals TSPC to review presentation regarding staff’s planned actions; Obtain any public input; TSPC to discuss planned actions; and Support staff’s planned action. Background Last November Commissioner Wettan brought to the TSPC his safety concerns regarding the Halloween festivities in Easton Addition;along Cabrillo Avenue,between Broadway and Carmelita Avenue. The TSPC supported the discussion of this item and requested that it be brought back at a future meeting. For the past few years there has been a neighborhood Halloween event in Easton Addition,which has recently grown both in location and in attendance. For the past few years,staff has received and approved a block party application for the 1400 block of Cabrillo Avenue,between Adeline and Hillside Drives. Discussion EL CAMINO REAL ADELINE DRIVEHILLSIDE DRIVEBROADWAYCARMELITA AVENUE Discussion A week or more prior to the event, staff recommends the following actions: Burlingame Police to deploy their changeable message sign to Hillside Drive alerting drivers to the upcoming event. Staff to add temporary signage altering drivers on Adeline Drive, Broadway, and Carmelita Avenue to the presence of pedestrians. Staff to use social media (E-News and NextDoor) reminding residents about the increased need to drive slowly as well as inform them about the Halloween event in the Easton Addition. Attempt to notify the blocks of Cabrillo Avenue who have not historically applied for a block party permit to do so prior to the event. If this is not achieved, notice them to undergo the process and obtain a permit for the next year. BACKGROUND • California Drive Roundabout – Stage 1 construction (1 of 4 stages) is underway and currently involves waterline installation and relocation. Work for this stage is anticipated to last three to four months, with project completion tentatively scheduled for January 2019. • Lime Bike – Not able to obtain June Data. • California Drive Complete Streets – Bid opened on June 26 and the City Council approved the construction agreement with Crisp Company on July 2. Matters that require broad public input or have a wide-spread impact are addressed as Commission “Discussion/Action Items” (TSPC Agenda Item 6).
