ACKNOWLEDGEMENT Vice-Chair acknowledged Councilmember Deal in the audience. 5. APPROVAL OF MINUTES - Motion: To accept the minutes of August 8, 2013 as submitted M/S/C: Londer/Noworolski; 4/0/0 6. PUBLIC COMMENTS Samantha MacPhail expressed her concern for safety on Balboa Avenue between Ray Drive and Adeline Drive due to the speed and amount of vehicles which often use this street as an alternate to El Camino Real. Pat Giorni expressed her concern that the 1400 and 1500 blocks of Balboa Avenue no longer accommodates two-way traffic due to the number of parked vehicles, which are often times large vehicles. Pat Giorni suggests that TSPC engage in a conversation to make a recommendation to Council that compact parking spaces no longer be given as an incentive to developers during plan review. Mark Haberecht submitted a copy of another letter he had just submitted along with additional photos regarding the traffic and parking difficulties on the 1500 block of Balboa Avenue. Mr. Haberecht requested the City perform comprehensive neighborhood traffic and parking study and examine ways to mitigate increasing parking problems along the 1500 block of Balboa Ave/Way, including permitted parking as one of the mitigations to parking, traffic and safety issues. Ann Wallace stated that the curbs and gutters are a mess on the 1500 block of Balboa Avenue and that it is because the street sweepers cannot get access due to the number of parked vehicles. Additionally, these parked vehicles make it inconvenient to put the trash receptacles curbside. Ms. Wallace also submitted two more additional photos of the situation. Lauren Threadwell spoke on behalf of her neighbors on Newlands Avenue, who are requesting to be part of the Residential Parking Permit Program, because of overflow parking from the Downtown District. 7. CURRENT BUSINESS 7.1 Capuchino Ave & Paloma Ave – 1200 block 2-hr Parking Limit Mr. Chou provided background on this issue and recommended that the Commission determine whether or not the majority of the residents of the 1200 blocks of both Capuchino Avenue and Paloma Avenue want to establish a 2-hour parking time limit. He also stated that with the 2-hour limit, these neighborhoods were eligible for the Residential Parking Permit Program. Vice-Chair Serrato opened the floor for public comment. Nine residents spoke expressing their support to establish a 2-hour parking time limit in order to participate in the Residential Parking Permit Program. These residents also provided input about the parking situation on their blocks. They also asked about more information about the Residential Parking Permit Program. One resident spoke against the 2-hour parking time limit and the Residential Parking Permit Program, stating that they did not perceive any parking problems. Discussion amongst the Commissioners occurred and Mr. Chou addressed concerns and questions raised by the residents. Mr. Chou informed the residents that the Residential Parking Permit Program cost is $50 per year and includes two transferrable hangtags. Motion: Recommend to City Council that the City extend the 2-hour parking time limit for the entire 1200 blocks of Capuchino Avenue and Paloma Avenue; thus, making those residents eligible for the Residential Parking Permit Program. M/S/C: Londer/Wettan; 4/0/0 7.2 Ray Drive/El Camino Real Intersection Safety - Discussion Mr. Chou briefly spoke about the alignment and signal timing problems at this intersection. Mr. Chou will be looking into signal detection and will be communicating with Caltrans to see if there is interest in split phasing. This item will continue to be an open discussion. 7.3 Commission Support Letters for Grant Applications – Discussion 7.3.1 Measure A Grade Separation Program: Broadway Project Study Report (PSR) Mr. Chou gave an overview of the grant that the City is applying for and requested the Commission offer a letter of support; and, that it be included in the application packet. Motion: Move that the Commission formally offer a letter of support for Measure A Grade Separation Program – the Broadway Project Study Report grant application. M/S/C: Londer/Noworolski; 4/0/0 7.3.2 San Mateo County TDA Pedestrian & Bicycle Program: Sidewalk Improvements to El Camino Real (Mills/Peninsula Hospital to Ray Drive) Mr. Chou provided a brief overview of this project to be submitted for TDA grant funding. He explained that this project was brought before the Commission before, as well as also discussed in detail at the B/PAC meetings. Motion: Move that the Commission formally offer a letter of support for the San Mateo County TDA Pedestrian & Bicycle Program – Sidewalk Improvements to El Camino Real (Mills Peninsula Hospital to Ray Drive) grant application. M/S/C: Noworolski/Wettan; 4/0/0 7.4 TSPC Areas of Emphasis for 2013 – Discussion 7.4.1 Municipal Code Review and Update 7.4.1.1 BMC Chapters 13.36 – Discussion Motion: Table this item until next meeting. M/S/C: Wettan/Noworolski; 4/0/0 7.4.2 Parking Policy Review No report. 7.4.3 Traffic Studies and Collision Data 7.4.3.1 Accident and Citation Data – Discussion Sergeant Kiely reported that the Police staff was able to quantify and map out injury collisions. He added that in 2014, property damage collisions would also be mapped out; and, could be integrated and overlaid with the collision data. 7.4.4 Pedestrian Corridors Mr. Chou mentioned the TDA Grant for sidewalk improvements to El Camino Real. 7.5 Outreach Events – Discussion Vice-Chair Serrato and Commissioner Wettan reported that they received great comments at the last Fresh Market they attended. Commissioner Wettan gave a summary of the comments they received from citizens. Commissioner Londer mentioned that the Commission has the option to be present at the Fresh Market, on the second Sunday of every month of operation. 8. Information/Discussion Items from Commission and Staff 8.1 Engineering Division Reports – Reports and/or updates on Public Works projects and activities 8.1.1 Requests/comments/responses to public traffic concerns (stop signs, crosswalks, speed control, parking) - Electronic speed feedback display signs Mr. Wong reported that six electronic speed feedback display signs have been purchased. Two are targeted for Trousdale Drive in the vicinity of Franklin School, two for California Drive and two for Rollins Road. He added that if needed, the ones planned for Rollins Road could be considered for Hillside Drive instead. - Non-standard stop signs along Trousdale Drive Mr. Wong identified the location of the four non-standard stop signs along Trousdale Drive as: at Toledo Avenue, Loyola Drive, Marco Polo Way and Ogden Avenue. Mr. Wong also reported that staff was currently obtaining data to review for stop sign warrants at each of these locations. - Burlingame Avenue traffic/pedestrian safety concerns The Commission received a letter from Mr. John Root outlining his pedestrian and traffic safety suggestions for downtown Burlingame. Mr. Wong responded to each of those concerns and stated that most could be addressed directly by staff actions. Mr. Root also provided a copy of the letter to the Commission and additional photos. - Fresh Market (7/14/13) traffic/pedestrian safety concerns Mr. Wong gave an update on the status of various requests and concerns that were raised at the July 14, 2013 Fresh Market. Mr. Chou added that he was able to reach out to the principals of Lincoln and Roosevelt schools before school started to address the drop-off and pick-up parking concerns. - Residential parking concerns on 1100-1300 Howard Avenue Mr. Wong reported that he has attempted to contact the resident directly to get a better understanding of their concern. And, he would report back to the Commission as needed. 8.1.2 Construction and Design projects - Burlingame Avenue Streetscape Project Mr. Wong reported that the Burlingame Avenue Streetscape Project is between 25 – 35% complete. He clarified that this estimate did not include taking the underground water/sewer line construction work into consideration. - 2013 Street Resurfacing Project Mr. Wong reported that the resurfacing is 100% complete and the striping should be completed next week. - Bike Route Improvement Project Mr. Wong reported that there is a pre-construction meeting with the contractor on Thursday, September 19, 2013. 8.1.3 School Traffic Issues - Hoover School site visit Mr. Chou reported that meetings were setup with the School District. Assistant Superintendent Clark met yesterday with Commissioners Noworolski and Wettan. He added that there would be a second meeting with Commissioner Londer on September 13, 2013. A third meeting was yet to be scheduled. 8.2 Police Department Reports – Repots and/or updates on Police Department programs and activities 8.2.1 General/Selective Traffic Enforcement Report Sergeant Kiely reported that Police staff has been focusing on enforcement and education, primarily in the downtown Burlingame Avenue construction area. He also reported that based on statistical data regarding injury collisions, the Police Department has been focusing on major arterials – namely El Camino Real, Carolan Avenue, California Drive and Rollins Road. He stated that there has been heavy enforcement due to the number of injuries on these arterials. 8.3 Commissioners’ Comments and Concerns Vice-Chair Serrato inquired if a radar display sign could be placed on 1400/1500 blocks of Balboa Avenue in light of some of the public comments and communications on that street. 9. COMMUNICATIONS 9.1 Tina Tran – Residential Permit Parking Program for Newlands Avenue 9.2 Mark Haberecht – Traffic concerns for Balboa Avenue (1500 & 1600 blocks) 9.3 Ann Wallach – Traffic concerns for Balboa Avenue (1500 block) 9.4 Other Communications None. 10. COMMISSION & COMMITTEE REPORTS 10.1 Burlingame Bicycle/Pedestrian Advisory committee (B/PAC) Commissioner Londer reported that B/PAC met and discussed the TDA Pedestrian & Bicycle Program: Sidewalk Improvement to El Camino Real, as well as the Bike Route Improvement Project. 11. NEW FUTURE AGENDA ITEMS 11.1 Howard Avenue Long-term and Short-term Parking (1400 block) 11.2 Burlingame Downtown Parking Structure Discussion 11.3 Electric Charging Stations 11.4 Residential Permit Parking Program for Newlands Avenue – next month moved to full discussion. Mr. Chou stated that the issue of traffic concerns for 1500 & 1600 blocks of Balboa Avenue would be added to New Future Agenda Items for the next meeting. 12. ADJOURNMENT 9:11 p.m.
