A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING
THE CITY OF BURLINGAME RESPONSE LETTER TO THE SAN MATEO COUNTY CIVIL
GRAND JURY REPORT "A DELICATE BALANCE: PRIVACY VS PROTECTION"
WHEREAS, the San Mateo County Civil Grand Jury released a report entitled, "A
Delicate Balance: Privacy vs Protection," on July 12, 2017; and
WHEREAS, the report concludes that law enforcement agencies should take steps to
inform and notify the public when considering plans to purchase or install surveillance
technology; and
WHEREAS, the report additionally recommended that local law enforcement agencies
and their City Councils adopt policies and ordinances, with community input, that reflect the
communities' desire to balance their safety and privacy; and
WHEREAS, the report included five findings along with three recommendations to
address those findings; and
WHEREAS, the Grand Jury has requested that the City of Burlingame respond to all
recommendations and submit a response to the San Mateo County Grand Jury by October 10,
2017; and
WHEREAS, the City Council has received the proposed draft response letter attached
hereto as Exhibit A.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AND
ORDERS AS FOLLOW:
That the letter in response to the San Mateo County Grand Jury Report, "A Delicate
Balance: Privacy vs Protection," is approved, and the 7yor is au(horiz o sign and convey
said letter on behalf of the City.
I, Meaghan Hassel -Shearer, City Clerk of the City of BuPlingame, do hereby certify that the
foregoing Resolution was introduced at a regular meeting of the City Council held on the 18th
day of September, 2017 and was adopted thereafter by the following vote:
AYES: COUNCILMEMBERS: BEACH, BROWNRIGG, COLSON, KEIGHRAN, ORTIZ
NOES: COUNCILMEMBERS: NONE
ABSENT: COUNCILMEMBERS: NONE
