RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE A SIDE LETTER AGREEMENT WITH
THE ASSOCIATION OF POLICE ADMINISTRATORS
WHEREAS, on November 17, 2014, the City Council authorized the new job classification of
Police Lieutenant and the accompanying rate of pay; and
WHEREAS, in order to implement this direction, the City now needs to enter into a side
letter agreement with the Police Administrators to include the position and to add related
administrative language and benefits associated with it; and
WHEREAS, the new Police Lieutenant job classification is a civil service exempt position,
which means the incumbents are not eligible for overtime; and
WHEREAS, the City's longstanding practice in these situations is to offer administrative
leave as compensation for the loss of overtime earnings; and
WHEREAS, the Police Administrators MOU must be amended to include language covering
the benefits, bumping rights and administrative leave provision (84 hours annually, consistent
with the administrative leave granted to Police Captains) for Police Lieutenants; and
WHEREAS, staff has met and conferred with the Police Administrators on the terms of the
side letter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS
FOLLOWS:
The City Manager is authorized to negotiate and execute a side letter agreement with the
Association of Police Administrators.

foregoing Resolution was introduced at a regular meeting of the City Council held on the 20`h day of
January, 2015, and was adopted thereafter by the following vote:
