CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 3 of 4 Commissioners present. Commissioner Serrato absent 4. ACKNOWLEDGEMENT None. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of August 9, 2012 with the clarification of Item 8.1.1 “SamTrans to relocate the bus stop at BIS….” M/S/C: Londer/Akers; 2/0/2 (Noworolski abstained) Motion: To accept the minutes of September 13, 2012 as submitted. M/S/C: Noworolski/Londer; 3/0/1 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Fox Plaza Lane: Pedestrian Safety – Discussion Mr. Chou presented a staff report regarding pedestrian access on Fox Plaza Lane. Mr. Chou provided background information on the matter and provided the Commission with an update on actions already taken by staff. The staff report outlined concerns raised by Mr. Paul and actions either already previously taken or planned to address those concerns. Mr. Chou stated that one item still planned was the scheduling of work to install new truncated dome mats and traffic bollards at the Fox Plaza Mall entry way. He stated that staff would also perform a quick study of the exit pattern for Lot L to determine the feasibility of a Right-Turn Only sign at the exit to Fox Plaza Lane. Mr. Chou said that he would provide updates in future Engineer’s Report when appropriate. 7.2 Public Works Traffic Safety Brochure – Discussion Mr. Chou presented draft copies of the “Bicycles - Vehicles: Share the Road” public safety brochure. He stated that ultimately, the back of all the brochures would include contact information for the Commission, City web address, and perhaps meeting times. Mr. Chou said that the next brochures for review would be the “Neighborhood Traffic Safety” and the “Pedestrian Crosswalks” brochures. 8. Staff Reports 8.1 Traffic Engineer’s Report 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) • No parking Restriction on El Camino Real by Mills/Peninsula Hospital Mr. Chou reported that staff will schedule work to reinstall the No Parking signs that were present along this portion of El Camino Real prior to the construction of the new hospital building. • Residential Parking Permit Program update Mr. Chou reported that residents of the 200 block of Crescent Avenue have formally submitted their petition to participate in the Residential Parking Permit Program. Mr. Chou will proceed by bringing this matter to City Council in January 2013. Mr. Chou also reported that he met with some of the residents on Newlands Avenue; and, that they are looking into their petition process to be included in the Residential Parking Permit Program. • Larkspur/Linden Traffic Concerns update Mr. Chou reported that an initial traffic study was recently completed at this intersection and that staff would begin the process of installing a temporary traffic circle for six months. He stated that the City would carry out another study after that time to determine if any improvements resulted from the temporary installation, and whether the City should consider a permanent installation. 8.1.2 Construction and Design Projects • Annual Thermoplastic Striping Project Mr. Chou reported that this annual project was sent out for bids. He stated that besides all of Broadway to be thermoplastic striped, there were also various new pedestrian crosswalks and intersection striping for improved safety measures included in this year’s project. • Broadway/US101 Interchange Project Mr. Chou reported that plans will be 100% complete in January. Mr. Chou stated that he would be meeting again with the URS design team to finalize the design aesthetics components. • Carolan Avenue Road Diet Design Mr. Chou reported that some preliminary designs have been completed, and that staff would be submitting an application for the upcoming OneBayAreaGrant (OBAG) grant program for funding of this project. 8.2 Traffic Sergeant’s Report Sergeant Kiley reported that, effective January 1st, the Police Department will have one additional motor officer on staff to supplement the traffic division. Sergeant Kiley reported that patch.com in conjunction with American Express will be sponsoring many parking meters on Burlingame Avenue on November 17th for “Small Business Day”. Sergeant Kiley reported that Police staff was working with the Parks & Recreation Department in preparing for the Annual Tree Lighting Ceremony to be held on December 7th. 8.3 Commissioners’ Comments and Concerns Commissioner Londer asked for clarification of construction dates pertaining to Broadway Interchange. Mr. Chou explained that construction was planned to start at the beginning of 2014 and continue for about 2½ years. Commissioner Londer also asked for clarification regarding the Carolan Avenue Road Diet project. He wanted to confirm that the new design would call for one lane each way, with a center lane for turns. Commissioner Noworolski commented that he hoped city staff could work with Millbrae staff regarding the traffic back up in the morning at northbound El Camino Real, turning right onto Millbrae Avenue as a result of the removal of the dedicated right turn island. Mr. Chou explained that Caltrans has a policy to no longer having “pork-chop” islands for right turns. Mr. Chou stated that he would contact Caltrans to let them know that there are traffic concerns at this intersection that they need to look at. 9. COMMUNICATIONS 9.1 Nigel Pegg – Burlingame Avenue/Park Boulevard Mr. Pegg submitted a request for the City to look at stops signs on Burlingame Avenue at Park Road. 9.2 Adrian Salazar – Healthy Communities Forum Series Adrian Salazar submitted a flyer notice to inform the Commission and the public that the Healthy Communities Forum Series was starting up again. The forums will be held at the Fox Theater in Redwood City 9.3 Laurie Simonson – TSPC Resignation Ms. Simonson submitted her official letter of resignation from the Traffic Safety and Parking Commission. 9.4 Other Communications Chair Akers reported that he received a packet from resident Georgia Rothrock who wanted her comments read at last month’s meeting during Public Comment. The packet will be submitted for inclusion in next month’s agenda and meeting minutes. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that the committee met this month. He stated that the committee members have been conducting bicycle and pedestrian counts at key locations. He added that upon completion, there should be some data to share with the entire commission. Mr. Chou also reported that staff would be applying for One Bay Area Grant (OBAG) funds; and, that the applications were due on December 14th. He stated that staff would attempt to submit up to three applications if eligible: 1. Carolan Avenue Road Diet 2. Construction of a Roundabout at California Drive & Bellevue Avenue 3. Feasibility study for reconstruction of California Drive between Burlingame Avenue and Broadway 11.
