AN ORDINANCE AMENDING SECTIONS 1, 28 and 30 of Ordinance No. 219
of the City of Burlingame, and amending said Ordinance No.
219 by adding thereto certain new sections, and repealing
Sections 5, 70 9, 13, 14, 16, 190 250 26, 27 and 33 of said
Ordinance No. 219.
The City Council of the City of Burlingame does ordain as
follows:
Section 1. Section 1 of Ordinance No. 219 of the City of
Burlingame is hereby amended to read as follows, to -wit;
SECTION 1. DEFINITIONS. Whenever in this ordinance
the following terms are used, they shall have the meanings re-
spectively ascribed to them in this section:
(a) ALLEY. A public highway which does not exceed 20 feet
between property lines.
(b) BLIND STREET. A street which has only one end available
for ingress and egress.
(c) PEDESTRIAN. Any person afoot.
(d) STREET CAR. Every device travelling exclusively upon
rails when upon or crossing a street, other than devices propelled
by steam or partly by Deisel engines.
(e) TRAFFIC. Pedestrians, vehicles and street cars, either
singly or together, while using any street, for purposes of travel.
(f) PARK. To stand a vehicle for a period of time greater
than is reasonably necessary for the actual loading or unloading
of persons or materials, whether said Vehicle is occupied or not.
(g) COMMERCIAL, APARTMENT OR RESIDENCE DISTRICTS. Those
certain zones or districts of the City as defined and delimited in
Ordinance No. 227 of the City of Burlingame. Business district
shall mean Commercial District.
Section 2. There shall be added to Ordinance No. 219 of the
City of Burlingame a new section to be numbered 1A, to read as
follows:
SECTION 1A. MEANING OF WORDS AND PHRASES GENERALLY.
Whenever in this ordinance words, terms or phrases are used which
are not defined by the provisions of this ordinance but are
defined by and in the Vehicle Code of the State of California,
the definition and meaning shall be applied as set forth and
contained in the provisions of the said Vehicle Code of the State
of California, and wherever in this ordinance the term "-operator"
is used it shall be construed to mean "driver" as that term is
defined in the said Vehicle Code of the State of California.

Section 3. Sections 5, 7, 9, 13, 14, 16, 19, 25, 26, 27 and
33 of Ordinance No. 219 of the City of Burlingame are hereby re-
pealed.
Section 4. Section 30 of Ordinance No. 219 of the City of
Burlingame is hereby amended to read as follows:
SECTION 30. STANDING OR PARKING CLOSE TO CURB. The
driver of a vehicle shall not stop, stand or park such vehicle in
a roadway other than parallel with the curb, headed in the direct-
ion of traffic, and with the two right-hand wheels of the vehicle
within one (1) foot of the regularly established curb line, except
that upon those streets which have been marked for angle parking,
as provided herein., vehicles shall be parked at the angle to the
curb indicated by such marks.
In the Commercial Zone or district the Chief of Police may
designate or cause to be designated with paint upon the roadway
parallel parking spaces of a minimum of 19 feet in length.
The Chief of Police is authorized to determine upon what
streets angle parking shall be permitted and to indicate such
places by paint upon the surface of the roadway to indicate the
proper angle for parking, provided that such lines shall not be
placed upon, nor shall angle parking be permitted upon, any street
where such parking would diminish the width of the roadway avail-
able for travel to less than twenty (2Q)feet, with a minimum of
ten (10) feet of such width on either side of the center of the
roadway, nor upon any street where there is less than thirty-two
(32) feet between the curb and the nearest rail of any street car
track, nor upon any State Highway.
The Chief of Police is hereby authorized to prohibit the
parking of vehicles, provided appropriate signs are placed and
maintained to give notice thereof, on one side of a street in
any block where angle parking is permitted on the opposite side
of the street in such block.
Where parallel or angle parking places are marked as
provided in this section it shall be unlawful for the driver of
any vehicle to park such vehicle otherwise than within the
parking space so marked and designated, or in such manner within
such parking space as to render the use of adjoining parking
spaces as such by other vehicles impracticable.
Section 5. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
30A, to read as follows:
SECTION 30A. SHIFTING OF PARKED VEHICLES. For the pur-
pose of the regulations contained in this ordinance relating to
limitations on stopping, standing and parking, any vehicle moved
a distance of not more than one block during the limited parking
period shall be deemed to have remained stationary.

Section 6. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
19A to read as follows:
SECTION 19A. THROUGH HIGHWAYS. The following streets
are designated through highways within the meaning of and in con-
formity to the provisions of Section 471 of the Vehicle Code of
the State of California, and the Chief of Police is authorized and
directed to erect and place or cause to be erected and placed at
all intersections with said streets the signs provided for in said
Section 471, to -wit:
(a) California Drive from the intersection of Peninsula
Avenue to the intersection of Broadway;
(b) E1 Camino Real from the intersection of Peninsula Avenue
to the intersection of Adeline Drive;
(c) Howard Avenue from E1 Camino Real to the intersection of
Humboldt Street;
(d) Broadway from the intersection of California Drive to the
intersection of Vancouver Avenue;
(e) Hillside Drive from E1 Camino Real to the intersection of
Alvarado Avenue;
(f) Occidental Avenue from the intersection of Barroilhet
Avenue;
(g) Primrose Road from the intersection of Bellevue Avenue to
Burlingame Avenue;
(h) Bayshore Highway from the intersection of Burlingame
Avenu o the intersection of Broadway.

Burlingame is hereby amended to read as follows:
SECTION 28. PARKING LIMITATIONS. It shall be unlawful for
the driver of any vehicle to park such vehicle, unless elsewhere in
this ordinance otherwise provided, for a longer period than one
hour between the hours of 10 A.M. and 6 P.M. of any day excepting
Sundays and holidays, upon any part of the following streets, or
portions of streets, or within any portion or part of the City as
set forth, delimited or described hereinafter, to -wit:
Burlingame Avenue, from California Drive to El Camino Real.
Howard Avenue, from Primrose Road to California Drive.
Donnelly Avenue, from Lorton Avenue to Primrose Road.
California Drive, from Bellevue Avenue to Howard Avenue.
Lorton Avenue, from Bellevue Avenue to Howard Avenue.
Park Road, from Burlingame Avenue to Howard Avenue.
Primrose Road, from Chapin Avenue to Howard Avenue.
South Lane, California Drive to the Southern Pacific right of way.
North Lane, California Drive to the Southern Pacific right of way.
The Easterly side of East Lane from the intersection of Howard
Avenue to the intersection of Burlingame Avenue.
In that street and parking space lying between the Southwesterly
side of the Southern Pacific depot and the Northeasterly line of the
Market Street Railway street car tracks and between the Southeasterly
line of North Lane and the Northwesterly line of South Lane, both
extended.
All streets within that portion of the Commercial Zone of the
City lying and being Northwesterly of Carmelita Avenue and South_
easterly of Lincoln Avenue.

Section 8. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
28A to read as follows:
SECTION 28A. PARKING SIGNS, LOCATION OF. Where parking
limitations are provided for in this ordinance signs shall be
provided, erected and maintained not more than one hundred and fifty
(150) feet apart, on the streets or parts of streets affected by
such limitations, indicating by legible letters, words and figures
the time prescribed for such parking limitations.
Section 9. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
25B to read as follows:
SECTION 25B. FOLLOWING FIRE APPARATUS PROHIBITED. It shall
be unlawful for the driver of any vehicle, other than one on official
business, to follow any fire appartus traveling in response to a
fire alarm closer than one block, or to drive into or park any
vehicle within the block where fire apparatus has stopped in answer
to a fire alarm.
Section 10. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
25C to read as follows:
SECTION 250. RIGHT HAND TURN AGAINST "STOP" SIGNAL. At
intersections controlled by traffic signal devices the driver of a
vehicle, after making a full stop at the nearest property line,
may make a right turn while a "STOP" signal is displayed, subject
to the right of pedestrians and other vehicles.
Section 11. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to -be numbered
25D to read as follows:
SECTION 25D. PASSING AT INTERSECTIONS PROHIBITED. The
driver of a vehicle shall not pass any other vehicle travelling
in the same direction at an intersection or when the vehicle to be
passed is about to enter an intersection, except at traffic con-
trolled intersections.
Section 12. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered
25E to read as follows:
SECTION 25E. TURNING AROUND AT INTERSECTIONS. No vehicle
in the Commercial District shall be turned so as to proceed in the
opposite direction except at intersections, provided, however,
that no such turn, or U-turn, shall be made at the intersection of
the following streets, to -wit:
(a) Burlingame Avenue and Primrose Road.
(b) Burlingame Avenue and Park Road.
(c) Burlingame Avenue and Lorton Avenue.
(d) Burlingame Avenue and California Drive.
(e) Broadway and Capuchino Avenue.
(f) Broadway and Paloma Avenue.
(g) Broadway and Laguna Avenue.

Ordinance No. 219 of the City of Burlingame is
adding thereto a new section to be numbered
follows:
SECTION 8B. CURB MARKINGS. It shall be unlawful for any
driver to disregard or violate any parking, stopping or standing
regulation or restriction as indicated or evidenced by colored
curb markings provided for in Section 472 of the Vehicle Code of
the State of California within and upon such hours, days, periods
and limitations as are specified as follows, to -wit:
(a) fled curb markings shall be in effect between the hours of
9 a.m. and 9 p.m. on all days except Sundays and holidays, and on
Sundays and holidays between the hours of 4 p.m. and 9 p.m.
(b) White curb markings shall be in effect between the hours
of 9 a.m. and 6 p.m. on all days except Sundays and holidays, and
the period during which a vehicle may continuously occupy or use a
zone so designated shall not in any single instance exceed three
(3) minutes.
(c) Yellow curb markings shall be in effect between the hours
of 9 a.m. and 6 p.m. on all days excepting Sundays and holidays,
and the period during which a vehicle may continuously occupy or
use a loading or unloading zone so designated shall not in any
single instance exceed one hour.
(d) Green curb markings shall be in effect between the hours
of 9 a.m. and 9 p.m. on all days except Sundays and holidays, and
on Sundays and holidays between the hours of 4 p.m. and 9 p.m., and
the period during which a vehicle may continuously occupy or use a
zone so designated shall not in any single instance exceed five
minutes.
The Chief of Police is authorized and directed to determine
the locations and placings of such red, yellow, white and green
curb markings.
Section 14. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered 8C
to read as follows;:
SECTION 8C. BUS STOPS. It shall be unlawful for the
driver of any vehicle carrying passengers for hire to stop said ve-
hicle for the purpose of receiving or discharging passengers at
any place on California Drive between Carmelite Avenue and Broadway,
except at those certain spaces designated in said block by appro-
priate signs or curb markings, or both.
Section 15. Ordinance No. 219 of the City of Burlingame is
hereby amended by adding thereto a new section to be numbered 26F
to read as follows:
SECTION 26F. INTERSECTION STOPS. The driver of any
vehicle travelling south on Crossway Road and approaching Palm
Drive shall bring said vehicle to a full stop before entering or
crossing Palm Drive.
The driver of any vehicle travelling easterly or westerly on
Easton Drive and approaching Vancouver Avenue shall bring said
vehicle to a full stop before entering or crossing Vancouver
Avenue.
The driver of any vehicle travelling northerly or southerly on
Bloomfield Road and approaching Burlingame Avenue shall bring said
vehicle to a full stop before entering or crossing Burlingame Avenue.
