CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 3 of 5 Commissioners present (Commissioners Serrato and Simonson absent) 4. ACKNOWLEDGEMENT 5. APPROVAL OF MINUTES - Motion: To review and make a motion on the October 13, 2011 minutes at next month’s meeting. M/S/C: Akers/Noworolski; 3/0/2 (Simonson and Serrato absent) 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Oak Grove Ave. Traffic concerns – Discussion 2 Mr. Chou provided a follow-up to last month’s meeting on this matter. He said that actions such as crosswalks striping was already included in the annual thermoplastic striping project; and, that the street was on the selective enforcement list. He added that Engineering would be carrying out spot radar surveys to get a “snapshot” of when most speeding violations might occur. Mr. Chou stated that he would be happy to meet with Mr. Duncan to review these ideas if needed. Chair Londer opened the floor for public comment. Mr. Duncan explained that the he thought the peak period was during the start and stop times for Burlingame High School – approximately 8:00 am and between 3:00 and 4:00 pm. Mr. Chou presented illustrations of the crosswalk thermoplastic installation plans. 7.2 Carmelita Ave. Traffic concerns – Discussion Mr. Chou explained that this situation was very similar to Oak Grove in that this street was used as an alternate for east/west traffic. He stated that staff was evaluating installation of marked crosswalks, as well as studies to investigate whether stop signs were warranted. He concluded by saying that staff would try to conduct studies within the next several weeks. 7.3 Short-term parking around Lot G/Howard/Primrose area – Discussion Mr. Chou explained that since the Safeway construction was nearly complete, it was necessary to re-address the short term parking concerns at Howard & Primrose. He added that the area-wide parking study was still being completed. Mr. Chou presented an illustration of the current parking situation and time limits. He explained that some previous ideas concerned changing some time limits in the long-term parking lot (Lot G) to short-term parking. He reported that due to the land-exchange deal between the City and St. Catherine church, it was unknown as to how the church plans to handle their portion of the lot. Mr. Chou said he would bring study results back to the Commission next month. 8. Staff Reports 8.1 Traffic Engineer’s Report 8.1.1 Thermoplastic striping project update Mr. Chou presented aerial plans on what was included in the project. Plans for the Oak Grove Avenue portion had already been shown previously in Current Business Item 7.1 above. On Trousdale Drive between Marco Polo and California Drive, the project is to replace worn out painted stripes and buttons with new thermoplastic striping and replacement buttons. Mr. Chou explained that the plans also showed the removal of an old, near-midblock crosswalk between the 3 intersections at Marco Polo and at Ogden; and, the installation of new ones at the stops immediately at Marco Polo and at Ogden. 8.1.2 Requests for stop signs, crosswalks and speed control • Murchison/California – Mr. Chou reported that upon collection and evaluation of data for the stop sign warrant study, staff would share results with the City of Millbrae. If the minimum requirements were met, then coordination work would commence between the two city staff to proceed with stop sign installations. If warrants weren’t met, other safety actions would be considered. • Alvarado/Hillside – Mr. Chou explained that a stop sign warrant study was also being conducted at this location, per a resident request. He said that the intersection configuration was unusual; and, that if the minimum requirements are met for stop signs, the neighborhood would be notified for public input. Updates to the Commission would be presented once all the data was tabulated. • Sanchez – Mr. Chou reported that there was speeding concerns for this street, especially between California Drive and El Camino Real. He stated that evaluations regarding new marked crosswalks, speed enforcement, and stop signs were being conducted to address the concerns similar to Current Business Items 7.1 and 7.2 above. Updates to the Commission would be presented once all the data was tabulated. • Lincoln/Laguna – Same concerns and actions as Sanchez Avenue above. • Grove/Laguna – Same concerns and actions as Sanchez Avenue above. 8.2 Traffic Sergeant’s Report Corporal Witt stated that it was still too early to report on the status of the Office of Traffic Safety (OTS) grant. Parking enforcement has been working on Carmelita Avenue. Oak Grove Avenue has been placed on the Selective Enforcement list. He added that Police staff was also preparing for the December 2nd Tree Lighting Ceremony which should produce significant traffic. 8.3 Commissioners’ Comments and Concerns None. 9. COMMUNICATIONS Mr. Chou received three communications: 4 • Letter from Jackie Martin regarding lane configuration and left-turn problems at Humboldt and Peninsula Avenues. Mr. Chou stated that he had contacted City of San Mateo; and, that they would take the lead on these concerns. Mr. Chou explained that he would update the Commission on this matter depending on the outcome of San Mateo efforts. • Email from Janet McDonald regarding speeding concerns at Larkspur Drive and Linden. Mr. Chou stated that staff would contact her directly and determine if her concerns could be addressed on a staff level, then follow up with the Commission. • Letter from Katie Treu regarding safety concerns and parking issues for Neuchatel Avenue. Mr. Chou stated that staff would meet with Ms. Treu and return to the Commission if greater action was required. Chair Londer added that he responded to the first two communications to acknowledge receipt and would also be responding to the 3rd one. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) B/PAC did not meet this evening. They will be looking at possible future bike lanes and will present some conceptual ideas/drawings of possibility of bike lanes on Carolan Avenue. 10.1.1 Bike maps will be modified and brought to this Commission for review. 10.2 Website/Communications Subcommittee 10.2.1 TSPC at Farmer’s Market Chair Londer saw the TSPC table at Farmers Market and thanked Commissioners Akers and Serrato for their time. Mr. Chou provided bike maps and parking guides maps to distribute. Commissioner Akers stated that approximately 25-30 people, including the Mayor, stopped by the table. He added that residents gave input on their streets; and, that he would follow-up with a report. There was Commission discussion about repeating this form of outreach again. 10.3 Pedestrian Corridors Subcommittee No report. 10.4 Neighborhood Parking Subcommittee No Report 5 11.
