AN ORDINANCE CREATING A PARKING COMMISSION, PROVIDING
FOR ITS ORGANIZATION AND THE TERMS OF ITS MEMBERS,
AND DEFINING ITS POWERS AND DUTIES.
The City Council of The City of Burlingame does ordain as follows:
SECTION 1. ORGANIZATION -- TERMS OF MEMBERS -- COMPENSATION.
There shall be a Parking Commission in The City consisting of five members who
shall be appointed by the Mayor with the approval of the Council and who shall
hold office for a term of four years or until their respective successors shall
have been appointed and qualified.
a. At least two of the members shall be residents of the City and at
least three of the members shall own property in, or be actively engaged in,
an occupation, trade, business or profession and have his place of business in,
the Burlingame Avenue Area Off -Street Parking District.
b. The terms of the first members shall be: One for one year, one for
two years, one for three years and two for four years.
c. The members shall serve without compensation, but all necessary
expenses incurred by them while acting in their official capacities shall be
paid by appropriate action of the City Council.
SECTION 2. REMOVAL OF APPOINTED MEMBER -- FILLING VACANCIES.
The City Council may remove, for cause, any member of the Commission from
office prior to the expiration of his term by the affirmative vote of not less
than three-fifths of all of the members of the City Council. Vacancies shall
be filled by appointment by the Mayor with the approval of the Council, and
shall be for the unexpired portion of the term of office vacated.
SECTION 3• MEETINGS -- OFFICERS.
The Commission shall hold regular meetings at least once a month and such
other meetings as may be necessary or expedient. A majority of the Commission
shall constitute a quorum for the purpose of transacting the business of the
Commission. The Commission shall elect a chairman and secretary, both of
whom shall serve at the pleasure of the Commission.
SECTION 4. RECORD OF PROCEEDINGS KEPT BY SECRETARY -- FILING.
The secretary of the Commission shall keep a record of all proceedings,

resolutions, findings, determinations and transactions of the Commission,
which records shall be a public record, and a copy of which record shall be
filed with the City Clerk as Clerk of the City Council.
SECTION 5. POWERS AND DUTIES.
The Parking Commission shall have the power and it shall be the duty of the
Commission, in a purely advisory capacity, to make recommendations to the
City Council and to advise the Council in matters pertaining to the parking
of motor vehicles generally; to the parking of motor vehicles on public
streets and on public parking lots and areas; to the establishment of metered
zones and the maintenance of free or metered parking spaces; to the rates per
hour per space to be paid for metered parking spaces; to the rental of off-
street parking spaces; to the permissible time for parking in any parking
space; to the design and improvement of, including lighting of, or traffic
flow on, any public parking lot; to the posting of signs giving notice of
parking regulations; to the landscaping of any public parking lot; and to the
purchase and installation of parking meters.
SECTION 6. This ordinance shall be published as required by law.

16th day of September, 1963, and adopted thereafter by the following vote:
