Regular Meeting of Thursday, November 9, 2017

4. APPROVAL OF MINUTES
Motion: To accept the minutes of October 12, 2017 with the following edits:
- Page 6, last line of second bullet specify California Drive design and fourth
bullet correct spelling of name Vandenbrink.

5. PUBLIC COMMENTS – NON-AGENDA
Bobbie Benson spoke regarding the “No turn on red” signs on northbound El Camino Real
and westbound Chapin Avenue and how drivers are not adhering to the signs and felt that the
signs need to be relocated for better visibility.
Bill Cohendet spoke regarding the traffic problems due to people not slowing down nor
stopping at the stop sign on Hillside Drive at Hillside Court. Mr. Cohendet also mentioned that
northbound on El Camino opposite the Presbyterian Church there are three large manholes
covers and people are swerving to go around them. He has called the City and Caltrans and
they said they are AT&T manholes.
Arian Trimuschah spoke about how dangerous it is to walk to Hoover School in part due to:
- The barely existent sidewalks are poorly maintained
- Drivers don’t know there is a crosswalk at Hillside Drive and Hillside Circle and
roll through the stop sign

- People are not aware that streets become one-way during specific hours. The
signs are complicated and hard to read.
Ms. Trimuschah suggests that the streets with the periodic one-way become one-way
continually and also that there be better signage to alert drivers that there is a crosswalk ahead
at Hillside Drive & Hillside Circle.
6. DISCUSSION/ACTION ITEMS
a) BPAC Update
B/PAC discussed Item 6b. California Drive Complete Streets Update.
b) California Drive Complete Streets Update
Mr. Wong made a presentation on the California Drive Complete Streets Update which
provided background on the project and indicated that the design team has advanced the
approved alternative into 60% plans. Staff shared the design plans to gain input from the
Community BPAC and public.
Lesley Beatty, spoke on behalf of BPAC and submitted feedback on the plan which
consisted of 7 key findings along with a couple additional recommendations. Ms. Beatty
noted which areas of the plan are “ready to go”, “ready to test” and three areas that “need
improvement”. BPAC understands that this project is very challenging due to the structure
of the road.
One of the suggestions was to shorten the northbound California Drive left turn lane by
the Police Department. Sergeant Shepley said the length of the left turn lane does make
it easier for the Police to get out of their parking lot.
Chair Wettan sought input from the Commissioners.
Commissioner Akers was very appreciative for the feedback from BPAC and concurs with
their comments. In terms of process, he would like to see staff bring this input to the
consultant and then report back to TSPC.
Commissioner Martos thanked Ms. Beatty and BPAC for their input. He asked if Ms. Beatty
could prioritize items of concern. Ms. Beatty said BPAC felt key finding #5 – Rosedale
Avenue through Mills Avenue to be the highest priority.
Vice Chair Bush thanked BPAC for their input also. Vice Chair Bush brought up a couple
of ideas – 1) Take out stop signs on Laguna Avenue and closing down parts of Laguna
Avenue with barriers to make it easily rideable and to avoid it becoming a thoroughfare.
2) Consider moving the sidewalks so that they are in between the cars and the bike lanes.

Chair Wettan thought this was a great opportunity for Burlingame to do it right and that it
could be a big win for Burlingame. In order to not to miss any opportunities we must have
good information on costs. Additionally it would be important to have information on costs
for any grant opportunities.
Mr. Wong will provide the input received back to the design consultant.
Chair Wettan would like to receive an update on this hopefully no later than February.
7. INFORMATION ITEMS
Mr. Wong provided updates on various Public Works – Engineering projects and activities:
a) Engineering Division Reports
• US101/Broadway Interchange Project – Contractor working through punch list items.
• Carolan Avenue Complete Streets – The project underway, with the work on the bulb outs and
rain gardens almost complete. Work progressing on schedule. Summerhill’s contractors has
completed their sewer construction operations.
• South Rollins Utility Improvement Project – Contractor has started work on this project. Work
includes sewer and water mainline improvements. Project completion anticipated for end of
January. Project area will continue with single lane traffic control during construction activities.
• Easton Addition, Ray Park, and Neighborhood Sewer Rehab Project – Phase 2 – Contractor
has completed sewer facility upgrade work along Benito, Montero, Castillo, and Carlos
between Hillside Drive and Easton Drive. Project has extended work to minimize future
impacts to the neighborhood. During construction hours (8 am to 4 pm), roadways will be
closed to through traffic. Project completion anticipated for early-January.
• Bicycle/Pedestrian Plan Update – City’s application was not selected.
• TSPC Email Communications – On 10/17/2017 Mr. Randy VandenBrink regarding stop signs
along Hillside Drive.

Chair Wettan asked that Mr. Wong report back when he receives feedback on why we were
unsuccessful on the last TDA Grant submission.
b) Police Department Reports
Sergeant Shepley reviewed the Selective Enforcement for the past month, which had
more crashes than other months. There were a number of violations by schools and
accidents at intersections.
c) Farmers Market
In absence of Commissioner Londer this evening, Chair Wettan would like him to email
the Commission of any upcoming dates for Farmers Market for TSPC participation.
d) TSPC Chair/Commissioner’s Communications
Chair Wettan would like Halloween in the Easton Addition on Cabrillo Avenue to be on a
future agenda item next year due to the dangerous situation with the number of children
and vehicles on this street on Halloween night.

8. COMMISSION & COMMITTEE REPORTS
a) Downtown Parking (Martos & Wettan)
No report.
Commissioner Martos would like to see the following on future agendas:
- Core Lots making them 2 & 4 hour lots and eliminate long term
- Consider Citifyd App for taking advantage of private parking lots
- Look at LIME App for real time capacity of city lots
Chair Wettan would like to see what programs/incentives the City can put in place to get
employees out of single passenger vehicles, particularly on Thursdays and Fridays. Chair
Wettan would like to see this on the December or January agenda.
Commissioner Akers added that we also think in terms of transit benefits and parking
benefits and placing an expectation on employers coming to Burlingame and the
derivatives which can be tie-ins to economic benefits and social benefits for our
community.
b) Broadway Parking (Bush & Wettan)

d) Envision Burlingame (Londer & Martos)

e) El Camino Real Task Force (Londer & Wettan)
Chair Wettan reported that the ECR Task Force is in its final stretch. There will be a
meeting next week on Thursday, November 16, 2017.

Chair Wettan observed a moment of silence in memory of Josephine DiModica, mother-in-law to
Commissioner Martos, who passed yesterday.
