Don Shepley, Police Department Joanne Louie, Administrative Secretary, Public Works Visitors: Pat Giorni, 1445 Balboa Avenue 1. CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 4 of 5 Commissioners present. (Commissioner McDonnell absent) 4. ACKNOWLEDGEMENT None. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of June 11, 2009 with the correction of resident’s last name “Treft” on page 1 under Visitors and page 3 under 7.2. M/S/C: Bohnert, Serrato; 4/0/1 (McDonnell - absent) 6. PUBLIC COMMENTS Ms. Giorni suggests that the Police Department address bicyclist scofflaws - bicyclists who run traffic lights. Ms. Giorni suggests a 6 month warning program. Ms. Giorni also suggests that education is needed so that children are aware that bicycles are to be walked on sidewalks and not ridden. 2 of 4 7. CURRENT BUSINESS None. 8. Staff Reports 8.1 Traffic Engineer’s Report 8.1.1 California Drive Signal Controller Upgrade Project – Verbal Report Mr. Chou reported that the new controllers are installed and are currently side by side with the old controllers. They hope to have a burn -in test period for the new controllers. 8.1.2 Bayshore Highway Signal Interconnect Project – Verbal Report Mr. Chou reported that staff is going to Council on Mon day to reject all bids due to a recurring problem on the upgrade software licensing cost. He said that staff plans to rebid the project without the software element. 8.1.3 US 101 Auxiliary Lane Project – Verbal Report Mr. Chou reported that no work is currently happening at the Broadway POC landing. He added that all the parts are on backorder and it will be approximately 13 weeks before any construction work can begin. 8.2 Traffic Sergeant’s Report 8.2.1 Selective Enforcement Report Sergeant Shepley provided the current selective enforcement list to the Commission. He reported that the list is currently one half to one third shorter than it used to be when he previously served as the Traffic Sergeant. Sergeant Shepley reported that the Police Department was also considering Red Flex for approaches to Highway 101. Sergeant Shepley reported that last month there were 110 Red Flex tickets issued. 8.3 Commissioners’ Comments and Concerns 8.3.1 Miscellaneous Comments and Concerns Commissioner Londer mentioned that there is a High Speed Rail Town Hall meeting on August 26, 2009 in Menlo Park. Mr. Chou mentioned that there is a High Speed Rail Teach -In on September 12, 2009 in Palo Alto. 3 of 4 9. COMMUNICATIONS None. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that there was a small meeting held this month and provided an update of things occurring. He said the Howard Avenue bike lanes have been designated with temporary markings; and, the California Drive bike lanes designations should occur in the next two to three months. He also mentioned that the Family Bike Ride events need more volunteers for September 12, 2009. Currently there are 40-80 participants. 10.2 Website/Communications Subcommittee Commissioner McDonnell absent – no report. 10.3 Neighborhood Parking Working Group 10.3.1 Capuchino Avenue 10.3.2 Myrtle Road The above two items were discussed as one. Chair Bohnert mentioned that the Neighborhood Parking Working Group met and brainstormed the hot topic issues and expressed the need to come up with some solutions. The list of issues being:  Work trucks/vehicles bough home – parked in residential streets  Long-term parking  Employee parking / business day-long parking  Taxi, limos, busses  Campers, boats, RV’s  Large vehicles  Residential driveway ingress-egress Ms. Giorni asked that “dumpster and storage units” be added to the list. Discussion occurred as to solutions to some of the above noted issues. This included looking at expanding the Residential Parking Permit Program and reviewing current ordinances. 4 of 4 Mr. Chou stated that the next steps for the subcommittee should be planning a meeting with each of the two neighborhoods and prepared to give them some ideas and/or options of what can be done to address their concerns. 11.
