4. ACKNOWLEDGEMENT
Chair Simonson acknowledged the fine job Vice Chair Akers did at the January 19, 2012
Special Meeting in her absence.
5. APPROVAL OF MINUTES -
Motion: To accept the minutes of January 12, 2012 with the following amendments:
Item 8.1 2nd sentence - spell out acronym DBID, “Downtown Burlingame
Improvement District”
Item 8.1 3rd sentence - add the word parking “meter” rates
Item 8.1.1 5th sentence - add the word Thermoplastic “striping”…
Item 9 - correct spelling “Jacky” Wong

Motion: To accept the minutes of January 19, 2012 with the following amendments:
Item 4a 4th bullet - add a comma after “During busiest times”….
Item 4c 2nd paragraph add - Commissioner Londer suggested that perhaps on
Option E to charge as follows: 1st hour - .25 cents/12 minutes - $1.25/hour
2nd hour - .25 cents/6 minutes - $2.50/hour
3-10 hours - $5.00/hour for any portion
Cost to park 10 hours - $43.75 (8:00 am – 6:00 pm)
Item 5 3rd bullet - change word from including to include
Item 6 to read – “California Army National Guard, from the Humboldt Street
Armory Unit, the last National Guard Unit to return from Iraq.”

6. PUBLIC COMMENTS
Ms. Giorni asked the Police Department for selective enforcement of bicycle scofflaws who
are violating red lights and other traffic violations that could lead to unsafe conditions.
7. CURRENT BUSINESS
7.1 Residential Parking Permit Consideration – Crescent Avenue
Mr. Chou provided background of the request for Residential Parking Permit
consideration for Crescent Avenue. He reported that notices were posted and mailed
out to residents seeking public comments. It was noted that there was no one in
attendance wishing to speak on this matter.
Chair Simonson acknowledged receipt of email correspondence from Herbert and
Catherine Williamson. They welcome establishment and enforcement of parking
regulations, with the following provisions, if possible;
- Standard 2-hr weekday parking restrictions
- Overnight parking by resident permit only, including weekends
- Alternate-side street sweeping every week
Chair Simonson opened the floor for public comment.
Ms. Giorni questioned the necessity of this request, considering no one showed up to
hear or speak on this matter.
Further Commission discussion focused on the fact that two of four residences in
support of this request did not meet the 67% neighborhood concurrence needed. Mr.

Chou stated that he would advise the requesting resident of the needed requirements
and report back to the Commission once an outcome was determined.
7.2 Downtown Parking Improvements & Parking Rate Changes – Burlingame Avenue
Downtown District
Mr. Chou presented a staff report and reviewed the overall recommendation to Council
on this matter. The recommendation was for Option C, and is as follows:
- Increase parking meter hours from 10 hours to 12 hours
- Implement smart meters and sensors on the entire core area
- Implement dynamic signage and improve way finding
- Have the Downtown Business Improvement District (DBID), TSPC and ultimately
City Council review the rate plan quarterly
He stated that on February 2nd, there was a final meeting with DBID and the business
community to discuss issues and concerns on this matter. Mr. Chou reported that a
valid point was brought up at this meeting regarding consideration to convert City Lot K
from 10-hour to 2-hour and 4-hour parking. He stated that staff believed that with
overall changes to the parking needs and uses in the area, the conversion would help
the downtown parking situation.
Chair Simonson acknowledged receiving communications regarding this matter from
Michelle Sidone, Dan Moreno and Sam Malouf.
Chair Simonson opened the floor for public comment.
Ms. Pfaff stated that it was a great idea to convert Lot K and thought it was income for
the City.
Ms. Giorni stated that she thought the Commission should accept the inclusion of
adding the recommendation of Lot K, and move it forward to the City Council.
Motion: Add language to the prior motion made at the Special Meeting to convert City
Lot K from 10-hour long term parking to 2-hour and 4-hour parking.

8. Staff Reports
8.1 Traffic Engineer’s Report
8.1.1 Thermoplastic striping project update
Mr. Chou reported that the original contract work for this project was completed as
of this reporting. He also stated that even with the added work of installation of

new handicap access ramps, the project came in under budget, thus allowing the
possibility of adding a few more streets and maximizing the work.
8.1.2 Requests for stop signs, crosswalks and speed control
• Murchison/California pedestrian safety
Mr. Chou said that staff has been working with the City of Millbrae in this matter.
A stop sign warrant study was conducted, but did not meet the minimum
requirements. He reported that the data would be shared with the City of Millbrae.
Mr. Chou added that as additional safety measures for the future, City staff would
be programming an installation of a new crosswalk and handicap access ramp at
the southwest corner of Murchison and California on the Burlingame side.
• Neuchatel/Willborough narrow street concerns
Mr. Chou reported that he had not heard back from the residents, but would
attempt to make contact later.
• Rollins/Morrell intersection concerns
Mr. Chou reported that staff examined if the intersection had any recurring site-
visibility problems and found that, based on the accident history, there were no
inordinate amount of reported collisions. Corporal Witt also shared information on
number of accidents and citations at this intersection. Mr. Chou continued by
saying that staff could look into further increasing the site-visibility at this corner
anyway, but that such action would require eliminating premium on-street parking
spaces. He said that because of the number of high-density residential units in
that neighborhood, there would be negative impacts to parking.
• Larkspur/Linden speeding concerns
Mr. Chou gave explained of the complaint regarding speed exhibition at Larkspur
and Linden. He also reported that the request included consideration for speed
and traffic controls such as speed humps or traffic circles. Mr. Chou stated that
field investigations were conducted at this location, and that there was little traffic
for most of a typical day. He said that speed counters could be placed for a 24 to
48 hour period in an attempt to determine when the speeding was occurring. He
added that with the speed counts, staff would be able to determine if selective
enforcement should be focused during a certain time frame. Mr. Chou stated that
he would meet with the residents to discuss their concerns directly.
8.2 Traffic Sergeant’s Report – General/Selective Traffic Enforcement Report
Corporal Witt reported that he and Mr. Chou were working together on the
aforementioned items

8.3 Commissioners’ Comments and Concerns
Vice Chair Akers reported that many of the residents on Lincoln Avenue are very
pleased with the new red zones along California Drive. He said that they felt the sight-
visibility coming onto California Drive was much better.
Commissioner Noworolski asked that the City look into an abandoned white truck on
Columbus Avenue near Hoover, by the emergency entrance to Mercy High School. He
said that the vehicle appeared to have been parked for weeks.

10. COMMISSION & COMMITTEE REPORTS
10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC)
Mr. Chou reported that B/PAC discussed the possibility of a “road diet” plan for
Carolan Avenue. He said that staff was still working on some preliminary design
plans; and, that once the plans were presentable, the Commission would be shown
the details and input would be sought.
Mr. Chou also reported that B/PAC discussed the two Class II bike lane projects,
which are funded by TDA and Measure A money. He said that the project plans were
almost complete and could be ready to implement by the end of summer, if not
sooner.
Finally, Mr. Chou reported that B/PAC discussed revising and updating the City’s
current bike plan, bike map, and associated documents. The current plan is dated
2004.
10.2 Website/Communications Subcommittee
Mr. Chou reported that staff still needed to do some minor updating of the traffic and
TSPC portion of the City’s website, with the inclusion of B/PAC minutes.
10.3 Pedestrian Corridors Subcommittee
No report.
10.4 Neighborhood Parking Working Group
No report.
