6. DISCUSSION/ACTION ITEMS
a) Carolan Avenue Parking Restrictions
Mr. Wong began with a presentation which summarized the Carolan Avenue parking
concern presented by Chief Wollman at the October TSP meeting, and provided a

revised recommendation supported by photos and data collected by City staff. Based on
all the feedback and data collected, Mr. Wong shared staff’s revised proposal to modify
the two-hour parking restriction on the west side and include the east side of Carolan
Avenue with the restricted hours from 2 p.m. to 6 p.m., Monday through Friday. He said
staff would also review the possibility of striping parking spaces to increase/maintain
capacity. Mr. Wong indicated the revised proposal would eliminate the Commission’s
concerns regarding a new permit program, discourage long-term parking by employees
and commuters, and allow the Burlingame Police Department (BPD) to enforce without
bias.

Commissioner Wettan requested Chief Wollman to provide his thoughts prior to the
Commissioners discussion.
Chief Wollman shared that he and staff looked at all possible alternatives and felt the
revised proposal would allow BPD to manage any minor parking issues with the least
amount of impact to City staff and resources. He went on to indicate he also supports
the revised parking proposal because it will allow BPD to be consistent and fair with their
enforcement efforts.
Vice-Chair Akers indicated that although he is not entirely convinced early-morning
commuters will not take advantage of the parking opportunity, he thought the revised
proposal was an incremental first step and is worth trying due to the low impact on staff
time and minimal costs. Vice-Chair Akers suggested we revisit this in a few months
through the Engineering Division or Police Department Reports at an upcoming TSPC
meeting.
Mr. Wong suggested staff implement the revised parking restrictions as a pilot program.
Commissioner Wettan supported the revised proposal but also shared his two main
concerns which were high school students staying on campus late and the early-morning
commuters. He indicated he is more concerned with the early commuters as students
would have an opportunity to move their cars if necessary. He also suggested revisiting
the revised parking restrictions because the capacity needs may change over time as he
has seen with the downtown parking survey efforts just between March and November
of this year.
Commissioner Martos inquired about the number of stalls that could be gained by
striping parking spaces. Mr. Wong explained that the preliminary survey would possibly
allow for approximately 70 spaces on the west side and 50 spaces on the east side of
Carolan Avenue. Vice-Chair Akers thought we should take into consideration the
challenges of parallel parking for new drivers.
Commissioner Martos continued and said he shared the same views as his fellow

Commissioners. He indicated that although he also still has a concern about the early-
morning commuters parking near Burlingame High School, he felt the proposal is worth
trying as a pilot program because it addresses the majority of the concerns raised at the
previous TSPC meeting and due to the ease of implementation. In an effort to deter the
early-morning commuters from occupying additional student parking, Commissioner
Martos suggested that BPD mark the vehicles closer to 2 p.m.
Motion: The Commission concurs with the staff’s recommendation but requests that
staff: 1) report back regarding this issue three months after implementation; and 2)
inform the commission of any citizen complaints received regarding this issue in the
interim.

b) One Bay Area Grant (OBAG) Letter of Support
Mr. Wong went through a brief presentation regarding the 3 revised One Bay Area Grant
Cycle applications being submitted by the City and requested the Commission provide a
letter of support. Mr. Wong identified the three OBAG applications below:
1. Local Streets and Roads (LRS) for street resurfacing of Broadway, Cadillac Way,
and Trousdale Drive;
2. Transportation for Livable Communities (TLC) for Broadway pedestrian lighting; and
3. Bicycle and Pedestrian Improvement Program (BPIP) for new sidewalk on Summit
Drive.
Mr. Wong explained that the City Council approved resolutions on November 7, 2016 as
part of the application requirements and to commit the necessary matching funds for
each application. He indicated that no other locations would be added to the TLC grant
application as previously inquired at last month’s TSPC meeting due to the higher
ranking of construction ready (“brick and mortar”) projects, and the looming application
deadline. Mr. Wong indicated that staff has requested a letter of support from the
Broadway Business District.
Mr. Wong shared that based on the findings of the Hoover School Sidewalk Feasibility
Study, staff will only include Summit Drive in the BPIP grant application. He explained
that there are too many right-of-way challenges on Easton Drive to include in the funding
request at this time. Mr. Wong communicated that the City has received letters of
support from the Burlingame School District and are awaiting additional letters of support
from Hoover Elementary School and the Parent-Teacher Association (PTA).
At the request of Vice-Chair Akers, Mr. Wong brought up the resolutions approved by
City Council for the OBAG grant applications as the Vice-Chair wanted to review them
prior to the Commission taking any action.

Mr. Wong clarified that the OBAG grant application deadline is November 18, 2016 and
therefore the letter(s) of support would be due within a week. He also offered to provide
sample letters of support to the Commission if desired.
Motion: The Commission authorizes the Chair or Vice-Chair to author and execute a
letter of support consistent with the Council resolutions and in coordination with staff.

7. INFORMATION ITEMS
a) Engineering Division Reports
• US101/Broadway Interchange Project – Stage 4 approximately midway through
construction. The construction of the final eastbound overpass section will be
completed by late December. The work on the new southbound US 101 on-ramp is
also in progress and is expected to be completed at the same time.
• California Drive Roundabout – The third, and final, public outreach meeting was
held on October 27, 2016 at the Recreation Center to discuss ideas and concepts
for aesthetic treatments. Project plans are at 65% horizontal geometric design
configuration with work for 95% in progress.
• Carolan Complete Streets – Project plans and specifications have been submitted
to Caltrans and the City is waiting for their review and authorization to advertise for
construction.
• 2016-2017 Street Resurfacing Program – Below is the preliminary list of streets
the City is planning on resurfacing as part of the program. This list is subject to
change due to unforeseeable conditions encountered during the bid process as well
as construction. Staff has completed an initial “Complete Streets” review, and will
meet with community BPAC members to obtain their input too.

Commissioner Bush indicated that Humboldt Road is a challenging street and
inquired where it was on the list of streets to be resurfaced. Mr. Wong explained
that it is the City’s hope to include the resurfacing of Humboldt Road as part of the
City of San Mateo’s resurfacing efforts since it’s a shared thoroughfare and they
have plans to resurface their portion soon. If an agreement can be worked out, Mr.
Wong said the City would then reimburse the City of San Mateo for the costs
associated with Burlingame’s portion of Humboldt Road. Commissioner Bush
requested striping for bike lanes to be included on Humboldt Road, but Mr. Wong
clarified that the work under this program is for resurfacing, not complete streets. He
did, however, indicate that staff would try to add bike lanes within the existing
infrastructure.
Vice-Chair Akers requested that Mr. Wong include the preliminary list of streets in
the 2016-2017 Street Resurfacing Program as an agenda item in the next month or
two because it provides an opportunity to review the locations and identify additional
improvements that may merit consideration. Mr. Wong concurred and also
reminded the Commission he will go through the same exercise with the BPAC.
• California Drive Complete Streets – The second public meeting has been
postponed to a future date (TBD). Again, any of the options presented will have
taken into consideration input received from residents at the July meeting.
• Larkspur/Linden Traffic Circle – Staff has selected a contractor for the project,
and is currently in the process of finalizing the agreement. The budget is
significantly lower than originally anticipated. The project will include installation of a
permanent traffic circle at Larkspur/Linden. The work will also include landscaping
in the center of the circle, as well as installation of some pedestrian ramps.
• Peninsula Overcrossing Update – On November 7, 2016, the San Mateo City
Council received an update from their staff regarding the project. At our December
5, 2016 City Council meeting, San Mateo’s Public Works staff will make the same
presentation to the Burlingame City Council.
• Hoover School Update – On-going monitoring has indicated a recent decrease in

vehicles travelling westbound along Easton Drive during the morning drop-off. The
majority of pedestrians are still using the Summit Drive route.
• El Camino Real Waterline Replacement – The contractor is currently at
ECR/Lincoln and moving towards Broadway. The traffic impacts will be significant
for the next few months, with lane reductions along ECR and some access
restrictions on the side streets. The project is scheduled to be complete by end of
January 2017.
• Ray Park, Easton Addition, and Neighborhood Sewer Rehab. Phase 1 –
Contractor is currently working at Davis Drive, Marco Polo, and other adjacent
areas. Expect traffic delays on these streets. They are expected to move to Skyline
Boulevard near Margarita in December. The project is scheduled to continue into
January 2017.
• El Camino Real (ECR) Task Force – Regarding the current status of the ECR
Task Force; the meeting facilitator should have emailed all the task force members
last month. She has indicated to staff that she will follow-up with each member
individually. Additionally she provided FAQs for our website.

Commissioner Wettan confirmed that he met with the facilitator and walked the
stretch of ECR that is designated as the pilot program area (between Sanchez and
Oak Grove, south of Broadway). He shared that his understanding of the Task
Force is to create a way for the cities of Burlingame and Hillsborough to engage
with Caltrans regarding issues that arise along the ECR corridor. Commissioner
Wettan said there are currently no definitive problem(s) identified; the goal of the
Task Force will be to create a mechanism to identify and solve issues along the
ECR corridor.
• School Speed Limit – Staff has tentatively placed the speed reduction
recommendation on the January 3, 2017 City Council meeting agenda.

At the close of the Engineer’s Report, Commissioner Martos recommended that his
fellow Commissioner’s watch the consultant’s presentation to the Burlingame City
Council regarding the Hoover School Sidewalk Feasibility Study. He also
encouraged his fellow Commissioners to watch the consultant’s presentation to the
San Mateo City Council regarding their Peninsula Avenue Interchange Project and
the impacts to residents and traffic circulation if they are unable to attend the
presentation to Burlingame City Council on December 5, 2016.
b) Police Department Reports
Since the last TSPC meeting, Corporal Martyn indicated there have been 32 vehicular
accidents. Of the 32 accidents, 6 were with injuries that were minor in nature; 3
accidents included major injuries; there were no fatalities. The primary collision factor
was traveling at an unsafe speed.
Commissioner Wettan inquired about the cause of the last accident reported on
September 12, 2016 at the intersection of Floribunda and El Camino Real. Corporal

Martyn thought the primary collision factor was traveling at an unsafe speed. Corporal
Martyn went on to say that he felt the turn restriction signage at Floribunda and ECR
and Chapin and ECR seem to be working very well.
Commissioner Martos informed Corporal Martyn and Mr. Wong about a request from
Council Member Brownrigg for traffic related statistics at the intersection of Floribunda
and ECR. Mr. Wong confirmed that he would work with the traffic sergeant to obtain
and share the requested information with City Council.
c) Farmer’s Market
Per a conversation with Chair Londer, Commissioner Martos indicated there would be no
Farmer’s Market during the month of November.
d) TSPC Chair/Commissioner’s Communications
Commissioner Bush shared that he has interacted with many people that are concerned
about the Peninsula Avenue Interchange Project, specifically the traffic impacts
associated with relocating the intersection. Commissioner Martos responded by
suggesting that people sign up for project updates on the City of San Mateo’s website by
visiting www.cityofsanmateo.org/peninsula.
8. COMMISSION & COMMITTEE REPORTS
a) Downtown Parking (Martos & Wettan)
Commissioner Wettan indicated that they are making very good progress with the
parking data collection efforts. He indicated that Sunday is the only day that has not
been covered yet and suggested that Chair Londer and Vice-Chair Akers work together
to obtain parking data for Sundays.
Commissioner Wettan also shared some of his parking capacity observations. He
indicated there is a severe shortage of parking south of Burlingame Avenue and that
includes long-term parking (towards the end of the week) such as Lots H and W, and
anything south of Howard Avenue. Commissioner Wettan also noted there appears to be
a decent amount of parking capacity on the north side of town in Lots such as B, C, and
O. Lastly, Commissioner Wettan said he has noticed a significant degradation in the
City’s parking capacity just between March and November of this year.
b) Broadway Parking (Wettan & Bush)
No update.

c) School Speed Limits (Londer & Akers)
No update. (School speed limit reduction pilot program for Quesada Way was discussed
at the October TSPC meeting and is tentatively scheduled to go to City Council on
January 3, 2017.)
d) Envision Burlingame (Londer & Martos)
Commissioner Martos indicated the Committee has starting filling in the initial outline of
the General Plan. He said that all the public comments, feedback from the Committee,
City Council, and Planning Commission were incorporated into the General Plan outline.
Commissioner Martos said the next meeting will take place in December where they will
begin drafting the General Plan. He also made mention that the plan is not to produce a
paper document but to have it available electronically.
