AN ORDINANCE CREATING A WATER COhMISSION IN AND FOR THE CITY OF
BURLINGAME AND DEFINING ITS PMRS AND DUTIES*
The Board of Trustees of the City of
Burlingame do ordain as follows, to—wit:
Section No is The Board of Trustees of the City of Burlingame do hereby
create in and for the City of Burlingame, a commission of five citizens
of the City of Burlingame tobe known as the Water Commission,
Section N!*1 2, Said commission shall be appointed by the President of
the Board of Trustees of the City of Burlingame and shall hold office
for a period of four years from and after the date of their appointments,
provided however., that the first commission shall so classify themselves
by lot, that three will go out of office at the end of the second year
and two at the end of the fourth year Each member of the Board of
Trustees of the City of Burlingame agall be an ex—officio member of the
Water Commission,
Section No 3. The President of the Board of Trustees of the City of
Burlingame 'C-;hacl at the first regular monthly meeting in the month
of JulyXZKX of each and every year, appoint such citizens to fill such
vacl,ncies caul 'Qd by the expiration of the time of such offices as he shall
so determine . and in the event that a vacancy occurs for any other reason
than the expiration of the time of office he shall appoint such citizens
or citizen to fill the unexpired terms or tem of such office as he shall
so determine,
Section No 4. The Water Commission shall have a President and Secretary
elected from their body and who shall each serve until the beginning of
each fiscal year. The secreatary shall receive all moneys or credits due
the City from the Municipap Water System and deposit in the Bank of Bur lirg
—ame all such moneys or credits as secretary of 60X=XX said Water
Commission, He shall forthwith account to the Treasurer of the City of
Burlingame for all such moneys and credits, he shall furnish a bond
payable to the City of Burlingame in a sum not less than 42000*oo and
shall receive for his services the sum of eI*oo per year, He may employ

an Assistant.
Section No 5, The Water Commission herein created is to serve as an
Advisory Board to the Board of Trustees of the City of Burlingame
and subject at all times to the final determinations of said Board of
Trustees; they shall have the power to manage and control the affairs
of the Water System of the City of Burlingame and to direct the
policy of business affairs of same; to lay out the plan of operat6on;
to develop and protect the water sources and supplies from without as
well as from within; to inspect all books, papers, reports and other
documen$s pertaining to the running of the plant; to hear and
determine all complaints by citizens; to inaugurate systems of
accounts and business methods; to employ and discharge any or all
labor connected with the operation of the Municipal dater System;
and to make all rules and regulations pertaining to the carrying out
of the affairs od said Oommission.
S®ct ion No 6e This Ordinance shall not be construed as a delegation
of the power of the Board of Trustees of the City of Burlingame, but is
created for the express purpose of making said commission an advisory
adjunct to the Board of Trustees as a means of furthering the interests
of the Municipal dater System of the City of Burlingame;
Section No 7. This Ordinance shall be published for two successive w
weekly publications in the Burlingame Advance and be in force and effect
from and after the date of its passage;
Introduced this 15th day of September , 1913, and duly and regularly
passed and adopted the 22nd day of September, 1913
