Budget Study Session
May 13, 2015
1. CALL TO ORDER
A duly noticed budget study session meeting of the Burlingame City Council was held on the above date in
the City Hall Council Chambers. Mayor Nagel called the meeting to order at 6:30 p.m.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by John Akin.
3. ROLL CALL
MEMBERS PRESENT: Brownrigg, Keighran, Nagel, Ortiz, Root
MEMBERS ABSENT: None
4. REPORT OUT FROM CLOSED SESSION
Mayor Nagel advised that the Council met in Closed Session and there was no substantive action at this time.
5. PUBLIC COMMENTS
Burlingame residents Mike McCord and Jeff Londer spoke about their request for funding for the Citizens
Environmental Council.
6. INTRODUCTORY REMARKS
CM Goldman thanked Finance Director Augustine and the Public Works Director Murtuza for all their
efforts for the meeting. CM Goldman also acknowledged the other department directors who were present at
the meeting and thanked them for their input. Ms. Goldman reviewed the budget highlights for 2015-16 and
the General Fund challenges, and reminded the City Council that unfunded infrastructure needs still remain.
7. STAFF REPORTS AND COMMUNICATIONS
a. Study Session: Fiscal Year 2015-16 Budget
FinDir Augustine reviewed the proposed Fiscal Year 2015-2016 budget and focused on property tax, sales
and use tax, and transient occupancy tax (TOT), the City’s top three sources of revenue.

There were questions and comments by the Councilmembers during the presentation and the
Councilmembers spoke about the transient occupancy tax and how much it benefits the City. CM Goldman
reviewed staffing changes and requested authorization of 2.75 full-time equivalents, approval of position
reclassifications; and potential increase in hours for part-time positions. There was consensus by Council for
all of the staffing changes.
Mayor Nagel opened the item for public comment and Burlingame residents John Akin, Bruno Manh, Jeff
Price, Suzanne Tateosian, and Richard Roth spoke in favor of increasing the hours for the Emergency
Preparedness Coordinator.
b. City Council Review of Draft FY 2015-16 Capital Improvement Program
DPW Murtuza advised that based on the condition assessment of City owned infrastructure systems and
capital improvement planning, staff is proposing a total of $13,858,000 in the CIP program for FY 2015-
2016.
DPW Murtuza presented an overview of general fund projects, gas tax and measures A and M fund projects,
parking enterprise fund projects, water and sewer systems enterprise fund projects, and storm drain system
projects.
Council discussion and questions followed concerning the $50,000 that has been set aside in the CIP
program for testing the existing eucalyptus trees along El Camino Real.
Mayor Nagel opened the item for public comment and there were no comments.
8. PUBLIC HEARING
a. Extension of an Urgency Ordinance Governing Wireless Facility Modifications Under 47
U.S.C. § 1455
CA Kane reviewed the staff report and recommended that the City Council consider an extension of the
urgency ordinance.
Vice Mayor Keighran made a motion to waive further reading and introduce the Ordinance; seconded by
Councilmember Brownrigg. The motion was approved unanimously by voice vote, 5-0.
Councilmember Brownrigg made a motion to approve the Ordinance; seconded by Vice Mayor Keighran.
There was a roll call vote on the motion, and it was approved 5-0.
9. ADJOURNMENT
Mayor Nagel adjourned the meeting at 9:22 p.m.
