4.CURRENT BUSINESS.
4.1 ACTION ITEMS.
4.1.1 Elect New Chair and Vice Chair for 2003
It was moved and seconded (Comms. Cohen/Mayer) to elect Jim McIver as Chair. Unanimously
approved by the Commission. It was moved and seconded (Comms. Mayer/De Angelis) to elect
Russ Cohen as Vice Chair. Unanimously approved by the Commission.
4.1.2 Approval of Minutes for October 10, 2002, and November 14, 2002
The minutes for both October 10 and November 14, 2002, were approved as submitted.
4.1.3 Proclamation for Jim Evans, former Commissioner
Chair McIver read the proclamation commending former Comm. Evans’ work on this Commission.
Mrs. Evans accepted the proclamation in Comm. Evans’ absence.
4.2 DISCUSSION ITEMS.
4.2.1 Millbrae BART Station - Parking Impacts on City streets - Possible Parking Restrictions
Mr. Erbacher submitted a draft report summarizing the Commission’s study to be presented to
Council. Some corrections and additions were suggested and will be incorporated into the document.
Chair McIver commended staff for a well prepared document. Mr. Erbacher advised that the report
will be presented to Council at their January 6th meeting as a Consent item.
4.2.2 Request for Speed Humps on Paloma Avenue at McKinley School
Mr. Chou stated that staff does not recommend a speed hump at this site and that staff will work
with the school on various traffic safety issues. It was moved and seconded (Comms.
Warden/Mayer) to deny this request and recommend staff work with the school on safety issues.
Unanimously approved by the Commission.

4.2.3 Request for Green Zone - 1 Hour Parking Limit at 809 California Drive
Mr. Chou stated that staff surveyed four blocks on the west side of California Drive between
Broadway and Oak Grove to determine the existing parking limits. There is a variety of red zones,
green zones, two-hour parking limits and an unrestricted parking limit. Staff proposed to eliminate
the green zones on the 800 and 900 blocks and to standardize all parking limits which would help
make parking enforcement more manageable. Comm. Cohen was concerned that two hours would
be too long for many businesses like the flower shop and the antique shop. Mr. Chou recommended
a time limit of one hour or less, perhaps 30 minutes. Sgt. Cutler concurred that time-limit parking
zones other than green zones would be better for enforcement. Comm. Warden suggested placing
a passenger loading zone at 777 and 783 California Drive especially at 5:30 or 6 o’clock at night
when parents are picking up their children. Sgt. Cutler advised that unless otherwise designated,
most parking zone limits are effective until 5 p.m. It was moved and seconded (Comms.
Cohen/Warden) in support of staff’s recommendation to suggest a 1-hour time limit on the west side
of California Drive from Palm Drive to Sanchez Avenue. The Commission also directed staff to
notice all businesses and residents on those blocks advising them of this suggested action for the
next meeting. Unanimously approved by the Commission.
4.2.4 Request for Green Zone - 30 Minute Parking Limit at 828 Mahler Road
Mr. Chou reiterated that staff will work with the business owner to assess the off- and on-street
parking situation. From the floor, Mr. Poff brought some photos showing the problems the building
owners might encounter in about three to six months when the building will be fully leased. He
stated that only half of the building is occupied at present, and that the Planning Department wants
them to provide 32 spaces on site when the building is fully occupied. There currently are 29 spaces.
Mr. Chou advised that staff is working with the Planning Department so that the parking needs of
businesses are addressed at the planning stage to potentially eliminate the need for addressing such
concerns later. Staff cannot recommend green zones at this site until the building is at capacity. Staff
will continue to work with the owners and address parking impacts if they occur. Since the building
is not at capacity now, Mr. Poff withdrew his original request and said that he would return at a later
time if parking is a problem when they are at full capacity.
5. ACKNOWLEDGMENT OF NEW ITEMS.
5.1 Request for Stop sign on Easton Drive at Drake Avenue and other traffic safety issues
Mr. Chou stated that staff will be working on a warrant study for a Stop sign at this site. The residents
will be noticed for the next meeting when this item will be a Discussion item. Comm. Mayer stated that
the problem on Easton is the Eucalyptus trees on each corner. Sgt. Cutler advised that a preliminary
collision report showed that in the last two years there has been one accident on Drake.

7.1 From Staff to Commission
7.1.1 Traffic Engineer’s Report
Mr. Chou stated that the annual street resurfacing project is in progress, and the re-striping will be
done when the resurfacing is completed. The illuminated crosswalk project on California Drive at
Bellevue Avenue is scheduled for January. If enough funds are available, an illuminated crosswalk
will be added on Bayshore Highway near the Hyatt Hotel.
7.1.2 Staff Action Log - Attached.
7.1.3 Burlingame Parking Study
Mr. Chou stated that the consultant’s report is to be presented to Council in January; however, at the
time of this meeting, the City still has not received a final draft report. It is likely that after Council
reviews the report, they may ask this Commission to become involved in public discussions and
implementation of conditions.
7.2 From Commission to Staff
7.2.1 Reports of citizen complaints or requests
Chair McIver stated he received calls from three residents on Trousdale Drive suggesting that the
City add a No Left Turn sign on Quesada Way at Trousdale Drive from 7 to 9 a.m. Sgt. Cutler stated
that a temporary No Left Turn sign had previously been placed at the school driveway exit, and it
helped. Comm. Cohen asked about the non-operating vehicle still parked on Douglas Avenue. Sgt.
Cutler advised that the issue is at the City Attorney’s office for follow up.
7.2.2 Comments and communication - None.
7.2.3 Expected absences of Commissioners at the Thursday, January 9, 2003 meeting - None.
8. INACTIVE ITEMS.
8.1 Request for traffic control on Dwight Road - Phase I Gateway Improvements
Mr. Erbacher stated that this project is close to being completed. Landscaping is the next part of the
project.

8.2 Petition from Bayswater & Howard residents requesting a traffic study of area to determine if traffic-
calming measures warranted
This item is on hold for the Traffic Calming Program. The program is on hold awaiting Council’s
determination of the funds. Mr. Chou suggested that all Inactive items awaiting the Traffic Calming
Program be removed from Inactive status to be reviewed in six months to determine funding status at that
time. Sergeant Cutler submitted the Selective Enforcement Report which shows 15 citations issued.
8.3 1007 Chula Vista Avenue - Letter requesting Speed Limit Signage for Traffic-Calming effect to
constrain speeding drivers
This item is on hold for the Traffic Calming Program. The program is on hold awaiting Council’s
determination of the funds. Mr. Chou suggested that all Inactive items awaiting the Traffic Calming
Program be removed from Inactive status to be reviewed in six months to determine funding status at that
time.
8.4 Request for speed limit and truck weight limit enforcement, a traffic signal on Trousdale Drive at
Skyline Boulevard, STOP sign on Trousdale Drive at Loyola Drive and STOP sign on Trousdale at
Quesada Way. Results of Traffic Data Gathering - Speed limits
Mr. Chou advised that staff is working with the City Attorney on truck weight limit restrictions to make
sure that enforcement issues and the permitting process are legal. Sergeant Cutler submitted the Selective
Enforcement Report which shows 26 citations issued.
8.5 Howard Avenue - Speed and Trucks (e-mail)
This item is on hold for the Traffic Calming Program. The program is on hold awaiting Council’s
determination of the funds. Mr. Chou suggested that all Inactive items awaiting the Traffic Calming
Program be removed from Inactive status to be reviewed in six months to determine funding status at that
time.
8.6 1300 Block of Vancouver Avenue - Speed Concerns (petition)
This item is on hold for the Traffic Calming Program. The program is on hold awaiting Council’s
determination of the funds. Mr. Chou suggested that all Inactive items awaiting the Traffic Calming
Program be removed from Inactive status to be reviewed in six months to determine funding status at that
time.
8.7 Request to Review Speed Concerns on Hillside Drive
Mr. Chou stated that counts were taken to obtain a traffic profile of volume and speeds on this part of
Hillside Drive. He stated that this data would be used to show police when speed enforcement is needed.
Staff will provide a report at the next meeting. Sergeant Cutler submitted the Selective Enforcement
Report for this area.
