4. ACKNOWLEDGEMENT
Chair James acknowledged the presence of Mayor Nagel, Councilmember Keighran,
Councilmember Cohen, and Syed Murtuza, Assistant Director of Public Works. Chair James
also congratulated and acknowledged the recent appointment of Syed Murtuza as the new
Public Works Director, effective August 23, 2007.
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of June 13, 2007 as submitted.

6. CHAIR’S PROLOGUE
Chair James discussed the 4-prong test that must be met for matters to be brought before
Council - that being speeding, signage, budget matters or controversial issues. Chair James
also mentioned that Peninsula Television would run video of these meetings if video is
provided as another means for community activity involvement. Lastly, Chair James stated
that several people, namely Sharon Menicucci, has been advocating and actively working
within the community on a Traffic and Safety Awareness Program.
7. CONSENT
Chair James requested that Items 9.1, 9.2 and 9.6 be moved to the Consent Calendar and
Items 14.1 and 14.2 be brought up earlier. Commissioner Warden stated that he would like
Items 9.2 and 9.6 to remain on the agenda for discussion.
Item 9.1 - Proclamation for Craig Horak remained on the Consent Calendar. A proclamation
was presented to Mr. Horak by Chair James, and read by Commissioner Bohnert.
Motion: To approve the Consent Calendar.

14. COMMISSION & COMMITTEE REPORTS (Item taken out of order)
14.1 Burlingame Bicycle/Pedestrian Advisory Committee
Commissioner Bohnert reported that the committee met this evening. Plans are in place
for 18 locations primarily on Burlingame Avenue and one in front of the store on Oak

Grove Avenue.
14.2 Biannual Commission Report
Commissioner Warden stated that will be completed before the next Council meeting.
Miscellaneous Report:
Chair James opened the discussion on the Easton Tree. Commissioner Warden
reported that he and Commissioner Bohnert attended the Beautification Commission
meeting on behalf of TSPC. Commissioner Warden stated that parking issues, as it
related to the reforestation plan, needed to be on an upcoming agenda.
8. PUBLIC COMMENTS
Sharon Menicucci presented a copy of the Traffic Safety Awareness Program Summer flyer
and reported that she had met with Councilmember Keighran and the school board.
9. CURRENT BUSINESS
9.1 Proclamation for Craig Horak
Approved on Consent Calendar.
9.2 Hillside Drive/Balboa Avenue crosswalks
Mr. Chou presented the staff report which recommends periodic pedestrian volume
counts for Hillside Drive and Balboa Avenue between September and November of this
year. Furthermore, spot radar speed surveys should be conducted at the same time to
determine prevailing vehicle speeds during critical pedestrian/vehicu lar commute times.
If data results show significant volumes, staff would present results to the Commission at
that time for additional measures.
Chair James sought public comment.
Ms. Giorni thanked the Commission for the crosswalk and reported that one red curb
was not painted yet, and that the neighborhood was reconciled at this time with what has
been done at this intersection.
9.3 Presentation on City Lot V parking study results
Joe Kott of Wilbur Smith Associates made a presentation on the Parking Lot V Study.
The summary of the findings were:
Lot V and Study Area parking demand heavier in late afternoon and evenings.
Parking availability in late afternoon, evenings tends to be East of California Drive
Loss of Lot v would impact convenience to parkers, induce a shift in demand to
less well-lit and active areas, and result in meter revenue loss

Partial closure of Lot V provides dedicated plaza space without net loss of parking
in Caltrain station area but with loss in meter revenues.
Discussion occurred amongst the Commissioners regarding the various options
presented. Mr. Murtuza mentioned that Caltrain improvements would include adding 8-9
spaces on South Lane, which would also include additional lighting.
Chair James sought public comment.
Susan Castner-Paine and Bobbi Benson expressed their enthusiasm for the Centennial
Plaza and supported the abandonment of Lot V.
Quent Cordair questioned whether action needed to be taken this evening , and
requested the opportunity to bring the study results back to the businesses.
Joanne Garrison asked for clarification of the spaces lost.
Sarah Stinger expressed her concern of funding for the plaza since the City cannot pay
to repair their sidewalks.
Mike Harvey expressed his concern over the frequency of the new electrified light rail
cars, impact of congestion in this area should Lot V be converted to a plaza and being
such a complicated matter that perhaps it should not occur until after the Caltrain
improvements.
Ken Shrum expressed his concern for the impact to businesses with the reduction of
parking spaces in this area.
Pat Giorni expressed her concern about giving up parking spaces in the downtown area.
Motion: Table the discussion until next month to get more input from the downtown
businesses.

9.4 Commission consideration of a Residential Permit Parking Program
Chair James opened the floor for public comment.
Peter Gum, John Dyer, Erick Vintner, Gene Cram, Victor Imaging expressed their
support for a residential permit parking program.
Rudy Horak, on behalf of Ross Bruce of the Broadway Merchants Association, Sarah
Stinger, Jenny Lau stated that they were not in favor of a residential parking permit
program.

Katie O’Brien, Dave Lombardi, and John Dyer asked for clarification on some of the
details of the program.
Pat Giorni suggested that perhaps meters should be placed in these two hour zones and
a reasonable number of parking permits be available to the residents.
Mr. Chou also presented letter from the public in which two were supportive and one
opposing the residential parking permit program.
Discussion occurred amongst the Commissioners regarding clarification of the areas
affected, the need of such a program, consideration of all areas of Burlingame – not just
the downtown area, and the need for the areas to be designated on the permits
themselves.
Chair James clarified that the Commission was voting on the concept, not the details of a
Residential Permit Parking Program.
Motion: Accept the recommendation of staff to accept the concept of a Residential
Permit Parking Program.

9.5 Consideration of centerline dome markers on Adeline Drive
(No discussion took place as item was mistaken to be on Consent.)
9.6 Commission consideration to host Traffic, Safety and Parking Seminar series.

10. STAFF REPORTS
10.1 Traffic Engineer’s Report
Mr. Chou reported that staff, a Commissioner met with the residents of Winchester
Drive on general traffic safety. A Councilmember was also able to join the meeting.
At the meeting, it was determined that the main concern was speeding. The residents
were provided with information on traffic calming measures and given a copy of the
City’s Residential Traffic Calming booklet.

Commissioner Bohnert added that there were residents that represented 16
households at this meeting, and that they were very excited to hear of a Residential
Permit Parking Program. However, he was concerned that in this evening’s
discussions, it appeared that their neighborhood might not be included in the permit
program, and many of them had already left this meeting.
