Call to Order President, Andrew Gurthet, called the meeting to order at 4:30pm. II. Roll Call Trustees Present: Cecile Coar, Andrew Gurthet, Catherine McCormack, Mary Herman and Carol Rossi City Attorney: Larry Anderson Staff Present: Alfred Escoffier, City Librarian Pat Harding, Library Services Manager Sidney Poland, Recorder Public Present: Mr. Lee, Patron III. Warrants and Special Funds The Trustees unanimously agreed to approve the warrants. M/S/C (McCormack/Rossi) IV. Minutes The Trustees unanimously agreed to approve the minutes of the November 19, 2002 meeting. M/S/C (Herman/Coar) V. Correspondence and Attachments Correspondence and Attachments mailed in the Board packet were reviewed. A. Duncan Trust Fund Activity Statement - The City Librarian clarified that monies in the Duncan Fund can be used for any need that the Trustees deem beneficial to the Library. The Peninsula Community Foundation Grant Committee must approve a written request for funds by the City Librarian. C. Unfinished Business Item 8c Disciplinary Action for Library Patron, Mr. George Lee - A motion was made to move item 8c to this point of the agenda, as Mr. Lee had arrived for his hearing. M/S/C (McCormack/Rossi) 1. Request for Disciplinary Action of Mr. George Lee - Pat Harding, Library Services Manager, passed out Internet Rules for the one hour Internet, 15 minute express Internet and explained her position, as well as that of the Reference staff, in regard to Mr. Lee's continual disregard for Library policy relating to the 15 minute express Internet. She requested that the Trustees ban Mr. Lee from the Library for one week. The following information was given to the Trustees. a. Mr. Lee has continually over stayed his 15 minute limit time periods. On November 22nd he surpassed the time limit by 20 minutes and later in the afternoon by 40 minutes. Even though a time clock was installed to help patrons monitor their time, Mr. Lee did not conform to the 15 minute policy. b. Other patrons have continually become upset and angry over Mr. Lee's constant abuse of the 15 minute policy. Pat Harding expressed concern that an incident might occur and someone could be injured. C. When approached by Reference staff to leave the terminal, as his time was over, he has often been argumentative, uncooperative, and on one occasion used obscene language. 2. Mr. George Lee Addressed the Board of Trustees Mr. Lee commented as follows: a. He once stayed 42 minutes but he checked to make certain that no one was waiting. It was his understanding that if no one was waiting, he could continue. b. He plays games on the Internet, becomes very involved and has difficulty stopping, if he is at a particular level in the game. He said he noticed that other patrons stayed on passed their 15 minutes. C. As far as using "obscene" language, Mr. Lee stated that he did not use "obscene" language but he did tell a Reference librarian that he felt the librarian was discriminating. 3. Comments and Discussion by Trustees a. Pat Harding advised the Trustees that a 15 minute timing out program would be installed on a trial basis in the future, which will give the patron a L- warning signal and then the screen will return to the web page. Library Board of Trustee Minutes 2 December 17, 2002 b. The express stations are not set up for long term projects and most patrons adhere to the 15 minute express policy. C. It is the obligation of the patron to monitor his own time. d. If no one is waiting for the station, patron can stay on but must leave immediately if another patron arrives. e. Most patrons adhere to the Internet policy and do not cause problems but Mr. Lee's behavior stands out. 4. Conclusion of Hearing - Trustee Rossi made a motion to support Pat Harding's request to suspend Mr. George Lee for one week beginning December 18th to December 26th with the hope that now the procedures have been explained, Mr. Lee will be able to conform to the Internet policy. M/S/C (Rossi/Herman) 5. Post Hearing - The Trustees requested that Internet Policy be placed on the agenda for the January meeting. VI. From the Floor - There were no other public comments. VII. Reports A. City Librarian's Report - The City Librarian reviewed his report highlighting the following items: 1. City Budget Reduction - On December 91h, Al Escoffier presented a draft budget proposal to the Library staff. The staff asked questions and offered other suggestions for budget cuts. 2. Proposed Reductions For the Library a. Reduction of service hours to 11 hrs. per week which will result in cutting approximately 10 FTE staff. b. Staff reductions cost out at 20% of FTE. The total reduction is $600,000, or a 20% cut in the Library budget. C. City manager has recommended closing Easton and reducing middle management staff by two employees. d. Cuts made in 2002 include $24,000 from the book budget, $5,000 in audiovisual materials, and foregoing the use of on- call employees who have filled in for vacations and illness in the past. The financial result has been that in December the Library was 6.5% under budget. Library Board of Trustee Minutes 3 December 17, 2002 B. Foundation Report - Carol Rossi 1. Election of Officers will take place at the January 9, 2003 Annual Meeting. 2. Trustee Rossi encouraged the Library Trustees and the Foundation to put the venue for the 2003 Employee Achievement Award Dinner out to bid. Tentative date is December 8, 2003. VIII. Unfinished Business A. Change in Trustee Meeting Date For January 2003 Trustee Herman made a motion to change the January 21 st meeting to Monday January 13, 2003 at 4:30pm. M/S/C (Herman/Coar) B. Interlibrary Loan Fee Increase - Trustee Rossi made a motion to increase the Interlibrary Loan Fee from $3.00 to $5.00. M/S/C (Rossi/Herman) C. Hearing of Mr. Lee Moved for Discussion/Action After Item V of the Agenda D. Draft of Budget Reductions - The Trustees discussed the draft budget cut proposal and expressed concern over the possible closure of Easton. The Trustees inquired into the possibility of increasing the amount of the Hillsborough contract, which will be re-negotiated in June 2003. The City Librarian stated that he will .r contact the City Librarian of San Mateo in the early part of 2003 to discuss the contract. IX. New Business - There was not any new business. X. The Lane Room use fee has been raised from$35.00 to$ 50.00 for non-profits using the room.Use of the room by Library,City or School District is gratis.This should increase the total revenue for the room by about$ 1,000 annually, since so much of the use is by groups who do not pay.This increase is effective January 1,2003. The fee for Interlibrary Loan requests(requests for books from outside the Peninsula Library System) has been raised from$3.00 to$5.00 per request. Several years ago,the PLS Directors set a goal to reach$5.00 per request. Since this is a very small part of our interlibrary work,we can expect only about$ 1,000 increase annually. This increase is effective January 1,2003. Other increases in fees for library overdues have a significant impact on our neighboring libraries and are currently under review by the PLS Council. �. Yours very truly, w Internet Use Policy 'he Burlingame Public Library provides public access to the Internet in keeping with its role in providing equal access to information and resources to meet the educational, informational, and recreational needs of members of a-free and democratic society. Users of the Internet should be aware that the Internet is a global entity. The library has no control over the information on the InteJet and cannot be held responsible for its contents. Some Internet sites contain information that users may.find to be inaccurate, incomplete, outdated, controversial, or offensive. All Internet users are expected to adhere to the general rules of behavior in the library and to use library computer equipment in an appropriate and responsible manner. Staff Assistance Librarians are available to assist you in finding the information you seek, however, basic computer literacy is required. For those who wish to learn more about accessing the World Wide Web, tutoring is available. Staff cannot control the accuracy and validity of the information, the availability of links users would like to visit, or materials users may find offensive. Filtered Access Filtered access to the Internet is available to children in the Children's Department of the library. Our librarians share parents' concern for safety on the web. Parents are encouraged to explore the Internet with their children. Even with filters there is no real control over the content of online sites. Children `could be aware that many sites may be funded through advertising. Other sites may be offensive, contain inappropriate material, or be harassing. User Responsibilities With the freedom and privilege to access computer networks comes the responsibility to use them in an appropriate manner. The library's workstations are in a public area. Because others may be involuntarily exposed to what you view, the library asks that in consideration of others you exercise judgement in what you view on these public workstations. if what you view causes discomfort to others, staff may intervene. In addition the library has deemed the following to be unacceptable uses of the Internet and all other electronic resources within the library. Violations may result in disciplinary actions up to and including loss of library privileges. • Using resources for illegal or unauthorized purposes. • Moving, damaging or tampering with computer equipment in any way. • Attempting to modify or gain access to files, passwords, or data belonging to the library or others. • Seeking unauthorized access to computer operating systems and/or altering software components of a computer, database or network. • Making unauthorized copies of copyrighted or licensed software or data. • Violating the posted library behavior policies or procedures. • Harassing other users or staff. • Violating another user's right to privacy. The Internet is a useful and powerful source for information. They are available by walk-in or telephone reservations at 342-1284 12/00 Burlingame Public Library Statement on the Patriot Act June ll,2002 The USA Patriot Act(the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001).The Patriot Act amended over 15 federal statutes,including the laws governing criminal procedure,computer fraud and abuse,foreign intelligence,wiretapping,and immigration.These amendments expanded the authority of the FBI and the law enforcement to gain access to stored Internet and electronic communications.Libraries that provide access to the Internet and e-mail service to patrons may be subject to a court order requiring the library to allow the monitoring of electronic communications sent through library's computers or network.Burlingame Public Library complies with court orders from law enforcement agencies. Inquiries regarding review of library files by a law enforcement officer or anyone else should be referred to the City Librarian or his designate and/or to the City Attorney for review before any access is allowed. Approved by: City Attorney, May 6, 2002; Approved by Library Board, June 18, 2002 BURLINGAME PUBLIC LIBRARY City Librarian's Report January 13, 2003 City Budget Reduction Review An initial study session with the City Council will take place on Tuesday, January 21, 2003, 5 PM. At that time the Council will begin the rigorous task of reviewing the budget reductions necessary to balance the City's budget for the 2003-2004 fiscal year. Reductions in Library Budget for Current Year J We have already reduced our budget this year. In the area of collections, we have reduced $ 24,000 in the book budget and $ 5,000 in the media budget. We have ceased the-use of on call staff that fill in for sickness or vacation and moved more permanent staff to the public desks. We are requesting that permanent staff maintain regular schedules. We will not be hiring for vacated positions except for shelvers. Marshall Trust Receipt We are in receipt of$ 9,147.24 in some funds from the Marshall Trust. The funds are the remainder of an investment that Mr. Marshall made which has several years yet to run. This money has been deposited with the City in the Marshall Trust Fund. IPAC Nearly Ready IPAC is nearly ready to be launched to the public. This is a revised version of the online catalog. It is very user friendly and has the look of Amazon.com. Like Amazon, it includes pictures of dust jackets and reviews for some of the titles in Dynix. It will be available online on the PLS website. Volunteer Programs Twenty-five volunteers contributed a total of 91.5 hours during the month of November. Volunteers did a variety of tasks including: processing new 480 Primrose Road•Burlingame•CA 94010-4083 1 Phone (650) 558-7474-Fax(650) 342-6295 paperbacks and magazine donations, processing magazine withdrawals, shelving magazines, straightening shelves, monitoring the terrace, assisting with weeding projects and delivering materials to the homebound. A volunteer also continues the monthly reading program to the residents of the Magnolia Gardens Care Center in Burlingame. San Mateo Temporary Library Site Chosen Last week the City of San Mateo announced that the San Mateo Library Temporary Library site would be located at the Siebel complex near Hillsdale Boulevard and Highway 101. The Library will take over two floors of the complex, one for the public and one for the staff for a period of two years. The move trims about $ 500,000 from the costs of the temporary building and is scheduled to take place in August 2003. However, at the same time, San Mateo will be closing and renovating both branches beginning in June 2003. I would assess a significant impact on the "business" of the Burlingame Library and it's programs, as the Siebel site is nearly 3 miles and a 10-minute drive from the present San Mateo library. We will be working with San Mateo as well as our own public service managers to assess the best approach of this impact. Mid Manager Teambuilding We are winding down a six-month project of teambuilding with our library middle managers. We have been working with consultant and author Marty Brounstein. I feel we have made significant progress with the group, particularly in light of the difficult budgetary decisions that need to be made. The outcome of the January session will be individual work plans based on eight major library management goals outlined by the group at earlier sessions.
