CODE, 1958 EDITION, AND REGULATING THEIR CONSTRUCTICN5 SIZE,
VENTILATION AND LIGHTING
The City Council of the City of Burlinga;re does ordain as follows:
SECTION 1. The Ordinance Code of the City of Burlingame is hereby
amended by adding thereto a new Section 2400.46, which shall read and pro-
vide as follows:
":lection 2400.46 Fallout Shelters.
Group J occupancies shall also include fallout shelters for the use
of families or small groups of people, which shall comply with the follow-
ing provisions:
1. Family fallout shelters shall be for the sole purposes of personal
safety and survival. No a:ulti-purpose shelters shall be per,r.itted.
2. If above ground, the structure shall be of inco.,busLible u.ater-
ials, except that combustible 'Lateriais ::.ay be used for furniture, shelving,
cabinets and siviilar fixtures. Structural adequacy shall be provided in
accordance with the provisions of this Code for live and dead loads,
lateral forces such as wind or eathquake, and earth and fluid pressures.
3. In the occupiable portion of the shelter, there shall be a
minimurc of :
a. 15 square feet of floor area per design occupant,
b. 80 cubic feet of volume per design occupant,
c. a ceiling height of 6 feet 6 inches for rectangular
construction or at the crown of arch construction,
d. a width of 6 feet for rectangular construction, or a
lateral diameter of 6 feet 6 inches for circular,
pipe -arched or pedestrian -arched types.
4. Entrance: Corridor and stairs shall have a uiniii,u;;; width of 2
feet and a minimum height of 6 feet 6 inches. Entrance to the occupiable
portion of the shelter shall be offset or baffled so that direct external
light, pressure or radiation cannot affect the occupiable portion.
Entrance door shall be constructed so that it can be opened fro;::
the inside without use of a :ley or special knowledge or effort. hatchways
and laddersshall not be perEiLted.

5. Ventilation providing a aiini_:uu ; of 6 cubic feet of air per iiiinute
Per person shall be provided by hand -operated or battery -powered blower or
fan. Intase and exhaust ducting, passage ways and filters shall be
designed and constructed to provide such ventilation with such baffles
and screens as are necessary. External ventilation ducts shall be located
at least 15 feet from any combustible structure, including fences, and
shall be located so that they cannot be readily flooded.
6. The materials of construction to prevent fallout radiation shall
consist of the equivalent of 3 feet of earth (300 pounds per square foot).
Equivalent methods include 2 feet of normal density concrete plus 2 feet
Of compacted earth cover. Aboveground shelters .Lust meet these equivalent
standards of radiation protection and lateral and horizontal stress. The
Building Official May require that plans for aboveground structures be
approved by an architect, or licensed civil or structural engineer.
7. Lighting shall be provided frou an internal source to produce a
:pini;nun. of 10 foot candles of illur::inaLion . Lighting :ray be by battery or
pressurized fuel system. If pressurized fuel system is used, fixture
:rust be placed under a suitable hood leading to the ventilation exhaust
sys te::..
The Building Official is hereby authorized and directed to make
periodic inspections of all shelters, and shall compile and maintain a list
of approved shelters.,,
SECTION 2. This Ordinance shall be published as required by law.
