4. ACKNOWLEDGEMENTS
Appointment of Jeff Londer to San Mateo County Transportation Authority (SMCTA)
Citizens Advisory Committee was recognized.
Chair Londer acknowledged Mr. Chou and City staff for receiving funding for three TDA
grants.
Chair Londer recognized and congratu lated Commissioner Caroline Serrato on her
promotion to Captain of Police for the Town of Hillsborough
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of May 12, 2011 with following amendments: Visitors –
spelling of Marc, Item 3 Roll Call – 4 of 5 Commissioners present (Londer - absent), Item
7.1 Mr. Yelnick spoke of behalf of Citizens Environmental Council, and Item 7.2 spelling of
Siena.

6. PUBLIC COMMENTS
Ms. Giorni congratulated the two new members of the Commission for their appointments to
the County Transportation Authority. Ms Giorni also congratulated Commissioner Serrato on
her promotion to Captain of Police for the Town of Hillsborough. Ms. Giorni then spoke
regarding the need for enforcement of vehicles to park in the correct direction on streets.
7. CURRENT BUSINESS
7.1 Parking Lot G & N Modifications due to Intended Land Exchange between City of
Burlingame and St. Catherine of Sienna Catholic Church – Initial discussions
Mr. Chou provided a recap of last month’s meeting in which City Manager Nantell
explained the details of the land exchange deal and sought TSPC representation on the
stakeholders’ meeting. At that time, Commissioners Serrato and Simonson volunteered.
Commissioners Serrato and Simonson reported that that concerns arising from the
meeting dealt with short/long-term time limits on parking and the drop off areas for Call
Primrose and the day care facility.
Commissioner Serrato also attended the City Council meeting and assured them that
TSPC will address their concerns and resolve the matters that they can resolve.
Chair Londer opened the floor for public comment.
Ms. Sidone, spoke on behalf of DBID and reported that they didn’t see any objection to
the land exchange.
Ms. Giorni cited the example of McKinley School, where there has been a successful
student drop-off process; and, that there should be concern for people using the
crosswalks at the Primrose and parking lot locations.
Chair Londer closed the public comment period.
The Commission discussed an idea about having another driveway in the church site
for egress to improve the flow of traffic in their own parking lot. Mr. Chou explained that
this idea had already been discussed several years back when the City attempted to
address the short-term parking needs by changing several meters on Primrose (at
Howard) into 24-minute meters. He explained that the property owners did not find that
solution feasible at the time.
Mr. Chou explained that short-term parking could also be looked at farther south along
Primrose, or at the corners of Primrose and Howard. He also stated that due to the
construction of the Safeway project, an assessment of the current parking conditions
and needs might be less accurate.
It was suggested that this item be continued in October to determine if the opening of
Safeway has any impact and to encourage people in the area to attend a meeting on
this matter.
7.2 Parking Meter Upgrades, Rate and Parking Time Modifications (includes Burlingame
Avenue 2-Hour Parking Evaluation) – Initial discussions
Mr. Chou discussed the general plan regarding the parking situation in the Burlingame
Avenue downtown area. The discussion also dealt with the need to look at Smart
Meters; and, an analysis to examine possible time limit changes on the Avenue and rate
changes. There was also some discussion on potential use of other new technology to
improve parking, such as individual parking space sensor units to reset meters and/or
notify drivers of available spaces via mob ile phone applications. Mr. Chou also reported
that all these concerns were planned to be addressed with the impending streetscape
design work. He added that the design work would be occurring during the next eight
months.
Commissioner Noworolski urged that the Police Department revisit a trial period for
smart meters.
This item will be placed as a future agenda item with regular updates.
8. Staff Reports
8.1 Traffic Engineer’s Report
Mr. Chou reported that the design work was completed for the pedestrian overcrossing
by Rollins Road and Cadillac Way. The project is ready for construction, pending
permits from Caltrans.
On the Safeway project, Mr. Chou reported that work on new sidewalks, curbs and
gutters would begin on the Primrose side within the next two weeks.
On a related item, Mr. Chou reported that Caltrans finally approved the planned
driveway from El Camino Real into Lot K, by Walgreen’s.
Finally, Mr. Chou reported that all lights on the Broadway pedestrian overcrossing are
now all in working order.
8.2 Traffic Sergeant’s Report
No report, as Police staff were engaged in a DUI check station program.
8.3 Commissioners’ Comments and Concerns
8.3.1 Bike Safety Workshop
Chair Londer sought sponsorship from the Commission for the Bike Workshop
which would be taught by John Ciccarelli in conjunction with the Peninsula
Congestion Relief Alliance. He stated that sponsoring the workshop did not cost
anything. The workshop will be held on Saturday, August 20 th at 10:00 a.m.
The Commission agreed to sponsor the workshop and discussion occurred about
various methods of promoting this event, such as through flyers at local shops
and electronic notification.
8.3.2 Other Concerns and Comments
Chair Londer suggested that perhaps stickers on the street-side of meters be
labeled indicating the time limitations, particularly the 24-minute meters. Chair
Londer also mentioned the varying height of meters and “fogginess” of meter
windows, both of which makes it difficult to read when the meters are too high. Mr.
Chou stated that he would pass on this concern to the meter technicians and
coordinate between them and the maintenance personnel for future installations.
Commissioner Akers suggested that the shuttles post their schedule at stops. Mr.
Chou stated that the shuttle service was managed by the Peninsula Traffic
Congestion Relief Alliance and that he would have a staff member contact them to
investigate.
9. COMMUNICATIONS
None.
10. COMMISSION & COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC)
Mr. Chou reported that B/PAC met and discussed the three projects that received
TDA grant funding. He added that they discussed one of the projects in detail and
would be doing the same for each project in subsequent meetings.
10.2 Website/Communications Subcommittee
Mr. Chou stated that he would be coordinating with Commissioner Akers to have
“safety” and information brochures added to the website and continue to improve the
site.
10.3 Pedestrian Corridors Subcommittee
No report.
10.4 Neighborhood Parking Workgroup
Commissioner Akers reported that he emailed Jim Kennedy who visited last month to
follow up and express the interest of this workgroup to meet with him. As of this date ,
Commissioner Akers has not heard back yet.
