ROLL CALL. 5 of 5 Commissioners present. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Approval of Minutes for June 12, 2003 Amended minutes were approved after Commissioner Warden requested correction of attendance/ absence of Comm. Mayer as he was listed as both present and absent. 4.2 DISCUSSION ITEMS. 4.2.1 Overnight Parking Permit rate increase Sgt. Cutler reported that three other nearby agencies have a somewhat similar program: Hillsborough doesn’t provide permits but charges $15 after the third overnight parking offense; Millbrae near BART provides permits at no charge to residents; and South San Francisco in their business area charges a $25 fine for overnight parking. She also reported that the City of Burlingame hasn’t increased its rates in over 30 years; and, that the administrative work involved in the process takes up several hours. Sgt. Cutler recommended increasing the fee in increments starting at $20. Comm. Mayer suggested charging $100-$200 in hopes of persuading residents to use their driveways and garages for overnight parking rather than the street. Comm. Cohen supported an increase to $15 or $20. It was moved and seconded (Comms. Warden/McIver) to recommend to Council to increase the overnight parking permit fee to $30 annually. Motion passed by majority voice vote, 3-2 (Comms. Mayer and Cohen dissenting). 4.2.2 Red Zone at Oak Grove Avenue/Ansel Avenue Mr. Chou recommended installing a 10-foot red zone on the southwest corner of Ansel Avenue at Oak Grove Avenue to improve the sight-visibility at the corner. It was moved and seconded (Comms. Mayer/Cohen) to install a 10-foot red zone on Ansel Avenue as recommended by staff. Unanimously approved by the Commission. 4.2.3 Request for red curb at 773 Willborough Place Mr. Chou stated that the request is for a red curb opposite 775 Willborough Place (in front of 773 Willborough Place) to help enable the resident to back out of his driveway safely without having to constantly maneuver the narrow street. He also reported that field investigations showed that other red curb currently exist near various neighbor’s driveways. The City of Burlingame Page 2 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, July 10, 2003 From the floor, Mr. Masters of 775 Willborough Place stated that he has a small, narrow driveway. He added that this condition, along with the situation when a car is parked directly across from his driveway, at 773 Willborough Place, makes backing out of his driveway onto the narrow street difficult. He is requesting the red curb across the street to eliminate this problem. Mr. Berman of 773 Willborough Place stated that he cooperates with his neighbor by moving his car when needed, but that other cars also park in front of his house. He suggested placing the red curb at the northern end of his property. Mr. Chou stated that the current curb lengths at 773 Willborough Place is one and a half standard car-lengths. This means that if red curbs were considered, it would be as long as half a standard car- length, leaving one full car-length for parking. Comm. Warden suggested all commissioners take another look at this site; and during the next month, perhaps the neighbors could carry out discussions and arrive at a resolution amongst themselves. Mr. Chou also suggested the possibility of the petitioner considering the feasibility of widening the driveway apron. This will be an Action item at the next meeting. 4.2.4 Request for new marked pedestrian crosswalk at Oak Grove Avenue and Farringdon Lane Mr. Chou referenced a 1974 San Diego Pedestrian Traffic Study on the effects of marked crosswalks and their potential hazard due to pedestrians crossing without exercising caution. He stated that the report concluded that marked crosswalks should not be considered as a “safe” zone for pedestrians. Mr. Chou reported that Oak Grove Avenue has high vehicular traffic volumes with no controls between El Camino Real and California Drive. He also reported that there is one set of marked crosswalks one block west of this intersection, at the intersection of Acacia Drive. Mr. Chou stated that the reason for that marked crosswalk was because of the church. He concluded by stating that staff did not recommend approval of this request. Comm. Warden stated that he is familiar with this area and that this was the wrong place for a marked crosswalk. It was moved and seconded (Comms. Mayer/Cohen) to make this an Action item immediately. Unanimously approved by the Commission. It was then moved and seconded (Comms. Mayer/ Cohen) to deny this request. Unanimously approved by the Commission. 5. ACKNOWLEDGMENT OF NEW ITEMS. 5.1 Request for a 4-way STOP at North Humboldt Avenue and Howard Avenue This item was acknowledged and will be a Discussion item at the next meeting. 5.2 Transport bus parking problems on Newlands Avenue This item was acknowledged and will be a Discussion item at the next meeting. 6. INFORMATION ITEMS. 7.1 From Staff to Commission 7.1.1 Traffic Engineer’s Report 7.1.1.1 California/Bellevue Lighted Crosswalks Mr. Chou advised that this project is ready to be started as soon as the materials are received. He reported that the beginning of construction should start by late July. 7.1.1.2 Bicycle Safety Issues in Burlingame Mr. Chou advised that a San Mateo County Grand Jury report on bicycle safety made two recommendations: cities are to establish a bike safety advisory committee which will facilitate acquiring funding for programs; and ª cities must have one staff member responsible for bike safety to work with the advisory committee. Mr. Chou stated that in a move to comply with the grand jury recommendations, the Burlingame Traffic Safety & Parking Commission will hear matters related to bicycle safety and take on the duties of the recommended Bike Safety Advisory Committee; and, the Burlingame Traffic Engineer will be the designated city staff member responsible for bike safety issues. 7.1.1.3 BART Public Meeting, July 16 - Main Library Mr. Chou reminded the commission of this meeting which will allow residents to find out what is happening with BART. He also advised of the various free shuttles to BART throughout Burlingame. Vice Chair Cohen passed out flyers which would notify the general public of the meeting. Chair McIver stated that he did not feel that Trousdale Drive traffic has increased since BART opened on June 22, 2003. He also stated that BART usage is at about half of what was projected, but it is expected to increase during the next six months. 7.1.2 Staff Action Log Attached for review. Mr. Chou asked if the Commission wanted to continue the distribution of the Staff Action Log. The Commission members agreed that distribution was not necessary and that will be discontinued starting next month (August). 7.2 From Commission to Staff 7.2.1 Reports of citizen complaints or requests Vice Chair Cohen restated that a resident suggested requiring westbound traffic from Bellevue Avenue to only turn right onto El Camino Real. Mr. Chou reported that the matter is taken care of. Comm. Warden asked about the status of the lawnmowers on California Drive sidewalk. Sgt. Cutler reported that she is awaiting the Code Enforcement Officer’s response. 7.2.1.1 Status of Subcommittee working with Neighbors of 800 Block of California Drive on Parking Issues Comm. Warden recommending removing this item from the agenda since the situation seems to be settled. 7.2.2 Comments and communication - None. 7.2.3 Expected absences of Commissioners at the Thursday, August 14, 2003 meeting This meeting will be canceled due to vacations. It was also agreed to reschedule the September meeting to Wednesday, September 10, 2003. 8. INACTIVE ITEMS. 8.1 Request for speed limit enforcement on Trousdale Drive - Results of Traffic Data Gathering - Speed limits Sgt. Cutler advised that despite heavy enforcement action, the speed count has not gone down. She reported that while the residents requested lowering the speed to 30 mph, the speed enforcement studies show that the speed limit should be maintained at 40 mph. She submitted the Selective Enforcement Report that showed 18 citations issued and advised that this area would continue to be included in the report. Mr. Chou stated that staff would notify the residents about the next meeting to discuss the speed situation. 9.
