1. CALL TO ORDER. 7:00 p.m.

4. ACKNOWLEDGEMENT
Chair Akers acknowledged the appointment of Commissioner Wettan and re-appointment of
Commissioner Noworolski to the Traffic Safety and Parking Commission.
Commissioner Wettan and Noworolski expressed their pleasure in being on the
Commission.
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of November 8, 2012 as submitted

6. PUBLIC COMMENTS
None.
7. CURRENT BUSINESS
7.1 Public Works Traffic Safety Brochures – Discussion
Mr. Chou recapped that the Commission previously completed review of the Bicycle
Safety brochure; and that for this meeting, new comments were being collected for the
Neighborhood Traffic Safety Tips brochure and Pedestrian Crosswalks brochure. He
noted that the next two brochures for review will be Traffic Signals and Speeding
brochures.
7.2 Outreach Events – Discussion
Initial discussion was started regarding TSPC participation at events for 2013 to serve
for outreach purposes. Discussion included having the Commissioners work out
personal schedules for their individual participation prior to Farmers Fresh Market
starting up again.
7.3 Bicycle/Pedestrian Advisory Committee (B/PAC) and TSPC representation of B/PAC –
Discussion
Mr. Chou reported that Planning Commissioner David Cauchi was recently reappointed
to represent the Planning Commission at future B/PAC meetings.
Chair Akers led discussions on who might want to represent the TSPC on the B/PAC in
place of the vacancy left by Laurie Simonson. Commissioner Wettan expressed his
interest to join Commissioner Londer on the B/PAC for TSPC.
Motion: Commissioner Londer and Commissioner Wettan will be designated as the
Traffic Safety and Parking Commission representatives to the B/PAC.

8. Staff Reports
8.1 Traffic Engineer’s Report
8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks,
speed control, parking)
- Burlingame Ave/Lorton Ave. Stop Sign Warrant Study
Mr. Chou noted that the intersection on this item is actually Burlingame Avenue
and Park Road. An email communication was received requesting that the City
look into a 3-way stop at this intersection. Mr. Chou explained that a prior request
and Stop Sign warrant study was done, but the results showed that the minimum
warrant requirements for a 3-way stop could not be met at that time. He stated
that a second study will be performed since some time has passed, to determine
if traffic volume or patterns have changed. Mr. Chou said that if the warrant
conditions could be met for this study, he would bring this matter back to the
Commission for additional public comment.
8.1.2 Construction and Design projects
- Annual Thermoplastic Striping Project
Mr. Chou reported that this annual project was contracted and ready to
commence. He also provided plans of three additional intersections that have
been included as part of this year’s thermoplastic striping project. He said that
these intersections were chosen for additional striping because they are wide
intersections, with high potential for vehicle conflicts due to sight-visibility
concerns. The intersections are:
o Burlingame Avenue/Victoria Road/Rollins Road
o Oak Grove Avenue/Bloomfield Road/Rollins Road
o Trenton Road/Dwight Avenue/Rollins Road
- Burlingame Avenue Streetscape Project
Mr. Chou reported that design plan completion was at 95% and that the project
was about ready for advertisement for bids.
- Broadway/US101 Interchange Project
Mr. Chou reported that 100% completion of the project design plans was fast
approaching. He said there was one meeting left between the City and the
design team to confirm previously discussed aesthetics and landscaping issues.
- Carolan Avenue Road Diet Design & Grant Application
Mr. Chou reported applications were due the next day (12/14/12) for the One Bay
Area Grant (OBAG). He reported that an application would be submitted for the
Carolan Avenue Complete Streets Improvement Project.
- California Drive/Bellevue Avenue Roundabout Design & Grant Application
Mr. Chou reported that, along with the Carolan Avenue project above, staff was
also submitting an OBAG application for a roundabout and traffic safety
improvements project for California Drive and Bellevue Avenue. He stated that
the project was an attempt to reduce vehicle speeds on California Drive when
approaching Burlingame Avenue, as well as a way to create more of a gateway
effect when coming to Burlingame Avenue.
8.2 Traffic Sergeant’s Report
8.2.1 General/Selective Traffic Enforcement Report
Sergeant Kiley reported that this past month’s efforts focused at City Hall for the
tree lighting ceremony and the downtown area due to complaints. Sergeant Kiley
also reported that, effective January 14, 2013, the Police Department would be
fully staffed with two additional officers.
8.2.2 Cortez Avenue Bicycle Accident – Update
Upon a previous Commission request, Sergeant Kiley reported on some specifics
regarding the fatal bicycle accident on Cortez Avenue several months back. He
informed that Commission that the tragic incident involved a cyclist that
accidentally rode between the connected trailers of a large tandem-trailer dump
truck.
8.3 Commissioners’ Comments and Concerns
Commissioner Wettan reported that some parents at Lincoln School were concerned
about the drop off and pickup at Devereux Drive. He stated that the school no longer
had “early bird – late bird” sessions and cited two specific problems:
- Vehicles were still coming the wrong way on Devereux Drive,
- Vehicles were double-parking in the middle of the street.
He said that the situation seemed to be an enforcement issue. Commissioner Serrato
stated that she had met with the principal in the past about the traffic situation. She
added that when the police were present, the drivers followed the rules but that once
they were gone, the problems would continue. Mr. Chou stated that he would look into
the situation again and determine if this item needed to be place on the agenda for a
future meeting.
Chair Akers thanked Sergeant Kiley and his team for their efforts at the tree lighting and
parade.
Chair Akers also mentioned that neighbors on Balboa Avenue also inquired about
parking citations being issued for wrong-way parking. Sergeant Kiley responded that it
was typically to issue warnings notices rather than citations initially.
9. COMMUNICATIONS
9.1 Georgia Rothrock – Bicycles on City Sidewalks
Chair Akers acknowledged materials received from Ms. Rothrock.

10. COMMISSION & COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC)
Mr. Chou reported that B/PAC met and discussed the OBAG applications. He also
reported that there was a discussion regarding an on-going bicycle and pedestrian
traffic study. The data from this study would be summed up and brought to the
Commission when all the data was compiled. Mr. Chou stated that a discussion also
occurred about public outreach and education to inform bicyclist about prohibited
riding on sidewalks.
11. FUTURE AGENDA ITEMS
11.1 Primrose Rd/Howard Ave: Possible 24-minute green zone
Mr. Chou explained that this item was still set for a future discussion item.

11.3 General TSPC Plan for 2013
Chair Akers asked that this item be added to Future Agenda Items for future
discussion.
