Chair Noworolski acknowledged Councilmember Deal in the audience.
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of June 10, 2010 as submitted

6. PUBLIC COMMENTS
Jacky Wong expressed his concern regarding the duration of the green light when exiting
US101 and attempting to turn left at Rollins Road by Cadillac Way. The green light only
allows approximately 6 cars through which results in a queuing of vehicle and lengthy
delays.
7. CURRENT BUSINESS
7.1 Height Restrictions in Bayshore/Gilbreth Industrial Area (East Millsdale Industrial Park)
– Discussion
Mr. Chou presented a staff report and provided background information on the
proposed height restriction in the Bayshore/Gilbreth industrial area.

Chair Noworolski open the floor for public comment.
Michael McCracken, Toni Stevens, Sara Robertson, Chris Cook, Ron Perner, and
Elizabeth Koo all spoke in support of the height restrictions in thi s area. They expressed
their concern for safety due to visibility obstruction s, unsightly graffiti on the large trucks,
lack of parking for clients, and maintenance being performed on vehicles in the street at
night. It was also noted that most of the large trucks parked on these streets are not from
firms in Burlingame nor doing business in Burlingame.
The Commissioners, Traffic Officer and Mr. Chou discussed the intent of the proposed
restriction, which is to prevent long-term storage of large trucks on city streets in the
area. There was also discussion that the trucks are not businesses in Burlingame. Mr.
Chou stated that he would also make sure that appropriate language be used on the
signs.
Motion: Accept the staff report and concur with staff recommendation to install 6-foot
height restriction signs for Hinckley, Stanton, Malcolm, Mitten and Cowan
Roads.

8. Staff Reports
8.1 Traffic Engineer’s Report
8.1.1 101 Auxiliary Lane Project – Verbal Report
Mr. Chou reported that the project is nearly completed and that there was a
ribbon cutting ceremony at the Peninsula Overpass area to commemorate the
near completion of the project.
8.1.2 Broadway Interchange Project – Public Meeting Announcement
Mr. Chou reported that the Broadway Interchange Project is in its beginning
phase. Mr. Chou also encouraged the Commissioners to attend the up-coming
public meeting on September 15. He said that the meeting was for the public to
see the project and comment on the Draft Environmental Document. He added
that the design consultants will be present to answer any project questions.
8.1.3 Various School Safety Improvements – Verbal Report
Mr. Chou reported that some actions were being done at several school locations
in preparation for school starting later this month:
- Some crosswalk highlighting at Oak Grove & Acacia.
- Police Department to focus on double and triple parking on Howard.
- New pedestrian safety signage at the intersection at Adeline and Cortez,
and additional pedestrian studies in October.
Chair Noworolski asked that Mr. Chou speak in response to the earlier public comment
from Jacky Wong.
Mr. Chou got clarification from Mr. Wong that the intersection in question is the left turn
signal off southbound US101 by the Union 76 gas station at Cadillac and Rollins Road.
Mr. Chou stated that he would contact Caltrans to report the problem of vehicle queuing
at the off-ramp.
8.2 Traffic Sergeant’s Report
8.2.1 General/Selective Traffic Enforcement Report – Staff Update
Officer Witt reported that the Department’s Parking Enforcement Division is on a
deployment plan for the start of school. Officer Witt also reported that the school
resource officer would be returning to the schools. He added that tomorrow
morning would be a “Click It or Ticket” day.
8.3 Commissioners’ Comments and Concerns
Commissioner Simonson reported that she received an email inquiring why the motorist
involved in a recent cyclist/motorist injury accident on Old Bayshore was not cited .
Officer Witt responded that if the person was found at fault, the DMV would assign a
violation point on their driving record. Therefore, if the Police Department were to issue
a citation, the driver would be essentially incurring two points for the same incident. He
added that if an officer were to cite and testify in court, it requires a certain level of
expertise beyond basic accident investigation.
9. COMMUNICATIONS

10. COMMISSION & COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC)
Commissioner Simonson reported that B/PAC met earlier this evening.
Mr. Chou reported that there was a discussion about notification of the upcoming
Broadway Interchange Project because it has some elements of pedestrian and bike
safety issues.
Mr. Chou also reported that there are some future projects that the committee will be
looking at as a group.
10.2 Neighborhood Parking Working Group
None.
10.3 Website/Communications Subcommittee
Commissioner Akers reported that he met with Mr. Chou to discuss cleaning the
TSPC website, moving content, and Commissioner bios.
Discussion also occurred about email accounts and public contact information for
Commission.
