Humboldt Street, San Mateo TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, March 11, 2004 1.CALL TO ORDER. 7:00 p.m. 2.PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 5 of 5 Commissioners present. 4.CURRENT BUSINESS. 4.1 ACTION ITEMS. 4.1.1 Approval of Minutes for February 12, 2004 Vice Chair Warden requested a change in Item 8.2.1, second paragraph, from “commercial zones” to “residential zones.” It was moved and seconded (Comms. De Angelis/Warden) to approve the amended minutes; approved by voice vote, 4-0-1 (Cohen abstained). 4.1.2 On-street parking study for 800 block of California Drive Vice Chair Warden discussed the subcommittee’s proposed changes. The green zones will be eliminated since they can’t be enforced by the short-staffed parking enforcement officers; with uniform 2-hour parking, enforcement on this street will become part of a regular route; and overnight parking permits will be issued only to residents for eastside California Drive parking. From the floor, Denise Giusto requested that the green zone at 859 California Drive be retained. Han Bean requested permit parking for the residents along this part of California Drive. Steve Wieranga requested uniform parking limits on California Drive. Mr. Chou suggested that for the few residents on this block, they should try to fully utilize all the on-site parking which is available to them. It was moved and seconded (Comms. Cohen/Warden) to recommend to Council to implement the subcommittee’s parking plan proposal dated February 10, 2004; unanimously approved by the Commission. 4.2 DISCUSSION ITEMS. 4.2.1 Request removal of 2-hour parking limit on Occidental Avenue Chair Cohen stated that he canvassed the neighborhood for opinions and concerns about the current parking situation. He stated that he found a 50-50 split between support and objection on this matter. From the floor, Frank Kelly requested removing the 2-hour signs or not enforcing them. Jeriann Fleres requested removing the signs or providing resident parking permits. Susie Klein requested removing the signs or providing resident parking permits. Joe McVeigh asked about the City wanting to buy the property next to Lot H for more parking. Mr. Chou commented that since there was no clear indication from the residents one way or the other, a permanent action could cause the City to come back soon after to undo that action. He suggested that the Commission consider a temporary action such as having Public Works crews temporarily remove the signs as an experiment. Comm. Condon then suggested removing the signs for a year to allow enough time for the public to respond to the change. Chair Cohen suggested sending a notice to the local residents of the temporary sign removal so that they are aware that the current parking enforcement action would be suspended for that testing time period. It was moved and seconded (Comms. Condon/McIver) to make this an Action item; it was then moved and seconded (Comms. Condon/McIver) to temporarily remove the 2-hour parking signs for one year with two quarterly reviews by a committee made up of three residents of the affected streets to monitor results. Unanimously approved by the Commission. Frank Kelly accepted to chair this committee at Chair Cohen’s request. Also, Mr. Kelly is to select two residents with contrary views to balance the committee which will be confirmed by the Commission at the next meeting. 4.2.2 Requests to review Dwight Road for speeding problems Mr. Chou explained that the residents felt that vehicle speeds have not been significantly reduced despite the construction of the traffic bulbouts. He recommended installing an 80-foot centerline. He also restated the previous report about the estimated $75,000 cost to install “actuated” traffic signals at Peninsula Avenue. He said that this cost would have to be shared by San Mateo and Burlingame, but that this amount is currently not available in either city’s budget. It was moved and seconded (Comms. Warden/McIver) to make this an Action item; it was then moved and seconded (Comms. Warden/De Angelis) to install an 80-foot centerline as recommended by staff. Unanimously approved by the Commission. 4.2.3 Request for 4-way Stop sign at the intersection of Sherman Avenue and Cortez Avenue Mr. Chou reported that there were no accidents at this site in the past two years, and that based on the City’s approved Stop Sign Warrant study, recommended to deny the request for a 4-way stop at Sherman and Cortez. From the floor, Mr. Lipscomb stated that the volume is not the issue; but that speed is the issue. He said that drivers go for two blocks before they have to stop. Sgt. Cutler stated that enforcement could be increased on the street on a rotational basis since the officers also have other enforcement locations to focus on. It was moved and seconded (Comms. Condon/Warden) to make this an Action item; it was then moved and seconded (Comms. Warden/Condon) to deny this request. Unanimously approved by the Commission. 4.2.4 Request for two white zones at 261 California Drive The City of Burlingame Page 3 TRAFFIC, SAFETY AND PARKING COMMISSION Meeting Minutes - Approved Thursday, March 11, 2004 Mr. Chou recommended denial of this request since the City would lose at least two metered parking spaces all day for two white zones used only at night. He also said that because these spaces were actually diagonal, it was more likely that more than two metered spaces would be lost, since there are no such things as diagonal passenger loading zones. Vice Chair Warden expressed concern that other food establishments would follow suit if white zones are allowed at this site. It was moved and seconded (Comms. Warden/Condon) to make this an Action item; it was then moved and seconded (Comms. Condon/Warden) to deny this request. Unanimously approved by the Commission. 4.2.5 Request for speed bumps on Oxford and Cambridge Roads or sealing off these streets from El Camino Real Mr. Chou stated that the city currently has no policy approving the use of speed humps/bumps on public streets. He added that speed humps are listed as possible traffic calming devices in the City’s Residential Traffic Calming Program. He recommended adding this request to the Residential Traffic Calming Program waiting list. Vice Chair Warden stated that sealing off the streets would only move traffic to another street. It was moved and seconded (Comms. Condon/McIver) to make this an Action item; it was then moved and seconded (Comms. Condon/McIver) to deny both requests and to place the request for speed bumps on the Residential Traffic Calming Program waiting list. Unanimously approved by the Commission. 4.2.6 Poplar/Amphlett/US 101 Interchange Plans Mr. Chou advised that the City of San Mateo received a ranking for their funding request to alter this interchange. He reviewed their consultant’s study and discussed potential traffic problems for Burlingame as a consequence of the three scenarios in the study. Mr. Chou stated that he advised San Mateo of these problems in a letter to them. Mr. Chou said that San Mateo is planning to have a public meeting in June. Chair Cohen requested that the City of San Mateo and their consultants make a presentation of their plans to this Commission. From the floor, Messrs. Lingaas and Mahaffy submitted a copy of letters they sent to the City of San Mateo and to the residents of the Woodlake complex located between Humboldt Road, Peninsula Avenue and North Delaware. Chair Cohen thanked both residents for informing this commission of San Mateo’s plans. ACKNOWLEDGMENT OF NEW ITEMS. 5.1 Request for crosswalk on Oak Grove Avenue at Burlingame Aquatic Center Parking Lot This will be a Discussion item next month. 5.2 Evaluate on-street parking situation on 1300 block of Cortez Avenue and Cabrillo Avenue Mr. Chou stated this is staff-initiated and will be a Discussion item next month. 5.3 Request to change existing yellow zone to a green zone at 139 Primrose Road Chair Cohen submitted a letter he received from Christian Action Life Line requesting this change. This will be a Discussion item next month. 6. FROM THE FLOOR. 6.1 Rebecca Judd requested data be presented at the next meeting on the volume and general speed of traffic on Canyon Road as well as the number of reported accidents and number of citations issued. She stated that there are a lot of blind curves on this road and would like to see traffic slowed down. Speeding occurs at any time of day, not just during commute hours. 7. INFORMATION ITEMS. 7.1 From Staff to Commission 7.1.1 Traffic Engineer’s Report Mr. Chou will report next month on the status of the left turn lane on Bellevue Avenue. Mr. Chou reported that he has asked SamTrans to relocate the bus stop from 827 California Drive, northward nearer to the Morrell pedestrian signals. 7.2 From Commission to Staff 7.2.1 Reports of citizen complaints or requests Comm. De Angelis stated that Mary Ann Saucedo asked about the status of the crosswalk on Carolan at Morrell. Mr. Chou stated that a work order had been sent out, but installation was delayed due to inclement weather. He will follow up on this item. Comm. Warden stated that a house on the northwest corner of Farringdon and Palm appears to be running a car service. Sgt. Cutler will check on this item. Comm. Condon stated that a resident on Dwight Road asked why there is no separate left turn lane from westbound Howard Avenue onto California Drive. Staff will check on this item.
