ROLL CALL. 4 of 5 Commissioners were present. Police Chief Missel announced the retirement of Traffic Sergeant Ransom and thanked him for his years of service. Traffic Sergeant Dawn Cutler is the new police liaison to this commission. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Minutes for June 14, 2001, were submitted and approved. 4.1.2 Request for speed limit and truck weight limit enforcement, a traffic signal on Trousdale Drive at Skyline Boulevard, a STOP sign on Trousdale Drive at Loyola Drive and a STOP sign on Trousdale Drive at Quesada Way. Results of Traffic Data Gathering - Speed Limits Mr. Erbacher explained that the Engineering speed survey for Trousdale Drive shows that 85% of the traffic drives at 40 mph. From the speed survey, the speed limit is set at a “safe speed” which is the 85% speed less 5 mph, making 35 mph the speed limit traffic courts will accept for radar enforcement. Mr. Erbacher contacted traffic court as requested in last month’s meeting, but the court only referred staff to various appeal cases of speed enforcement. Police Chief Missel explained that if the speed limit were lowered to 25 mph, radar enforcement would not be accepted by the courts; and the only way to then enforce the speed limit would be by a chase and pace method. However, due to the short distances between intersections on Trousdale Drive, the police would not have the opportunity to use this method effectively. Chief Missel advised that the Police Department has committed to increase enforcement in an attempt to effect an 85% speed of 35 mph. They will stop anyone driving over 35 mph. They expect a lowering of driving speeds in the next six months to a year and will notify Engineering when to redo the speed survey for Trousdale Drive. Chief Missel asked the petitioners what time of day speed is a problem for them. The reply was Monday through Friday between 6 and 9 a.m. and between 3 and 6 p.m. Chief Missel advised he will provide the commission with a monthly report on the number of cars stopped for exceeding the 35 mph limit. To apply the 35 mph speed limit uniformly for all of Trousdale Drive, it was moved and seconded (Comms. De Angelis/Evans) to recommend to Council to adopt an ordinance extending the 35 mph speed limit on Trousdale Drive from Sebastian Drive to Skyline Drive based on staff speed surveys. McIver asked if a vacant police car parked on Trousdale Drive would be effective. Chief Missel advised that possibly during the day; but vandalism strikes at night. 4.2 DISCUSSION ITEMS None. 5. ACKNOWLEDGMENT OF NEW ITEMS 5.1 Rector Motor Car Company - Request for One Way Westbound (letter) Mr. Erbacher advised the petitioner that we need a two way road here so the petitioner withdrew this request. 5.2 Howard Avenue - Speed and Trucks (e-mail) Mr. Erbacher advised that the majority of speeders are auto test runs. 5.3 3138 Rivera - Speed and Signage (e-mail) Mr. Erbacher advised that the petitioner has not yet responded to his e-mail. 5.4 1300 Block of Vancouver Avenue - Speed Concerns (petition) Mr. Erbacher stated that this road is narrowed to one lane by parked cars. 6. FROM THE FLOOR None. 7. INFORMATION ITEMS 7.1 From Staff to Commission 7.1.2 Traffic Engineer’s Report Mr. Erbacher advised that he will issue work orders to redo the school signs on Trousdale Drive and add a school sign near Quesada Way. Also, he reported that the new state of the art traffic controller at Rollins Road and Cadillac Way broke down today. There is no interconnection between this intersection, Rollins Road and Broadway, and Broadway and Carolan Avenue; however, the consultant has been called in to review this. Mr. Erbacher advised that Mills Avenue to Hillside Drive is being demolished for installation of a new storm drain. Sgt. Ransom advised that the Broadway streetscape project has progressed to the northerly side of the 1200, 1300 and 1400 blocks and that the trees will be coming down, too. 7.1.3 Staff Action Log Page 3 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, July 12, 2001 Mr. Erbacher advised that there are no changes. The new Traffic Engineer position is still under negotiation. 7.2 From Commission to Staff 7.2.1 Reports of citizen complaints or requests Comm. Cohen stated he received one complaint of commercial vehicles (e.g., school bus) being parked for 48 hours or more on Newlands Avenue. Sgt. Ransom advised that vans are legal and are non-commercial. They’re probably driven by residents living in that area. Comm. Cohen also noticed limos for hire being parked on Burlingame Avenue near the Recreation Center. Sgt. Ransom advised that the City Attorney’s office is working on this issue. 7.2.2 Comments and communication Comm. Cohen asked about the followup from Mrs. Lindeman’s complaint a few months ago about people leaving their cars parked on Linden then calling a cab to go to the airport. Sgt. Ransom advised that he has been in touch with her about a variety of complaints to which the police have responded. Comm. McIver stated that Redwood City is now using cameras at nine intersections which take pictures of the driver and their license plate if speeding. The fine is $271. He suggested Burlingame consider this, especially if there is a temporary (portable) set up available. 7.2.3 Expected absences of Commissioners at the Thursday, August 9, 2001 meeting None reported. 8. INACTIVE ITEMS. 8.1 Request for traffic control on Dwight Road Mr. Erbacher advised that barricades have been posted to determine the effects of bulb-outs. He will follow up next month with a speed check. 8.2 Request for traffic control at Lincoln School 8.3 Millbrae BART Station - Potential Impacts on City streets 8.4 Bayswater residents supporting traffic calming on Dwight Road and requesting similar traffic calming measures on Bayswater Avenue and Howard Avenue Page 4 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, July 12, 2001 Mr. Erbacher spoke to a Bayswater resident who was almost hit backing out of her driveway by a vehicle tester.
