TRAFFIC, SAFETY AND PARKING COMMISSION
Approved Minutes
Regular Meeting of Thursday, March 12, 2015
1. CALL TO ORDER. 7:00 p.m.

6. DISCUSSION/STUDY ITEMS
a. Floribunda Avenue Traffic/Pedestrian Safety Issues Discussion
Mr. Wong provided made a presentation which provided background and an update on
Floribunda Avenue traffic/pedestrian safety issues. This presentation outlined measures
that have been taken and the results of traffic data collected.
Chair Martos reported that he and the Mayor met with the residents on February 28,
2015. The residents plan to hold their own meeting sometime this month.
Mr. Chou will try to setup a staff meeting with Caltrans and look into how the no left turn
came about at Broadway.
Funds have been obtained in the next fiscal year to do a study of Floribunda Avenue and
the area surrounding City Hall.
b. Commission Table at Fresh/Farmer’s Market Events
Vice Chair Londer reported that the third Sundays were available for TSPC participation.

It was agreed not participate every month but perhaps every other. On Sunday, March
15th, Vice Chair Londer will be there along with Chair Martos who will be relieved by
Commissioner Wettan.
TSPC will also participate on May 17th but the participants will be determined at a later
date.

a) None.
8. INFORMATION ITEMS
a) Engineering Division Reports
Mr. Wong presented a staff report which provided updates on various Public Works –
Engineering projects and activities.
• 2015 Street Resurfacing Program – Staff currently working on plans and specifications
for project.
• Speeding on Broadway (Near Roosevelt Elementary) – Data collectors have been
deployed by staff. Awaiting results of data collection. Speed limit and school zones
signs to be reviewed.
Commissioner Wettan would like input from staff and the City Attorney to see if it is
possible to have a lower than 25 m.p.h. speed limit by Roosevelt School.
• Stop Sign Requests – Data collection underway at 11 intersections.
• Carolan Complete Streets Project – Public outreach meeting to present and discuss the
three potential design options is tentatively scheduled for March 26.
• US101/Broadway Interchange Project – Pile driving for overpass foundations 60% to
70% complete. Concrete pouring for foundation bases continuing concurrently with pile
driving work. Little to no complaints regarding pile driving noise. Project is on
schedule.
• Broadway Grade Separation PSR – Initial public outreach meeting held on March 11.
The public was invited to discuss their concerns over traffic conditions at Broadway
crossing and California Drive/Carolan Avenue traffic. Broadway BID and auto
dealerships not only invited to this meeting, but were also met separately by the design
team to discuss their specific concerns.
• Downtown Parking Strategies Update – Signs currently being refreshed by Corp Yard

staff. Due to Corp Yard staff’s current workload, all installation work will be done by
outside contractors. Process of obtaining contractors underway.
• California Drive Roundabout – Interviews held with perspective design teams. Staff to
complete selection process.
• Floribunda/El Camino Real Left-turn Safety (Caltrans) – Still awaiting Caltrans response
to City suggestions regarding additional signal timing modifications and no left turn
restrictions.
• Joint Council/Commission Meeting – Joint meeting between Council and TSPC set for
Monday, April 20, at 6PM, Conference Room A. This meeting does not require a
quorum for TSPC.
• TSPC Email Communications – Refer to attached “TSPC Contact Log”. Mr. Wong
reviewed the status of the items on the log.
b) Police Department Reports
Sergeant Ford reported that a Taxi Cab Compliance Check was performed yesterday.
Sergeant Ford noted that April is Distracted Driver Month.
9. COMMISSION & COMMITTEE REPORTS
a) Burlingame Bicycle/Pedestrian Advisory Committee (B/PAC)
Vice Chair Londer reported that B/PAC met earlier this evening. Discussion occurred
regarding:
- Parking along the northern end of California Drive
- Possibility of restriping the east side fog line on California Drive
- Possibility of funding a study for a Class I bike lane from Millbrae to Broadway
- Requesting funds to improved pedestrian safety around City Hall
The next B/PAC meeting will be May 14, 2015.

School District update on Hoover School to lay groundwork for future collaboration.
