A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING
THE REVISED MEMORANDUM OF UNDERSTANDING WITH CALTRANS FOR THE
IMPLEMENTATION OF SOUTHBOUND LEFT TUR RESTRICTIONS AT THE INTERSECTION
OF EL CAMINO REAL AND FLORIBUNDA AVENUE
The City Council of the City of Burlingame, California does resolve as follows:
WHEREAS, Caltrans has been working on the EI Camino Real and Floribunda Avenue
Intersection Left -Turn Safety Project over the last few years; and
WHEREAS, in November 2014, Caltrans released a Draft Environmental Impact Report
(DEIR) for the project and held public meetings; and
WHEREAS, if implemented, the project would result in the removal of a total of 14 trees,
five of which are included in the Howard Ralston Historic Tree Row; and
WHEREAS, the City requested that Caltrans consider two, less -invasive alternate
options as possible ways to mitigate the safety concerns at this intersection, while still
preserving the historic trees along the EI Camino Real Corridor; and
WHEREAS, the City and Caltrans have negotiated a Memorandum of Understanding
under which Caltrans would be able to implement southbound left -turn restrictions at the
intersection of EI Camino Real and Floribunda Avenue on a trial basis; and
WHEREAS, the City Council originally approved the Memorandum of Understanding at
the March 7, 2016 City Council; and
WHEREAS, Caltrans Headquarters requested a revision to the Memorandum of
Understanding to reduce the duration of the left turn restriction pilot program from 36 months to
18 months; and
WHEREAS, the Public Works Department believes the 18 month pilot program is
reasonable and still accomplishes the objectives of the City of Burlingame.
NOW, THEREFORE BE IT RESOLVED, DETERMINED AND ORDERED BY THE
COUNCIL, AS FOLLOWS:
1. The City Manager is authorized to sign said Memorandum of Understanding on behalf
of the City of Burlingame.
2. By signing said Memorandum of Understanding, the City Manager authorizes staff to

initiate a community stakeholders' process to explore and develop mutually agreeable
recommendations to address the various traffic, pedestrian, infrastructure, safety and
natural recourr•.e iaGues on the EI Camino Real Corridor.

certify that the foregoing Resolution was introduced at a regular meeting of the City Council held
on the 6t" day of June, 2016, and was adopted thereafter by the following vote:
