A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING THE CITY MANAGER TO EXECUTE AN ADMINISTRATIVE
SERVICES AGREEMENT WITH NAVIA BENEFIT SOLUTIONS TO ADMINISTER
THE HEALTH FLEXIBLE SPENDING ARRANGEMENT AND DEPENDENT CARE
FLEXIBLE SPENDING ARRANGEMENT (FSA) PLANS, AND THE DENTAL AND
VISION REIMBURSEMENT PLANS; AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A DIRECT DEBIT AND CREDIT AUTHORIZATION AGREEMENT WITH
NAVIA BENEFIT SOLUTIONS
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, the City of Burlingame has a contract with Navia Benefit Solutions to
provide Health Flexible Spending and Dependent Care Flexible Spending Plans for City
employees and now seeks to expand the contract to include the administration of the
dental and vision reimbursement plans; and
WHEREAS, the Human Resources Department has administered the dental and
vision plans since the self-insured plans were established; and
WHEREAS, medical records are protected under applicable privacy law, and it is
preferable to handle employee claims and records off-site under strict controls in order
to minimize the risk of unnecessary access to such information; and
WHEREAS, staff has determined that it is more cost effective and efficient to
contract the administration to a third party administrator; and
WHEREAS, Navia Benefit Solutions has effectively administered the City's
current FSA Plans, and staff anticipates the same high level of service and delivery with
the Vision and Dental Plans; and
WHEREAS, a Direct Debit and Credit Authorization Agreement with Navia Benefit
Solutions will allow employees to have funds directly deposited into their accounts and
will provide them with a Debit Card for FSA expenses.
NOW, THEREFORE, BE IT RESOLVED,
1. The City Manager is authorized and directed to execute an Administrative
Services Agreement with Navia Benefit Solutions to Administer the Health
Flexible Spending Arrangement and Dependent Care Flexible Spending
Arrangement (FSA) Plans, as well as the Dental and Vision Reimbursement
Plans; and is authorized to execute a Direct Debit and Cr7\1
uthorization
Agreement with Navia Benefit Solutions.

hereby certify that the foregoing resolution was introduced at a regular meeting of the
City Council held on the 19th day of December 2016, and was adopted thereafter by the
following vote:
