ROLL CALL. 3 of 5 Commissioners present. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Approval of Minutes for May 8, 2003 The minutes were approved as submitted. 4.2 DISCUSSION ITEMS. 4.2.1 Parking Issues on City Hall Lane Mr. Chou restated the problems of vehicles and dumpsters blocking City Hall Lane. Aside from the non-option of “Do Nothing,” he offered the following alternatives: 1.Eliminate all parking and encroachments and enforce No Parking regulations 2.Create a designated loading zone 3.Allow for some limited parking and a designated loading zone 4.Allow all parking spaces with 10-hour meters. Mr. Chou recommended consideration of Items 1, 2 and 4. From the floor, Mr. Clark stated that this lane is now better managed and that previous problems are being addressed. The biggest problem still needing attention are the frequent coffee customers who park anywhere to buy their coffee. Mr. Clark stated that he likes the idea of providing both a loading zone and limited parking. Mr. Chou advised that deliveries are now being made from parking lot “J” with no problems. He also stated that the Fire Department wants the rear doors of the buildings to remain clear to prevent a fire-escape hazard and that designated parking spaces would prevent cars from parking and blocking any of the rear doors. It was moved and seconded (Comms. Cohen/De Angelis) to recommend to Council to have designated parking on City Hall Lane with 10-hour meters. Unanimously approved by the Commission. The City of Burlingame Page 2 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, June 12, 2003 4.2.2 Overnight Parking Permit Rate Increase Sgt. Cutler advised that the Police Department recommended to Council to increase the rate for overnight permit parking to $30 per year. Council asked this Commission to consider this request. Sgt. Cutler stated that the processing time for each permit is about 50 minutes, and the new rate would help to recover these administrative costs. From the floor, Ms. Scigliano stated that residents on the 300 block of Primrose need overnight parking. Sgt. Cutler advised her that the public parking lots provide free parking between 6 p.m. and 8 a.m. Also, with a permit, they may park overnight on the street for free. This will be an Action item at the next meeting. 4.2.3 No Parking signs on Rhinette Avenue Mr. Chou stated that the No Parking signs on this street did not have uniform language posted. He stated that some signs read “No Parking,” while others read “No Parking - Sundays and Holidays Excepted.” Mr. Chou stated that the Municipal Code, Section 13.36.020, designates no parking from 8 a.m. to 6 p.m. for Rhinette Avenue. He also said that since emergency vehicles respond to a high number of calls for this street, changing the code to read “No Parking at Any Time” would be the most prudent recommendation. It was moved and seconded (Comms. De Angelis/Warden) to make this an Action item immediately. It was then moved and seconded (Comms. De Angelis/Warden) to recommend to Council to change all signs to “No Parking at Any Time” on the south side and to have the Municipal Code reflect this. Both motions unanimously approved by the Commission. 4.2.4 Red Zone at 1285 Oak Grove Avenue; and STOP sign request at Oak Grove Avenue/Ansel Avenue Mr. Chou recommended denying the request. He said that while there were some red curbs nearby, staff saw little need for additional red curbs near the building. He also did not recommend the Stop Sign request since the warrants were not met. Mr. Chou added that there is already a stop sign on Ansel. It was moved and seconded (Comms. Warden/De Angelis) to move this to an Action item immediately. It was then moved and seconded (Comms. Warden/De Angelis) to deny this request for red curbing and for a Stop sign at Oak Grove Avenue and Ansel Avenue and for staff to send the petitioner a letter advising that they can call the Police Department to tow a vehicle blocking their driveway. Both motions were unanimously approved by the Commission. Mr. Chou will provide information at the next meeting to see if a 10-foot red curb should be installed at the southwest corner of Ansel Avenue to improve site distance. ACKNOWLEDGMENT OF NEW ITEMS. 5.1 Request for red curb at 733 Willborough Place This item was acknowledged and will be a Discussion item at the next meeting. 5.2 Request for new marked, pedestrian crosswalk at Oak Grove Avenue and Farringdon Lane This item was acknowledged and will be a Discussion item at the next meeting. 6. FROM THE FLOOR. 6.1 Mr. Christian asked what was the process to request a Stop sign or a speed hump. He stated that he lives on Sanchez Avenue and speeding cars are a problem. Vice-Chair Cohen suggested he sign up for the Traffic Calming program since stop signs are not used to control speeding. Mr. Chou stated that he would mail the RTCP list of traffic calming devices with an applicant to Mr. Christian. Sgt. Cutler stated she will add Sanchez Avenue to the Selective Speed Enforcement list. 7. INFORMATION ITEMS. 7.1 From Staff to Commission 7.1.1 Traffic Engineer’s Report 7.1.1.1 Burlingame Avenue Centerline Mr. Chou advised that the installation of a new centerline for Burlingame Avenue will be included in a recently bid project for the Cape Seal Program. 7.1.1.2 California/Bellevue Lighted Crosswalks Mr. Chou advised that this project will be started in mid-July. 7.1.2 Staff Action Log Attached for review. 7.1.3 Burlingame Avenue Business District Parking Study Mr. Chou advised that the Commission approved recommending to Council a rate increase and, it will be presented to Council at their July 7th meeting. The City of Burlingame Page 4 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, June 12, 2003 7.1.4 Broadway Avenue Business District Rate Analysis Mr. Chou advised that the Commission approved recommending to Council a rate increase and, it will be presented to Council at their July 7th meeting. 7.2 From Commission to Staff 7.2.1 Reports of citizen complaints or requests Vice-Chair Cohen stated that a resident suggested requiring westbound traffic from Bellevue Avenue to only turn right onto El Camino Real. Mr. Chou advised that he is looking at the situation. 7.2.1.1 Status of Subcommittee working with Neighbors of 800 Block of California Drive on Parking Issues Comm. Warden stated that this project is on hold. Mr. Chou advised that Mr. John Jones, a businessman on California Drive, suggested making the whole street limited parking. Comm. Warden reported also that lawnmowers are blocking the sidewalk. Sgt. Cutler will report it to the Code Enforcement Officer. 7.2.2 Comments and communication - None. 7.2.3 Expected absences of Commissioners at the Thursday, July 10, 2003 meeting - None. 8. INACTIVE ITEMS. 8.1 Request for traffic control on Dwight Road - Phase I Gateway Improvements Mr. Chou stated there is new landscaping. He will check with staff to see if this item can be removed from the Agenda. 8.2 Request for speed limit enforcement on Trousdale Drive - Results of Traffic Data Gathering - Speed limits Mr. Chou advised that he has completed a new speed survey. Sgt. Cutler advised that the criteria to lower the speed limit has not been met. She stated that it appears the average safe speed is about 40 mph. Sgt. Cutler also stated that a letter to petitioners should be sent advising them of the steps the City has taken to enforce the speed limit and the reason(s) it will not be lowered.
