CALL TO ORDER. 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG. 3. ROLL CALL. 4 of 5 Commissioners present. (Commissioner Serrato absent) 4. ACKNOWLEDGEMENT 5. APPROVAL OF MINUTES – February 9, 2012 to be approved at April meeting 6. PUBLIC COMMENTS None. 7. CURRENT BUSINESS 7.1 Further TSPC participation at Farmers/Fresh Market – Initial Discussion Discussion occurred as to whether or not the Commission would like to continue participating at the Fresh Market, which opens once again on April 1st. It was agreed that participation with a table at the Fresh Market events is a valuable method for public outreach. Commissioner Jeff Londer and Chair Simonson agreed to participate at the April 1, 2012 Fresh Market. Page 2 of 3 8. Staff Reports 8.1 Traffic Engineer’s Report 8.1.1 Downtown Parking Improvements & Parking Rate Changes Mr. Chou reported that Council reviewed the Parking Rate study and presentation, and voted to pursue Option A: - 25-cent increase - Tiered rate increase on Burlingame Ave. - Smart meters on Burlingame Ave only He added that staff was coordinating with the City Attorney to develop a Council staff report and resolution to proceed. 8.1.2 Requests for stop signs, crosswalks and speed control • Larkspur/Linden speeding concerns Mr. Chou reported that he met with residents Janet McDonald and Matthew Carlson at the site to discuss their concerns about young people spinning “donuts” and skidding at this intersection. He said that one of the suggestions from the discussions was a traffic circle, but that funding could be an issue. Mr. Chou presented an illustration of a very rudimentary, but potential design. He said that staff would continue to work with the residents to address their concerns about speeding at this intersection and keep the Commission apprised of the discussions. 8.2 Traffic Sergeant’s Report – General/Selective Traffic Enforcement Report Corporal Witt said he had an opportunity to work speed enforcement on Oak Grove recently. He stated that there was a speeding concern from 7:45 AM to 8:15 AM; and, that it was probably related to the schools nearby and also the excessive construction on El Camino Real. He added that Oak Grove would remain on the selective enforcement list. 8.3 Commissioners’ Comments and Concerns 8.3.1 Possible Commission Changes by Council Mr. Chou reported that several members of Council commented that they were extremely impressed with the recent applicants for the TSPC Commissioner opening. He stated that Council indicated that they did not want to lose these candidates, and briefly discussed broadening the Commission. He added that some of the ideas briefly suggested included increasing the number of Page 3 of 3 Commissioners, having candidates serving as Commission alternates, and having the candidates participate in subcommittees and/or task forces. He concluded by reporting that Council was having the City Attorney investigate these options. 8.3.2 Other Items Vice Chair Akers inquired about the status of the radar speed sign for Trousdale Drive. Mr. Chou reported that the equipment was received and that the work was pending the hiring of a contractor for installation. 9. COMMUNICATIONS Mr. Chou acknowledged receiving an email addressed to TSPC regarding parking sensors from Streetline. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Mr. Chou reported that B/PAC did not meet this month, but that he did meet with the Planning Department staff and learned that the City’s Bike Plan did not need to be modified or updated, so the majority of the planned update work would focus on the bike map. 10.2 Website/Communications Subcommittee No report. 10.3 Pedestrian Corridors Subcommittee No report. 10.4 Neighborhood Parking Working Group No report. 11.
