ROLL CALL. 5 of 5 Commissioners present. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Minutes for December 14, 2000, were submitted and approved. 4.1.2 Request by City Council to investigate traffic safety on Adeline Drive (Vancouver Avenue to Hoover Avenue) Mr. Erbacher reiterated that the accident review shows no incident related to roadway configuration, just other reasons for hitting parked cars. There is a curve from Vancouver to Hoover Avenue and with cars parked there the street is reduced to a one lane road with a stopping site distance of 15-20 mph. This area needs advisory signs even though drivers are already cautious due to parked cars narrowing the road. From the floor, Mr. Foster stated most of the children in this area are toddlers and there are trucks, ambulances, and a lot of service vehicles and many speed. Also this is a path to Highway 280. He requests speed bumps or Stop signs. Ms. Farley stated she has two children and has concerns due to increased speeders on this street. She is opposed to any improvements which would allow higher vehicle speeds. Mr. Griffin likes the suggestion for a reduced speed sign and requests that cars be allowed to park there since their presence slows the traffic and makes it easier for him to exit his driveway. He also requests no signs or painted curbs near his house. Comm. Auran asked if speed dots, or rumble strips, are sanctioned by the state. Mr. Erbacher advised that these are usually for high speed noticing; and aside from being noisy, they are potentially hazardous to cyclists and bikers. It was moved and seconded (Comms. Mayer/Auran) to accept staff’s recommendation to install “reduce speed” signs and requested the Police Department to monitor the site at different times. Unanimously approved by the Commission. 4.1.3 Request for speed limit signs and speed bumps on Alvarado Avenue (Adeline Drive to Hillside Drive) S:\A Public W orks Directory\TSP Commission\Minutes\2001 Minutes\Minutes for 01-11-01 Meeting.wpd P a g e 2 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, January 11, 2001 Mr. Ho advised that Alvarado Avenue is a straight road with curb parking on both sides of the street which restricts the road to one lane. Accident report shows few accidents with none related to speed or at mid-block. Mr. Erbacher advised that the problem is volume, not speed. Mr. Ho recommended speed limit signs be posted and that speed bumps are not state- sanctioned traffic control devices. From the floor, Mr. Legallet stated he sent a letter to City Hall that every year the traffic gets worse because Alvarado is an extension of Adeline Drive, and Mercy High School traffic volume is high with their parking lot being at the end of their street. He suggested installing speed limit signs and school speed limit signs, 15 mph. Mrs. Legallet added that so many students park on Alvarado that it sometimes takes five minutes to exit their driveway because of students running to or from their parked cars. It was moved and seconded (Comms. Auran/Evans) to install speed limit signs at this location. Unanimously approved by the Commission. 4.2 DISCUSSION ITEMS. 4.2.1 Millbrae BART Station - Potential Impacts on City streets Mr. Erbacher provided a parking management tool from BART along with letters between Rosalie O’Mahony and BART regarding the impacts of overflow parking on city streets and the potential for BART to charge a fee at its parking lots. 5.ACKNOWLEDGMENT OF NEW ITEMS. 6. FROM THE FLOOR. 6.1 Don Corey suggested adding photo-sensing machines at intersections, especially at Alpine and Carolan since drivers speed to 45 mph. The speed limit sign is on the wrong side of the road, too. Also, he suggested two right-turn lanes on Carolan at Broadway since it’s wide enough and it would ease the backup on Carolan. Chair De Angelis asked staff to look at the sign situation on Alpine especially since there are more parked cars on the street and more children using Alpine Park. Mr. Erbacher stated that another sign could be installed if needed. 7.INFORMATION ITEMS. 7.1 From Staff to TSPC S:\A Public W orks Directory\TSP Commission\Minutes\2001 Minutes\Minutes for 01-11-01 Meeting.wpd P a g e 3 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Unapproved Thursday, January 11, 2001 7.1.1 City Council Meeting, 7:00 p.m., Wednesday, January 17, 2001. Reconsideration of Ordinance to install two STOP signs on Adeline Drive at Cortez Avenue Mr. Erbacher advised that staff has notified many by mail, posted signs, and placed a newspaper ad announcing this meeting to fulfill community outreach. Comm. McIver will attend this meeting. Mr. Erbacher also advised that he met with Sgt. Ransom, the Police Department’s School Officer, Lincoln School Principal, concerned parents, and the City Manager to discuss this issue. Their consensus is that there may be too many Stop signs on Adeline Drive, but the one at Cortez Avenue is not one of them. Perhaps another street’s Stop sign should be removed instead. Mr. Erbacher advised that the new City Manager will facilitate meeting at Lincoln School to discuss school traffic issues. Eventually other schools will be meeting with the City Manager, Police Department, and Mr. Erbacher. A meeting with BIS is scheduled for January 16. 7.1.2 Special TSPC Meeting, 6:00 p.m., Thursday, January 25, 2001. Burlingame Avenue Commercial District Parking Study. Discuss possible solutions to parking shortage. Mr. Ho advised that this is a special meeting in that for the first time residents and business merchants are invited to meet to discuss a new parking structure, parking meter time limits and meter rates. All commissioners expect to be able to attend. 7.1.3 Request for residential permit parking on Lexington Way and close off the access path from Lexington Way to Burlingame High School parking lot. Mr. Ho advised that the petition was just received and there was no time to investigate this request. Mr. Erbacher advised that park access is affected and other streets are probably affected because of student demand. He will contact the City Manager to determine which departments will preview this issue. 7.1.4 ITE Fact Sheets on STOP signs, speed limits, speed bumps and unwarranted traffic control devices by ITE District 10, Florida Section, June 1993 Mr. Ho advised that when traffic devices are installed at the right locations, they yield the right results. Auran stated that over the New Year’s weekend, his neighbor had a heart attack; and while on his way to the hospital, Comm. Auran drove by a sobriety checkpoint that was not signed properly. Sgt. Ransom explained that the ambulance had just come through knocking down some cones and some signage had been displaced only temporarily. 7.2.1.2 Comm. Evans stated that there is a congestion problem in the early evenings at Il Fornaio on Lorton due to their valet service letting cars sit in the roadway too long. This causes a jam at the intersection of Lorton/Bellevue/California. Sgt. Ransom will contact them about this problem. He knows that recently they have been expecting a second valet person to expedite moving cars off the roadway. 7.2.1.3 Comm. McIver stated that he noticed that a female police officer was at Roosevelt School telling people about the parking time limit so traffic flow was good. Also, he heard Walgreen’s was moving into Stanaway Market site on Broadway and will reduce the parking lot by half and asked if this commission will become involved with this issue. Mr. Erbacher advised that this is a Planning/Zoning issue first. Comm. Auran heard that who moves into this site is not confirmed yet. 7.2.1.4 Comm. Mayer stated he lives on Easton at Balboa and the street near the library is uneven caused by tree roots in the street, itself. He asked that at least one tree be removed. Mr. Erbacher advised that he will refer this to the Parks Department. Also, Comm. Mayer recommended staff visit the lighted crosswalk on Fourth Avenue in San Mateo. It is only lit up when a pedestrian signals to cross. The lighting effect is excellent. He is concerned that the crosswalks on Burlingame Avenue are too dark to be evident at night. 7.2.2 Comments and communication 7.2.2.1 Comm. Auran thanked Mr. Ho for the new meeting procedure list. Mr. Ho stated that the City Attorney had already reviewed it, and Mr. Erbacher asked the commission for input.
