Call to Order The meeting of December 19, 2000 was called to order by President Cecile Coar at 4:30 pm. II. Roll Call Trustees Present: Jeff Berger,Cecile Coar, Jane Dunbar, Andrew Gurthet, Mary Herman Staff Present: Alfred Escoffier, City Librarian Sidney Poland, Recorder City Hall: Larry Anderson, City Attorney III Warrants & Special Fund The Trustees unanimously agreed to approve the warrants as �- presented. M/S/C (Herman/Guerthet) IV. Minutes The Trustees unanimously agreed to approve the minutes of the November, 2000 meeting. M/S/C (Dunbar/Herman) V. Correspondence Correspondence mailed in the packets was reviewed. VI. From the Floor (Public Comments) VII. Reports A. City Librarian's Report The City Librarian reviewed his report highlighting the following issues. 1. Holiday Program - The second annual holiday program featured the Woodwind Ensemble from Crocker Middle School and "Brava" of the Peninsula Girl's Chorus. Elegant Affair - The annual Elegant Affair held at the Library was attended by over 200 guests. Over $15,000 was raised to enhance the Library's collections. 3. Easton Library - Kathryn Page of Kathryn Page Associates has been engaged by the Library for a review of branch library services. Her study is expected to be completed early next year. 4. Moody's Business Database - Burlingame Library will joint venture with San Mateo and South San Francisco Libraries to utilize a one-year trail subscription to Moody's business database. 4. Personnel - Recruitment for the reference librarian position closed on December 15th; interviews will be held on January 4, 2001. B. Foundation Report - 1. Annual Meeting will be held January 11, 2001. VIII. Unfinished Business A. Posting - Larry Anderson, City Attorney, reviewed his Memorandum entitled Posting and Distribution of Materials in Library Buildings. The Board discussed the Memorandum, as well as the draft of the revised policy. The Board requested that the following procedures be included in the policy: all materials be approved and date stamped by a designated reference librarian, posted materials have specific time frame, and the approved policy be placed on the Library website. The Board agreed that the City Attorney and City Librarian should present a revised draft at the January 16th meeting. M/S/C (Herman/Dunbar) B. Duncan Trust - The Board reviewed the Peninsula Community Foundation's latest reporting statement for the Roger and Jean Hunt Duncan Fund and agreed that the Foundation had finally provided substantial financial data. In many ways, Census 2000 was unlike any previous census. There were new uses of technology, new and greatly expanded operations, more customized local and regional programs, and more encompassing outreach through an unprecedented Partnership Program. For Census 2000, the U.S. Census Bureau had the distinct pleasure and challenge of working with more than 140,000 partners—partners whose creative efforts were surpassed only by their commitment and dedication to their local community and constituents. POSTING AND DISTRIBUTION OF MATERIALS POLICY The Burlingame Public Library provides a designated bulletin board and a defined space for distribution of documents in Library buildings. Posting All notices are to bethe designated bulletin boards, and any non-Library notices posted elsewhere will be removed. The Library has limited space available for posting paper announcements by organizations engaged in educational, cultural, intellectual or charitable activities in Burlingame and the surrounding community. Because the space is very limited, priority shall go to Burlingame Public Library materials and City of Burlingame events and notices. MA"s f k), Priorities for Posting of Materials: 1) Library meetings, events, and agendas related to the City of Burlingame or Peninsula Library System official business. 2) City of Burlingame agendas, minutes, and other City notices and postings. 3) Announcements of educational, recreational or cultural events of interest to the general public, such as notices of programs or lectures. 4) Materials relating to local, State, and United States government services (Social Security, ostal Service, IFAS County of San Mateo, etc.) published by local, State, or United States overnment agencies. The policy specifically excludes commercial notices, advertisements, campaign materials for elections, religious or political tracts, business ventures, for-profit business opportunities (garage sales, items for sale, etc.), announcements devoted to membership solicitations, pornography, solicitation of criminal activity, and depictions of graphic violence. Distribution of Printed Materials �'' 1 The Library provides very limited space for placing paper documents of interest to the �- community for reading or reception. 1) Materials shall meet the general library collection standards for appropriateness; for example, no pornography or political or racist tracts shall be allowed. 2) Items may consist of newspapers, fliers, brochures, etc. as space permits. However, no racks, boxes, or other equipment shall be used for the distribution of the materials nor shall any of the materials be offered for sale or in exchange for a donation of any kind. No materials may be larger than 24" by 30". 3) This policy excludes commercial notices and advertisements, tracts, notices about for-profit business ventures, solicitations of criminal activity, and materials devoted to membership solicitations. Removal The Library will remove materials that do not comply with this policy, for which the date of the announced or related event has passed,have been posted for more than thirty (30) days, or for which there is not sufficient space. The Library assumes no liability or responsibility for the treatment or use of any announcements or materials that are posted or deposited in the Library.
