ROLL CALL. 3 of 3 Commissioners present. 4. ACKNOWLEDGEMENTS None. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of December 10, 2009 with the followings corrections: - Item #9 last sentence second reference to “Commissioner” should read “Commission” - Correct spelling of Commissioner Serrato’s first name from “Carolyn” to “Caroline” M/S/C: Londer/Serrato; 3/0/0 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Parking Lot C Stormwater Green Streets Parking Lot Project – Update and Discussion Mr. Chou introduced City staff members Jane Gomery, Program Manager, Lisha Mai, Assistant Engineer and Bill Lowry, Senior Inspector. Staff gave a presentation on the current configuration and new configuration of Parking Lo t C Stormwater Green Streets Project. Construction is scheduled to begin Monday, January 18, 2010, weather permitting. Blossom Valley Construction also had representatives on hand to answer questions pertaining to construction. Chair Noworolski opened the floor for public comment. Audience members asked for clarification of closure dates and whether or not available meters would be operational during this period. Commissioners Serrato, Londer and Noworolski expressed their support of this project. Mr. Chou mentioned that resurfacing and repaving the lot is not part of the project as it is not covered by the grant which is funding this project. He stated that resurfacing/repaving would be included in a future project likely in the summer or fall. 7.2 Burlingame Avenue 24-Minute/Short-term Parking Evaluation – Update and Discussion Mr. Chou presented raw data of an on-going 24-minute/short term parking space study in the downtown Burlingame Avenue area. The data was for a one-day segment which was conducted on Wednesday, January 6, 2010 between the hours of approximately 11:00 am and 2:00 pm; and, showed the percentage of time a space was occupied during the study time period. He said that the full study would be completed by the next meeting and a full analysis would be presented then. 8. Staff Reports 8.1 Traffic Engineer’s Report 8.1.1 City Parking Lot H Conversion – Staff Update Mr. Chou reported that City crews were nearing completion of the project to convert Lot H from a free lot to long-term pay box lot. He reported that on January 19, proper signage will be posted, followed by a grace period prior to enforcement. On February 1, the lot would be operational. 8.1.2 101 Auxiliary Lane Project – Staff Update Mr. Chou reported that the bulk of this project is complete except for the work at the Broadway POC landing. That part is waiting on the arrival of new traffic signal equipment. Mr. Chou stated that Caltrans expects this portion of work to be done by late February or early March, and that the chain link fence and K-rails will be removed from the site then. 8.2 Traffic Sergeant’s Report 8.2.1 Ray Drive/El Camino Real Intersection Evaluation – Staff Update None. 8.3 Commissioners’ Comments and Concerns 8.3.1 Miscellaneous Comments and Concerns None. 9. COMMUNICATIONS Mr. Chou stated that in the coming months there would be discussion regarding the Burlingame Avenue parking situation and the time limits of meters. He added that the discussions would include speaking with businesses. Chair Noworolski advised the Commission that there was yet another accident that he was aware of at Ray Drive and El Camino Real. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that there was no meeting for this month. He said that typically during the winter months there are no bike projects. Mr. Chou added that in the next couple of months, the committee would begin to discuss potential projects. 10.2 Website/Communications Subcommittee None. 10.3 Neighborhood Parking Working Group None. 11. FUTURE AGENDA ITEMS 11.1 City Parking Lot Q Possible Re-configuration (No Discussion/Pending) 11.2 Radar Speed Trailer Future (No Discussion/Pending) 12.
