4. ACKNOWLEDGEMENT
Chair Noworolski acknowledged and thanked former Commissioner Michael Bohnert for his
years of service to the Commission.
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of September 10, 2009 as submitted

6. PUBLIC COMMENTS
None.
7. CURRENT BUSINESS
7.1 City Parking Stall Standards
Mr. Chou presented a Staff Report seeking Commission concurrence to recommend to
the City Council the revision of City parking stall standards to 8 ’-6” wide by 19’-0” long.
He said that the revised standards would better reflect the more common use of
modern, smaller vehicles with shorter doorswings and would meet the standards used
by the majority of cities surveyed in the area. He added that once this commission
reviewed the standards, staff would go to the Planning Commission for concurrence as
well before finally going to City Council for approval.
Motion: Support the staff report to recommend to City Council the revision of City
parking stall standards from 9’-0” wide by 20’-0” long to 8’-6” wide by 19’-0”
long.

7.2 24-Minute/Short-term Parking on Burlingame Avenue
Mr. Chou stated that there are currently several 24-minute short term spaces along
Burlingame Avenue that were installed many years ago to accommodate certain
businesses that needed short term parking spaces. He said that some of these
businesses might have come and since gone, and that the spaces needed to be
reevaluated, reallocated or justified. Mr. Chou said he would look at what type of usage
these spaces are getting and provide an update at subsequent meetings.
Commissioner Londer volunteered to assist Mr. Chou on this matter.
8. Staff Reports
8.1 Traffic Engineer’s Report
8.1.1 City Parking Lot H Conversion
Mr. Chou reported that the conversion of City parking lot H to a pay lot is currently
occurring. The pay box would be installed in early December and the
implementation of the parking charge would occur some time between mid-
December to early January, with a grace period allowed.
8.2 Traffic Sergeant’s Report
8.2.1 Residential Permit Parking Program
Sergeant Shepley reported that the Chief of Police sought adoption of the
Residential Parking Permit Program which had been a pilot program. The City
Council adopted the resolution and the program has been extended beyond the
initial pilot program area.
Mr. Chou stated if a particular request for the Residential Parking Permit becomes
controversial it will be brought forth to this Commission. Signage will be installed
where necessary indicating a Residential Parking Permit area.
8.3 Commissioners’ Comments and Concerns
8.3.1 Miscellaneous Comments and Concerns
Commissioner Londer mentioned his concern for people using cell phones while
driving and would like to see it as an enforcement issue.
Commissioner McDonnell reported that the east side by Rollins Road at the
pedestrian overcrossing has a fence that is held up by an orange bar. The orange
bar creates an obstacle which must be negotiated and can be a ha zard. Mr. Chou
said he would bring this to the attention of CalTrans.
Chair Noworolski stated that there have been a significant number of accidents at
the intersection of Ray Drive and El Camino Real. Mr. Chou stated that he could
gather accident data and formulate how to address the issue to determine
whether the problem is a design or enforcement issue and let Caltrans know.
Sergeant Shepley reported that he would add this intersection to the Selective
Enforcement list.
9. COMMUNICATIONS
Mr. Chou reported that he was forwarded an email from Mr. George Pope who complained
about having parking meters in the library parking lot. Mr. Chou stated that city staff had
already been in contact with Mr. Pope, but would contact him again to see if he wanted to
further pursue this matter.
10. COMMISSION & COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC)
Mr. Chou reported that the subcommittee met earlier this evening. Mr. Chou reported
that San Mateo County would not have a 2010 TDA Grant application cycle. He said
that the County decided that by doing so, there would be a larger pool of grant funds
available for the 2011 cycle.
Chair Noworolski noted that the B/PAC subcommittee needed another Commissioner
due to the departure of former Commissioner Bohnert. He said that filling the missing
subcommittee position would be tabled until next month or after the Commission
vacancies are filled.
10.2 Website/Communications Subcommittee
Commissioner McDonnell stated that he recently became aware of Citizen Connect,
and that perhaps this tool could be utilized for parking concerns.
10.3 Neighborhood Parking Working Group
None.
