Dawn Cutler, Police Department Visitors:Stan Clark, 1319 Burlingame Avenue, Burlingame TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, May 8, 2003 1.CALL TO ORDER. 7:00 p.m. 2.PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 5 of 5 Commissioners present. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Approval of Minutes for March 13, 2003 Mr. Chou amended Item 7.2.1. The amended minutes were approved. 4.2 DISCUSSION ITEMS. 4.2.1 Parking Issues on City Hall Lane Mr. Chou described the dumpsters and cars parked on this street. The Fire Department’s concern for a fire lane is resolved since they choose to use the adjacent City parking lot. Staff suggests the following alternatives: •designate parking spaces •provide no parking •designate commercial loading zones From the floor, Mr. Clark stated that this area used to be a mess, but with the help of the City’s Code Enforcement Officer, it is much better now especially with the added dumpsters. If parking will not be available to store personnel, drivers will be flying in and out for quick stops. Some of the space on this street adjacent to the stores is private property, e.g., behind the drug store. Also, the space is good for delivery trucks which keeps them off of Burlingame Avenue. Mr. Chou stated that west of Peet’s Coffee there is an indentation where two of the dumpsters could be placed out of the way, but there are two more which would be in the City’s right-of-way. Dumpsters are displaced now due to new construction at the corner of Burlingame Avenue and Park Road. Comm. Cohen suggested adding a loading zone at each end of the street with long-term metered parking in the middle. Chair McIver requested staff return with several alternatives when this item will be a Discussion item next month. Mr. Chou will send the adjacent businesses meeting notices for next month’s meeting. ACKNOWLEDGMENT OF NEW ITEMS. 5.1 Overnight Parking Permit Rate Increase Mr. Chou stated that at their March 18th meeting, City Council requested the Traffic Commission provide them with a recommendation on an increase in overnight parking permit fees. Currently, it is $20 per year. Mr. Chou will obtain the staff report the City Attorney had presented to Council at that meeting for this Commission’s consideration. 5.2 No Parking Signs on Rhinette Avenue Mr. Chou advised that a resident claims the new signs differ from the old signs. Mr. Chou will check with the City Attorney to make sure the Municipal Code is correct before changing any signs. 5.3 Red Zone at 1285 Oak Grove Avenue; and, STOP Sign Request at the Intersection of Oak Grove Avenue/Ansel Avenue Mr. Chou advised that a resident requests this stop sign due to sight visibility problems. Mr. Chou will perform a warrant study at this site. He will also check the site for the red zone request. 6. FROM THE FLOOR. None. 7. INFORMATION ITEMS. 7.1 From Staff to Commission 7.1.1 Traffic Engineer’s Report 7.1.1.1 Burlingame Avenue Centerline Mr. Chou advised that a centerline will be installed on Burlingame Avenue in the business district area. However, timing is a concern since he will coordinate the project with another striping job which will save the City some expense. 7.1.1.2 California/Bellevue Lighted Crosswalks Mr. Chou announced the contract for this project will be with Republic Electric. The preconstruction meeting will be next Tuesday. 7.1.2 Staff Action Log Mr. Chou advised that this will be attached to next month’s agenda. The City of Burlingame Page 3 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, May 8, 2003 7.1.3 Burlingame Avenue Business District Parking Study Mr. Chou announced that the next meeting is on May 28 at 7 p.m. The City will recommend an increase across the board for the area and Wilbur Smith Associates will provide a study showing where long term parkers are coming from and they will also provide a duration study. They will also be interviewing merchants and shoppers in the business area. 7.1.4 Broadway Avenue Business District Rate Analysis Mr. Chou said staff met with 15 businesses today and the merchants are comfortable with 50¢ per hour across the board increase. The merchants want to make the City parking lots for 2 hour parking only relocating long term parkers to outer areas. Mr. Chou announced that the next meeting with the merchants is on May 15. 7.2 From Commission to Staff 7.2.1 Reports of citizen complaints or requests Comm. Cohen received an email in favor of parking permits for residents. Comm. Warden stated a letter will be coming about noise from cars, e.g., radios ,etc. Officer Witt advised that this is already addressed in the Vehicle Code. Chair McIver advised that the BHS Vice Principal has been walking the area around the high school and no further complaints have been received about student parking. 7.2.1.1 Status of Subcommittee working with Neighbors of 800 Block of California drive on Parking Issues Comm. Warden stated that there is no meeting set yet because of the business district parking meetings. 7.2.2 Comments and communication Comm. Warden asked about the parking problem on El Camino Real. Officer Witt advised that he had checked with the City Attorney who confirmed that this is a Caltrans issue. Comm. Warden also asked about the El Camino vehicle on Douglas Avenue. Mr. Chou advised that the City Attorney is following up on this issue. 7.2.3 Expected absences of Commissioners at the Thursday, June 12, 2003 meeting - None. 8. INACTIVE ITEMS. 8.1 Request for traffic control on Dwight Road - Phase I Gateway Improvements The City of Burlingame Page 4 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, May 8, 2003 Mr. Chou stated that the landscaping plan is still in the hands of the residents. 8.2 Request for speed limit enforcement on Trousdale Drive - Results of Traffic Data Gathering - Speed limits Mr. Chou advised that he is performing a new speed survey. Officer Witt submitted the Selective Enforcement Report which shows 34 citations issued and stated that the police continue to enforce this area. 8.3 Hillside Drive uphill of Alvarado Avenue - Additional Speed Controls Mr. Chou advised that the City received a County resolution keeping the speed bumps in place.
