Consideration of initiation of litigation – Government Code, Section 54956.9(c) one case BURLINGAME FINANCING AUTHORITY MEETING A G E N D A 1. CALL TO ORDER – 7:00 p.m. – Council Chambers 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ROLL CALL 4. CONSENT CALENDAR a. Approve a Resolution authorizing the issuance and sale of Lease Revenue Refunding Bonds to refund Burlingame Financing Authority Lease Revenue Bonds (Corporation Yard Project) Series 2011; approving the forms of a Trust Agreement, a Facilities Lease, a Facilities Sublease and a Bond Purchase Agreement; approving an official statement describing said bonds; and authorizing execution of documents and the taking of all necessary action relating to the issuance of the Bonds 5. PUBLIC COMMENTS – At this time, persons in the audience may speak on any item on the agenda or any other matter within the jurisdiction of the Council. The Ralph M. Brown Act (the State local agency open meeting law) prohibits Council from acting on any matter that is not on the agenda. Speakers are requested to fill out a “request to speak” card located on the table by the door and hand it to staff. The Mayor may limit speakers to three minutes each. APPROVAL OF MINUTES – Regular Council Meeting of August 16, 2010 5. PRESENTATION a. Presentation of a Proclamation recognizing Chamber of Commerce Membership Drive Week 6. PUBLIC HEARINGS a. Adoption of an Ordinance to amend the Burlingame Avenue Area Business Improvement District to (i) revise the method of assessment; (ii) establish benefit zones 1, 2 and 3; (iii) establish and levy assessments in the District; (iv) to make other adjustments to the District; and (v) adopt a Resolution imposing assessments 7. STAFF REPORTS AND COMMUNICATIONS a. FY 2009-2010 General Fund preliminary year-end budget to actuals b. Appointment of the Burlingame Downtown Specific Plan Implementation Subcommittee 9. APPROVAL OF CONSENT CALENDAR a. Adopt a Resolution awarding a construction contract to C.F. Archibald Paving, Inc. for 2010 street resurfacing program b. Approve tentative and final condominium map of Parcel E, acreage subdivision at 1305-1331 Rollins Road c. Adopt a Resolution awarding a construction contract to F. D. Thomas, Inc. for the Alcazar and Donnelly tank coating project d. Adopt a Resolution authorizing the City Manager to enter into a two-year agreement with Goodwill Industries of San Francisco, San Mateo and Marin Counties to conduct electronic recycling events for the City of Burlingame and recycle and reuse City of Burlingame electronic waste e. Adopt a Resolution approving the issuance by the Burlingame Financing Authority of not to exceed $10,500,000 aggregate principal amount of lease revenue refunding bonds, series 2010 to refund Burlingame Financing Authority lease revenue bonds (Corporation Yard project) Series 2001; Authorizing execution and delivery of a facilities lease, a facilities sublease and bond purchase agreement; Approving form of official statement; and Authorizing execution of documents and the taking of all necessary actions relating to the refinancing with the Burlingame Refinancing Authority f. Approve out of state travel for the Finance Director/Treasurer 3 10. COUNCIL COMMITTEE REPORTS Council Members report on committees and activities and make announcements. 11.
