A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
APPROVING CHANGES TO THE COMPENSATION AND BENEFIT PLAN FOR THE
CITY OF BURLINGAME DEPARTMENT HEAD AND UNREPRESENTED
CLASSIFICATIONS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE
PLAN ON BEHALF OF THE CITY
WHEREAS, the City of Burlingame has tried to maintain equity with salary,
benefit and language changes among the miscellaneous groups; and
WHEREAS, the City and the AFSCME BAMM Unit recently reached agreement
on a four-year contract effective January 2016; and
WHEREAS, that contract includes language for Medicare -eligible employees who
were hired before March 31, 2008 and retire after January 1, 2015 that needs to be
included in the Compensation and Benefit Plan for Department Head and
Unrepresented Classifications; and
WHEREAS, staff recommends the City add additional language to the
Compensation and Benefit Plan for Department Head and Unrepresented
Classifications to match the language in the AFSCME BAMM contract; and
WHEREAS, staff also recommends that the administrative leave pay be paid in
the same manner as it is for AFSCME BAMM employees, and that six classifications
that were formerly in the BAMM unit be included in the administrative leave section of
the Compensation and Benefit Plan for Department Head and Unrepresented
Classifications.
NOW, THEREFORE, BE IT RESOLVED,
1. Section 3.2.1 of the Compensation and Benefit Plan for the City of
Burlingame Department Head and Unrepresented Classifications be
amended to add the following sentence regarding medical coverage for
Medicare -eligible retirees: "If Blue Shield Access HMO is not available, the
third highest CalPERS Medical Plan will be used to determine the City's
contribution. For CalPERS Plan Year 2017, that plan will be United
Healthcare HMO."
2. Section 4.1.2 of the Compensation and Benefit Plan for the City of
Burlingame Department Head and Unrepresented Classifications be
amended to reflect that only those employees hired on or after January 1,
2013 and who are subject to the PEPRA formula and rules are exempt from
the requirement that they pay 1.5% of the employer's contribution to their
PERS retirement.
3. A section 7, Holiday Pay, be added to the Compensation and Benefit Plan for
the City of Burlingame Department Head and Unrepresented Classifications
to incorporate the City's existing holiday schedule for Department Heads and
unrepresented employees, as reflected in the revised Plan attached as
Exhibit A.
4. Section 8, Administrative Leave, of the Compensation and Benefit Plan for
the City of Burlingame Department Head and Unrepresented Classifications
be amended to include a revised payout provision capping accrual at one
year and permitting payout upon request at any time, and providing 80 hours
of administrative leave to the six newly incorporated classifications that had
previously been part of the middle management group.
5. The City Manager is authorized and directed to execute the Compensation
and Benefit Plan for the City of Burlingame Department Head and
Unrepresented Classifications in the form attached to this Resolution.
