1. CALL TO ORDER. 7:00 p.m.

5. APPROVAL OF MINUTES -

8. PUBLIC COMMENTS
Mr. Horak requested that the Police Department give a status update on parking meter
labels identifying holidays on which meters are non-operational.
9. CURRENT BUSINESS
None.
Commissioner Warden requested through the Chair that Item 15 – Election of Commission
Chair and Vice-Chair for 2008 be moved forward.
Motion: Elect Vice Chair Conway to Chair for the Traffic, Safety and Parking Commission for
2008.

10. STAFF REPORTS
10.1 Traffic Engineer’s Report
10.1.1 Broadway/Paloma Avenue Crosswalk – Verbal Update
Mr. Chou reported that Saturday, December 16 th the lighted crosswalk will be
installed which will result in a closure at 11:00 pm and by Sunday morning the
system will be functioning.
Commissioner Warden recommended a groundbreaking ceremony to bring
awareness of this installation. The ceremony will be held on Sunday at 10:00
am.
10.1.2 Commission Procedures Policy – Verbal Update
Mr. Chou reported that he will be working with Chair Conway on Commission
procedural documents. The purpose is to provide every Commissioner with
this resource and tool.
Discussion occurred regarding the need for particular current agenda items,
Quad map concept, the order of the agenda items and policy on addressing
unagendized public comments.
10.1.3 Traffic, Safety & Parking Seminar Series – Verbal Update
Mr. Chou reported that due to the holidays and consultant availability , it was
recommended that the first series be offered during the beginning of 2008. The
Commission agreed.
10.2 Traffic Sergeant’s Report
10.2.1 Community Speed Watch Program – Verbal Update
Sergeant Williams reported that the Community Speed Watch Program is
currently going through its final approval stage and should be fully approved by
the end of the year and should go live sometime in January and will be presented
to Council in January as well. The program is designed to be a partnership
program with the community and allow citizens to make an impact on the safety of
their neighborhoods.
Discussion occurred regarding the details and specifics of the program.

13. COMMUNICATIONS
Commissioner Noworolski reported that he had a conversation with Mr. Menicucci regarding
possible red curbing near Ray Park from Albermarle Way. Mr. Chou replied that he had
spoken with Mr. Menicucci and that there is already a work order in place.
Commissioner Warden inquired of Mr. Chou the status of exorbitant number of signs,
particularly Black Sea Gallery in terms of compliance with ordinances. Mr. Chou replied that
this issue had been referred to the City Attorney’s office.
Commissioner Bohnert inquired as to the status of the parking permit program. Mr. Chou
replied that it will be going to the Council at the beginning of the year.
Commissioner Warden inquired as to the replacement status of the radar trailer. Mr. Chou
replied that Sergeant Shepley is looking into writing a grant to procure this. Mr. Chou
expressed that this may not be necessary as a grant request is already submitted for
portable radar boards.
14. COMMISSION & COMMITTEE REPORTS
14.1 Burlingame Bicycle/Pedestrian Advisory Committee
Commissioner Bohnert reported that the committee discussed the safety of the
pedestrian bicycle ramp adjacent to the Broadway over ramp. Mr. Chou reported
that the focus of the discussion was whether or not to apply for a TDA grant to
address this area. Mr. Chou reported the decision was m ade to put in an
application for bike maps for public distribution instead. Applications are due
January 11, 2008. Commissioner Bohnert mentioned that he and Mr. Chou have
completed the Engineering section of the League of American Bicycle Friendly
Community recognition application. There are several sections of the application
that still needs to be completed prior to the due date in March 2008.
14.2 Miscellaneous Reports
Mr. Chou gave a follow up on the status of the pedestrian obstruction on Trousdale
near Magnolia Avenue and Ogden Drive due to construction. Mr. Chou reported
that the progress of this construction is at a point that the sidewalk can be opened
up again.
Commissioner Warden stated that he may not be available for next month’s
scheduled meeting and hoped that if others were not available also perhaps the
next meeting could be moved to another date.
Commissioner Warden recommended that a TDA grant application should be
consider for a lighted crosswalk at Burlingame Avenue and Park Road.
15. Election of Commission Chair and Vice-Chair for 2008
